Bolt ends shall protrude from the nuts not less than one nor more than three threads. The excess bolt length shall be removed without damaging the bolt threads.

One flat washer shall be used under each nut.

Where hardware (such as joiner hardware and hinges) is pre-drilled for fasteners sized less than 3/8 inch diameter, the size of fasteners used shall match the size of the pre-drilled holes in the part.

Fasteners for metal parts shall be of a similar material as the part except that fasteners in aluminum shall be corrosion resistant steel. Brass fasteners shall not be used unless specifically stated in this Contract.

Stainless steel fasteners shall be provided with insulating bushings and grommets for connections where dissimilar metals are attached to Aluminum.

Where nuts will become inaccessible after assembly, nuts shall be staked to prevent backing off. All other nuts shall be self-locking.

Countersinking for fasteners shall be specified by the fastener manufacturer. Fastening patterns shall be well arranged and consistent.

4. Plate Fairness

All steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.

B. GENERAL REQUIREMENTS

The contract requires hull and structural modifications as outlined in section C305. The intent of the solicitation is to allow the contractor to submit a bid to complete that work in the most affordable manner to meet his design and construction methods.

In order to perform all the work required under this contract, including the structural work, it is the contractor’s discretion on how to accomplish the work. It is expected that the barge may have to be removed from the water.

Therefore, once the barge arrives at the contractor’s shipyard, he may, at his discretion: dry dock the barge, place the barge in a graving dock, remove via marine railway, rollers or travel lift or any other method that safely removes the barge from the water and does not cause any damage to the hull.

While removing the barge from water, the contractor is responsible for the barge and shall repair any damage incurred during the removal from the water, as well as during the process of returning the barge to the water.

C. BLOCKING PLAN

The contractor shall develop a blocking plan for the barge, prior to removing the barge from the water and prior to the start of any work. Based on the contractor’s method for performing the work out of the water, he shall prepare a proposed blocking plan and submit the blocking plan to the COR for review and approval.

The blocking plan to be developed shall be designated #875-E170-01 DRY DOCKING PLAN and the supporting calculations shall be designated #875-E170-02 DRY DOCKINNG PLAN CALCULATIONS. The contractor shall have the plans and supporting calculations reviewed and stamped by a licensed PE prior to submittal to the Government.

The blocking plan shall be developed to show the primary blocking arrangement as well as an alternate blocking arrangement. The sample blocks to be used for docking shall be identified on the plan.

The plan shall show all major hull structure on the bottom including all transverse and longitudinal bulkheads connecting the bottom shell, as well as any anodes (if used), spud wells, and any other features which could interfere with the setting and shifting of the blocks.

The plan shall also include an alternate blocking arrangement to allow for the servicing of all areas of the bottom of the barge. No block shall remain in the same position on the alternate plan as it was on the primary plan.

The blocks shall be located to evenly distribute the loads and avoid undue stress within the hull structure. Blocks shall be located in way of main structural, longitudinal, and transverse bulkheads wherever possible. Where blocking is located on frames other than bulkheads, appropriate docking brackets shall be designed and installed within the hull.

The initially developed dry docking plan shall include the following information:

Dimensioned drawing of the blocks Total area covered by the docking blocks for each plan The maximum block loading (kips/foot-squared)

Upon completion of the Inclining Experiment (see section C915), the plan shall be updated to include the following:

Lightship weight, LCG, and VCG determined by the Inclining Experiment Full load weight and LCG as determined by the Inclining Experiment Load conditions for which the plan was developed

D. CONTRACTOR’S POSSESSION OF THE BARGE

Upon arrival of the barge at the contractor’s facility, the contractor shall take full possession and care of the vessel.

During the contract period, the contractor shall be responsible any time the barge is required to be moved while in his possession, including moving/escorting the barge to and from the water.

While the barge is in the contractor’s possession, the contractor shall provide berthing for the vessel. The contractor shall provide all mooring lines and fenders sufficient in strength, quantity, location, and quality to prevent damage to the vessel and the dock. The contractor shall provide all required tug services, labor, material, shipboard services, and equipment as required to safely move the barge while it is at the contractor's facility. In addition, the contractor shall provide adequate protection in the case of adverse weather conditions (i.e., hurricane). This shall include, but not be limited to, providing tugs on standby (to be sufficient in quantity and size), pilot service, extra mooring lines with chafing gear and anchors aboard and ready. The contractor shall provide all line handlers aboard and ashore as needed.

Bollards used for the barge shall not be shared with other vessels.

While the barge is in the contractor’s possession, the contractor shall provide the following services to the vessel:

a. Electrical service – the contractor is responsible for providing electrical service to the barge for lighting as well as to power any equipment used to work on or about the barge.

b. Trash service – a minimum of once weekly trash removal.

c. Furnish a gangway, conforming to EM 385-1-1, most recent revision, of suitable strength and construction for safe and convenient boarding of the barge at all times. The gangway shall be installed at an angle of less than 40 degrees and shall have 39 inch guardrails at both sides.

E. DRY DOCK (Only Required If Contractor Uses Dry Dock)

If the contractor decides to use a floating dry dock to perform the work, the following shall be submitted to the COR within 21 calendar days of Notice to Proceed with the work:

Docking and undocking procedures used for the dry dock.

Any existing certification held for the dry dock.

During the dry docking and undocking process, while the barge is in the contractor’s possession, the contractor shall provide the services of a pilot, tugboats, and all line handlers (aboard and ashore) and all required lines.

Undocking and Shifting on Blocks:

Prior to undocking or shifting of the vessel while on the blocks, a pre-undocking conference shall be held with representatives of the contractor, Government Representatives/Vessel’s crew in attendance. The plan for undocking shall be reviewed and agreed upon.

The contractor and a representative of the Contracting Officer will perform a joint pre-undocking inspection to ensure that the vessel is in all respects ready to be re-floated. The contractor shall undock the vessel only after all underwater work and the pre-undocking inspection have been completed and the COR provides written approval to undock.

C278 WASHING HULL EXTERIOR

After the barge is removed from and secured, the contractor shall wash the entire hull and the Conex boxes.

The Conex boxes and the entire hull exterior, the main deck, forward rake, sides, stern, and bottom, shall be pressure washed with fresh water of in accordance with Steel Structures Painting Council Standards SSPC-SP12 – High- Pressure Water Cleaning (HP WC – 5,000 to 10,000 psig).

C305 HULL & STRUCTURAL MODIFICATIONS

A. GENERAL

The barge was originally outfitted with a 60 foot ringer crane. This crane has been removed and the barge shall be modified to allow for the installation of a crawler crane. The crane to be placed on the barge is a Manitowoc 16000 Series 3 crane with a 196.9 foot boom No. 58HL, and fixed mast No. 59A.

In April 2022, the Government solicited for the steel structural work but was unable to award due to the high value of the bids received. In the original solicitation, the Government provided a full set of removal and installation drawings for a contractor to accomplish the work. The Government’s design and approach to the project required the barge to be dry docked in order to complete the steel modification. Due to the size of the barge, the dry dock requirement also limited the number of potential contractors with a dry dock (floating or graving) capable of supporting the barge.

The intent of this solicitation is to allow the contractor to submit a bid that will allow completion of the work in the most affordable manner to meet his design approach and construction methods. The Government will permit the contractor to select one of the follow Courses of Action (COA) that meets his design approach and construction methodology.
