About this file

This federal solicitation seeks proposals for a design-build contract to fully renovate a three-story barracks building at Joint Base McGuire-Dix-Lakehurst in New Jersey. The $10 million contract involves modernizing approximately 40,000 square feet of space, including interior renovations to rooms, bathrooms, and common areas as well as mechanical, electrical and telecommunications upgrades. Exterior work includes a new roof, windows and site improvements. The solicitation is a small business set-aside and will use a two-phase selection process, evaluating past performance in Phase I and design, small business participation and price in Phase II. The Army Corps of Engineers will accept proposals until September 2, 2021 and plans to award the contract without discussions but reserves the right to conduct discussions.

The voids shall be constructed of double faced, corrugated fiberboard. The corrugated fiberboard shall be fabricated of wet strength paper liners, impregnated with paraffin, and laminated with moisture resistant adhesive, and shall have a board strength of 275 psi. Voids which are impregnated with paraffin after construction, in lieu of being constructed with paraffin impregnated fiberboard, are acceptable. Voids shall be designed to support not less than 1000 psf. To prevent separation during concrete placement fiber voids shall be assembled with steel or plastic banding or by adequate stapling or gluing as recommended by the manufacturer.
