About this file

This is a Request for Proposal (RFP) for design-build roofing services under the Army Reserve National Roofing Program FY26 Task Order 14, issued by the Department of the Army Corps of Engineers Louisville District. The solicitation is limited to contractors holding existing Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) numbered W912QR24D0054 through W912QR24D0063. The project involves roof replacement and associated repairs at NY116 (New Windsor, NY), consisting of approximately 58,291 square feet across two main buildings: the USARC building (43,577 square feet) requiring replacement of EPDM single-ply membrane with 2-ply modified bitumen on sections 1-2, and the AMSA building (14,714 square feet) requiring the same membrane replacement on sections 1-3. The cost range is between $1,000,000 and $5,000,000, with a firm fixed price award anticipated. Work includes complete design and construction services incorporating site investigations, code compliance review, engineering computations, and comprehensive documentation. The RFP requires price proposals incorporating binding rates from the contractor's base MATOC contract, with detailed labor category breakdowns demonstrating compliance with established rates.

Award will be made on a best value trade-off basis with past performance and price as evaluation factors, with price weighted as more important than contractor performance as determined through CPARS reports. Proposal deadline is 2:00 PM ET on June 15, 2026, submitted via email to charity.a.mansfield@usace.army.mil. Proposals must remain valid for 120 calendar days minimum. Performance and Payment Bonds are required within 10 days of award, with Notice to Proceed issued following bond approval. The contractor must commence work within 10 calendar days of NTP and complete the entire project within 365 calendar days, with liquidated damages of $2,725.00 per calendar day for delays. Key deliverables include a Design Quality Control Plan, final design documents certified by a licensed Registered Roof Consultant (RRC), as-built drawings, and operations and maintenance manuals. Additional requirements include AT Level I training completion within 30 days, OSHA-compliant roof hatches with fall protection, removal and storage of existing solar panels with reinstallation as a contract option, secondary overflow drainage at all scuppers, and removal of 2-8 inches of existing insulation. A mandatory site visit is scheduled for June 2, 2026 at 10:00 AM with advance notification required by May 29, 2026.

The submitted price breakdown should include sufficient detail to allow the Government to verify that your proposed price incorporates the binding rates from your base contract. Any level of effort shown in the submitted information will not be used for evaluation purposes and will be used only to ensure that the proposal is in compliance with the binding rates from the base contract. Proposals that fail to submit a price breakdown or fail to use the binding rates from your MATOC will not be considered.
