About this file

This is a Questions and Answers document for federal solicitation W912QM-26-Q-A047 regarding the procurement of a 463L Cargo Electronic Pallet Scale model UBELS0709-10K.

The government clarified that Global Air Transportation Execution System (GATES) compatibility and integration are not required, as pallet weights will be manually entered into GATES by personnel. Electronic data output is limited to gross, tare, and net weight information via RS232/Ethernet/USB if such connectivity is included; no additional data fields such as Pallet ID, date, or time are necessary. The requirement is explicitly for a complete and fully functional electronic pallet scale system, not standalone load cells, sensors, or individual components. No government-designated component supplier or OEM/integrator has been identified. Component suppliers may work with scale manufacturers to provide complete systems meeting solicitation requirements, though any proposed system must satisfy all stated technical specifications.

Regarding platform specifications, the minimum length and width is 108 inches by 88 inches (9 feet by 7.3 feet), with 8 feet by 10 feet recommended for adequate space. The scales will be deployed in a warehouse environment for weighing aircraft pallets, with forklifts not operating on the scales themselves. The scales must be mobile to allow relocation within the warehouse or cargo yard area as needed and must be mounted above ground on platforms rather than recessed in concrete. No communication capability with other devices such as printers, PCs, or PLCs is required; the scales need only display the weight of items being weighed.

Questions and Answers Solicitation - W912qm-26-Q-A047

463L Cargo Electronic Pallet Scale model UBELS0709-10K

Below are some questions that were received in regards the above Requirement:

1. Global Air Transportation Execution System (GATES) compatibility/integration us nit required. The scale will be used to obtain pallet weights, and any required information will be manually entered into GATES by on duty personnel.

A: Global Air Transportation Execution System (GATES) compatibility/integration us nit required. The scale will be used to obtain pallet weights, and any required information will be manually entered into GATES by on duty personnel.

2. Can you tell me what needs to be output via RS232/Ethernet/USB? Is it just pallet gross, tare, and net weights or something additional? i.e. Pallet ID, time and date etc.?

A: No additional data fields such as Pallet ID, date, or time are required. If RS232/Ethernet/USB output is included with the scale, gross, tare, and net weight output is sufficient. Electronic data output is not required to interface directly with GATES.

3. Regarding W912QM-26-Q-A047, I understand the requirement is a complete 463L electronic pallet scale, not a standalone load cell, and the stated questions deadline has passed. If you can still advise, is there an appropriate component-supplier or future alternate-source route through the qualified scale OEM/integrator? This is not a bid, equal-product assertion or claim that can deliver the complete system.

A: The requirement is for a complete and fully functional electronic pallet scale system. We are not seeking a standalone load cells, sensors, or other individual scale components. There is no government-designated component supplier or OEM/integrator that we can identify for this requirement.

4. load, weight and custom torque sensors. If sensor cost or supply is a problem— including sensors that are expensive, difficult to source or in short supply— can review an authorized sample or specification for reverse engineering, second sourcing, or a custom alternative. Engineering review would determine feasibility, interfaces, performance, calibration, qualification, possible cost savings and lead time; none is promised in advance.

A: wishes to provide components to a scale manufacturer/integrator capable of furnishing a complete system that meets the solicitation requirements, that arrangement would be between the component supplier and the respective manufacturer/integrator. Any proposed complete system would still be required to meet all stated technical requirements.

5. In the specs it says it needs to be hazardous rated but also able to be broken down and moved. We do not recommend moving any rated equipment as it increases the chance of an explosion if it is improperly connected at a second location.

In the specs it says it needs to be above or in ground but then later says it needs to be portable which conflicts with the inground statement.

Below are clarifying questions before we are able to provide a quote.

Floor Scales What size platform do you prefer (3x3, 4x4, 5x5, other)? It says a minimum of 108x88, Could you work with a 7’x9’ or 8’x10’ size?

Will the scale be in a hazardous area?

Do you need the scale to be portable?

How will the scale be mounted? (Above ground or recessed in concrete) Do you need it to communicate to anything (Printer, PC, PLC, etc.) or just read basic weight?

A: The minimum LxW is 108 inches x 88 inches. Which would make it 9 ft x

7.3 ft. Best size would be the 8 x10 ft to ensure space is adequate.

Scales will be in a warehouse environment where aircraft pallets will be set on these for their weights, but the forklifts themselves will not be on these scales.

The Scales being mobile would be preferred in-case we need to move for the event we need to make room in the warehouse/cargo yard area.

Scales can be placed above ground which could be a platform (not in concrete for us to set cargo for weight)

No communication with any other devices necessary. We just need it to display the weight of what is being weighed on the scale.
