About this file

This document contains questions and answers regarding a federal contract opportunity for audiology support services with the South Carolina Army National Guard. The contractor will be required to provide complete audiological exams, including tympanograms and SPRINT tests if applicable, to Soldiers at the National Guard base in Eastover, South Carolina on scheduled drill weekends. The exams will be documented on paper forms provided by the government. The government will not reimburse for any required training, which includes antiterrorism awareness and OPSEC training and must be completed within 15 days of starting work. The contractor will bill by day regardless of the number of Soldiers seen. The contractor must have their own professional liability insurance and no government-furnished equipment will be provided.

W912QG24R0001 Government Response to Questions as of 30 Nov 2023

Q. If needed to would I be able to end contract early?

A. The solicitation clearly defines the Period of Performance for the service which the contractor shall adhere too. If the contractor ends the contract early the contractor shall be in default and the Government would issue a “Termination for Cause” IAW FAR Clause 52.212-4(m) which is in the solicitation and issue a negative performance rating in the Contractor Performance Assessment Reporting System (CPARS).

Q. When would calendar of dates for testing/meetings be distributed?

A. Refer to separate attachment showing the dates for Fiscal Year (FY)24 and tentative dates for FY25.

Q. What is the AT level 1/iWATCH/OPSEC etc. trainings? How long is it? Where is it completed? (Link isn’t working for the AT level 1.

A. OPSEC training provides OPSEC awareness for military members, government employees, and contractors. The course provides information on the basic need to protect unclassified information about operations and personal information to ensure safe and successful operations and personal safety. Antiterrorism training is to increase everyones awareness of terrorism and to improve the ability to apply personal protective measures.

The length it takes someone to complete the training is dependent on how fast they learn, cannot give you a time everyone is different.

Q. Paid for training time? And when complete for OPSEC? Contract says 30 days after start and then also says 10 days after contract, which is correct?

A. The Government does not reimburse for the training. That is something the contractor can build into their Firm Fixed Price if they so choose to do so.

Both training shall be completed with 15days of reporting for duty, the completion certificates for both shall be submitted to the COR NLT 10 days after completion of the training.

Q. Meetings/ progress meetings … how often do they occur? How long are they? When are they typically scheduled? Pay?

A. There are no additional monthly meeting requirements.

Q. Contract manager? I’m a sole provider and don’t have another audiologist working for me currently will this be an issue?

A. That is suitable.

Q. Contractor travel reimbursement?

A. There is no separate travel required. Only driving from home of record to the place of service. Again, that would have to be built into your overall price.

Q. Will a computer be provided to keep PII within the government?

A. No. There is no requirement for the contractor to do any inputting of Soldiers PII into any system. The Government will have on hand Soldiers that will handle that task.

Q. What system they are using to record audiograms? Paper?

A. Paper, MEDCOM will provide the form at each drill.

Q. Any possibility of no shows? How would that be handled?

A. There is a possibility that Audiology services would not be required however, it is not typical. Billing would be by day, not by number of Soldiers seen.

Q. Is this considered at will?

A. No. Drill dates will be provided as far in advance as possible by the Unit. There are times due to unforeseen circumstances that these will change, example: State Emergencies such as tornado, earthquake, hurricane etc.

Q. Will there be a place to eat? Is there a way to get food in base or do I need to bring it?

A. The contractor will be required to do a working lunch which IS NOT provided by the Government.

Q. I guess I also need to know if I’m billing by procedure, person tested, or day?

A. By day.

Q. I’m I expected to be present from 8-5 the whole weekend if there is no one to test?

A. Yes, we have had days where there are more Soldiers showing up on Saturday than Sunday and vice versa.

Q. How is professional liability covered? Am I covered at the base or do I need to add it to my current policy?

A. The contractor needs to have their own liability coverage.

Q. Please provide a more detailed description of what tests would be required per guardsman (OR will "EACH" guardsman be required to receive all the tests outlined in Sections 5.2 through 5.5)?

A. Audiologist will be required to complete a Complete Audiological Exam with Tympanogram Screening. If Soldier falls in the H3 category, Audiologist will complete a SPRINT test.

Q. Is there a specific protocol or is it based on clinical decision-making?

A. There is a specific protocol to follow based off the Army Hearing Program within AR 40-501.

Q. What kind of reports or records review would be required?

A. Results from examination will be recorded on the paper Audiology Form furnished by the Government.

Q. Will there be a need for a comprehensive report with audio, just the audio, recommendations, etc.?

A. Results and recommendations will be recorded on the audiology form.

Q. Will a scope of work need to be completed per individual?

A. No.

Q. To confirm, all testing requirements per guardsman will be performed at the NG Base (860 South Carolina Road, Eastover, SC 29044) A. Yes

"Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract." The government will provide all Equipment, so there will not be any need for any Contractor Furnished Equipment to be supplied - Correct?
