1. On plan sheet GC150 under “Construction Phasing/Scheduling”, it states that construction will be performed in two stages; first stage being an approximate 6-month administrative period and then 150 day construction period, totaling 330 days. On block 13 of the SF1442, it is stated that the entire project must be completed with 365 days. Will the Contractor be required to complete the project in 330 days, as stated in the contract drawings? Or will the Contractor be required to complete the project in 365 days, as stated in the SF1442?
Answer: 365 days.
2. On plan sheet GC150, "Construction Phasing / Scheduling" notes state, "This project is estimated to begin in the spring of 2023, with Taxiway closure starting in the summer of 2023 and completion at the time stated.". Please confirm a better estimate for Stage 2 (Taxiway closure / construction) would be a notice to proceed being issues around January of 2024.
Answer: We anticipate the Notice to Proceed for the 365 days for both phases to be issued in August 2023.
3. If Stage 1 (Preconstruction Phase - 180 Calendar Days) is completed earlier will bidding contractors be allowed to use the extra time saved in Stage 1 to complete the work in Stage 2?
Answer: Yes, 365 days is for both phases; and if phase 1 is completed earlier than projected that would allow more time for phase 2. Anticipate Notice to Proceed occurring in August 2023.
4. Specification 31 00 00 section 3.13.1 Proof Rolling states, "Perform proof rolling in the presence of the Contracting Officer. Undercut rutting or pumping of material to a sufficient depth inch and replace with select material.". Please provide rutting and pumping limits that will require removal and replacement (ie. Ruts greater than 1 inch of deformation will require removal and replacement.).
Answer: See Paragraph 3.13.2 “Construction” for 1/2” requirement.
5. If deformation is observed after subgrade proof rolling that constitutes a Contracting Officer’s determination of removal and replacement, will bidding contractors be required to remedy the situation at their own cost if they have met all the subgrade compaction requirements?
Answer: Per Paragraph 3.2.3 Construction, it is the responsibility of the contractor to have a well-draining site to keep soil materials sufficiently dry. Subgrade failures due to saturated soils because of the contractor’s operations are the responsibility of the contractor to correct.
It depends on the situation and if the reason for the undercut is a result of the Contractor’s operations or not.
Contractors shall account for the removal of 1,500 CY of unsatisfactory subgrade material (undercut) and 1,500 CY of satisfactory fill material to replace the unsatisfactory subgrade material is included in the Bid.
6. Specification 31 00 00 section 3.13.1 Proof Rolling states, "Perform proof rolling in the presence of the Contracting Officer. Undercut rutting or pumping of material to a sufficient depth inch and replace with select material.". Please confirm if required compaction is achieved prior to proof rolling, any rutting and pumping requiring removal and replacement will constitute a differing site condition.
Answer: See answer to 5. Also see Paragraph 3.13.2 Construction.
7. Specification 31 00 00 section 1.4.1 Classification of Excavation states, "No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation.". Currently subsurface soil boring logs are shown on the drawings but do not provide the full soil boring log data (ie. N-Values). FAR 52.236-3 Site Investigations and Conditions Affecting the Work (Ref. Solicitation 31 of 79) states, "The Contractor also acknowledges that it has satisfied itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonable ascertainable from an inspection of the site, including all exploratory work done by the Government, as well as from the drawings and specifications made a part of this contract."
Please provide the full geotechnical soil boring log reports for bidding contractors to complete their due diligence in complying with FAR 52.236-3.
Answer: The soil boring logs will be provided for the soil borings located within the project foot print.
8. If all excavation is designated as unclassified excavation (specification 31 00 00, section 1.4.1 Classification of Excavation) and deformation occurs during subgrade proof rolling that constitutes a Contracting Officer’s determination of removal and replacement, will bidding contractors be required to remedy the situation at their own cost?
Answer: See answer to #5.
9. There is no way for bidding contractors to quantify how much undercutting of the subgrade will be required. Expecting the contractor to accept the risk of the subgrade without providing the geotechnical report used for the design of this project will drive the cost of this project up. Will the government entertain accepting the risk for the subgrade and provide a separate CLIN for Subgrade Unclassified Excavation?
Answer: Yes. See answer to #5.
10. Will the government consider a separate CLIN for an undercut unit price with an estimated about of undercut?
Answer: Yes. See answer to #5.
11. Will the government consider soil cement application in replace of compacting existing clay subgrade?
Answer: The existing subgrade shall be compacted in place per 31 00 00 para. 3.13. The Contractor can propose to cement treat subgrade once they are awarded the project, but at no additional cost to the government. A specification will be provided by the Engineer if that decision is made.
12. On page 5 of 78 of the solicitation/ITB, it states "(a) Offer, Standard Form (SF) 1442 front and back signed." Please confirm there is, in fact, only one space provided for execution, Box 20B., located on the back of this form. Therefore, only one side of the SF 1442 is to be executed at the time of proposal submission.
Answer: Block 20B is the only place the contractor is required to sign on the SF 1442.
13. On page 8 of 78 of the solicitation/ITB, it states that there is a repository provided for hand carried bids and that bids must be deposited there. Please consider offering an electronic upload delivery method, as well as providing a link for viewing the bid opening virtually.
Answer: Yes, electronic bids will be accepted. See Amendment 0002 to the Solicitation. Added language to allow bids to be electronically submitted via DoD Safe, mailed in, or hand delivered. Mail address is 9 National Guard Road, as compared to bid opening/hand delivered repository which is 1 National Guard Road (See Section 00100, paragraph 5). Contractors can submit a bid electronically only by emailing the request to submit the bid electronically to kevin.j.esber.mil@army.mil and badri.francis.1@us.af.mil on or before 2:00 P.M. Eastern Standard Time on 10 April 2023. A link to drop off the bid electronically will be sent via DoD SAFE https://safe.apps.mil/.
The Government will also broadcast the bid opening live via Teams, anyone interested in attending the bid opening virtually shall email kevin.j.esber.mil@army.mil and badri.francis.1@us.af.mil on or before 2:00 P.M. Eastern Standard Time on 10 April 2023 requesting the link be sent to a specified email(s).
14. On page 5 of 78 of the solicitation/ITB, it states "(b) Section 00010 Line Items - all items must be priced." This consists of one (1) page (Page 3 of 78). We also discovered Section 00 41 00 - Bidding Schedule in the specification documents (Section 00 41 00 Page 1 - Page 5). Please confirm if this Bidding Schedule is to be included in the proposal in addition to Section 00010 from the solicitation/ITB.
Answer: The revised specifications included in Amendment 1 of the Solicitation removed 00 41 00 from the specifications. Only refer to the revised specifications and drawings. The original specifications and drawing will be removed from the Solicitation to avoid any additional confusion.
15. On page 5 of 78 of the solicitation/ITB, it states "(d) Section 00600, Representations and Certifications, completed and return only additional certifications found in this section." Please clarify "return only additional certifications found in this section." Typically, the entire Representations and Certifications section is included with the proposal (Pages 15 of 78 - 27 of 78).
Answer: All Representations and Certifications are required. However, if there are Representations and Certifications contained in Section 00600 that are not already answered or are not current/correct in a Contractor’s Online Representations and Certifications at WWW.SAM.GOV then it would be an additional certification required to be submitted. For example, FAR 52.204-7 is included in the Solicitation and FAR 52.204-8(b)(1) states: If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies…
(d) The Offeror has completed the annual representations and certifications electronically in SAM accessed through https://www.sam.gov. After reviewing the SAM information, the Offeror verifies by submission of the offer that the representations and certifications currently posted electronically that apply to this solicitation as indicated in paragraph (c) of this provision have been entered or updated within the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201); except for the changes identified below [ offeror to insert changes, identifying change by clause number, title, date]. These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer.
FAR Clause Title Date Change Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted on SAM.
16. Will Runway 14-32 be closed to flight operations for work within 200’ of the runway, such as TW H and fillet work at TW G, or will a displaced threshold be put in place?
