Factor Sub‐Factors Reference Instruction Evaluation Factor 1
Technical
Subfactor 1 ‐ IDIQ PWS Paragraph 1.3.1 Offeror shall submit a detailed plan describing their methodology and approach to migrating data from an Oracle 11g databse into a PostgreSQL database.
Measures of merit for this factor are met when the offeror's technical approach demonstrates the following:
*A thorough understanding of the differences between
Oracle and PostgreSQL v9.3.x that includes how items such as data views and triggers migrate, and what problems software programmers face when transitioning software from Oracle to PostgreSQL.
*Low risk of unsuccessful performance.
Factor 1
Technical
Subfactor 2 ‐ IDIQ PWS Paragraph 1.3.1 Offeror shall submit a detailed plan describing their methodology and approach to secure code development and describe the current top five areas of risk/threats to avoid when programming using the Java language.
Measures of merit for this factor are met when the offeror's technical approach demonstrates the following:
*Comprehensive knowledge of the latest threats and
Information Assurance requirements pertaining to software development activities.
*A highly detailed plan of the current areas of risk and how to avoid them.
*Low risk of unsuccessful performance.
Submissions will be reviewed and compared to current
DISA guidance pertaining to JAVA development.
Factor 1
Technical
Subfactor 3 ‐ IDIQ PWS Paragraph 1.3.1 Offeror shall submit a detailed plan describing their methodology and approach to Systems
Analysis and Design that will include each stage of design that also includes typical documentation that supports the overall effort, while also providing specificity on configuration management for a system under design.
Measures of merit for this factor are met when the offeror's technical approach demonstrates the following:
*Comprehensive knowledge of Systems Analysis and
Design processes and documentation.
*Low risk of unsuccessful performance.
Factor 2
Staffing
NA IDIQ PWS Paragraph 1.6.5 Offeror shall submit an effective and detailed plan describing their methodology and approach to meeting the requirement for on‐site performance at JIATFS in Key West, FL. The plan should include personnel recruitment and retention strategies for this high cost area.
Measures of merit for this factor are met when the offeror's staffing approach demonstrates the following:
*Process to recruit/retain/replace on‐site personnel who have the knowledge, experience, training, and technical expertise/certification/security clearances commensurate with the requirements of the PWS.
*Low risk of unsuccessful performance.
