SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

52.252-3 ALTERATIONS IN SOLICITATION (APR 1984)

Portions of this solicitation are altered as follows:

Q&A 15FEB24

Q: Can role players stay inside building 706 Round Road (NJ Army National Guard ) as a RLP holding area?

A: We do not have building 706 reserved at this time. We can check availability.

Q: Can role players use the same latrine (Mr. BOB) that are placed for NY-NG?

A: They cannot. As we have fiscal limitations and OSHA requirements to provide a certain ratio of latrines to servicemembers.

Q: Where is rubble pile located? Infront of hanger 1, or down to the right pass NJ Air NG building across the helicopter hanger (10) in an empty field? In the past around 2011, we staged all role players at building 551 across from USS Lakehurst and rubble pile was located across hanger one!

A: The rubble pile is adjacent to hanger 10. It is a fenced off area owned by NJ State Police “TF-1”.

Q: Is it possible to move the due date till Monday the 19th?

A: Not at this time.

Q: Page 36 table in 3rd column notes “…incumbent”. Can you provide us with incumbent name for such event and award $$?

A: The incumbent being referred to is the NIMS/ICS role player for the “Incident Commander” at Fort Dix, as well as the “Area Commander” at Camp Smith Training site located at Camp Smith Training Site, New York.

Q: Due to limited curing window, can FLSS (contractor) have permission to use those existing slabs at site and we will provide replacements?

A: Negative. The Rubble Pile is owned by NJ State Police and we have express instructions we cannot break any existing slabs of concrete and must bring our own.

Q: We'd also like to know if the 24 slabs are for this exercise or left for the next exercise?

5.3.1.1.2 The Structure Collapse Venues Simulator (SCVS) must be an adequate size and complexity to allow multiple training venues to occur simultaneously and meet industry, state and local safety standards (responsibility of the hosting State). SCVS must be sufficient to train personnel on tasks and in accordance with NFPA 1670: Standard on Operations and Training for Technical Search and Rescue Incidents.

5.3.1.1.10 Provide reset of lifting and Hauling prop with a minimum footprint of 40ft by 75ft with tactical rock or firm, packed gravel.

5.3.1.1.11 Provide reset of shoring prop with a minimum footprint of wall surface 12ft tall by 45ft long. A building one or two stories high with smooth surfaces, windows, and doors.

5.3.1.1.12 Provide reset of confined Space prop with a minimum footprint of 3.5 ft tall (inside) by 40ft long.

Site must have firm footing for maneuvering and spot shoring.

5.3.1.1.13 Provide reset of rope prop with a minimum footprint of 25ft tall by 30ft long. Site must have tactical rock or firm gravel to land on and belay from.

5.3.1.1.14 Provide reset of breaching and breaking prop with heavy debris to break precisely as directed with a minimum footprint of 60ft by 60ft. Site must have tactical rock or firm gravel and must have good drainage.

A: The 24 slabs are to be utilized for this training exercise. The SCVS is already built, the requirement is for the concrete slabs as we cannot break existing concrete in agreement with NJ State Police as the sites owners.

Q: Is the set-up tent require placement on hard surface of field?

A: Hard surface may not be available for tent placement. Tentage will be placed on grass.

Q: Does the government require offerors to submit a technical volume and past performance citations as part of the quote?

A: Yes

Q: If so, what is the page limit for the technical and how many past performances are desired?

A: 10 page limit must be detailed and highlights services performed/provided.

Q&A 12FEB24

Q: Pages 33-36 provide details of victim role players and displaced citizens. The contractor understands the 10 displaced citizens requested daily as being in addition to the 50/75/120 victim role players requested.

A: They can be included in the overall victim role player numbers.

Q: Paragraph 5.3.1.1.2. references a fixed moulage site and holding area. Will a building be provided for the contractor to utilize or will the contractor need to provide a tent? If a building is provided, will there be lights, electric outlets, tables, chairs, and potable water?

A: A tent, chairs and table will be required. We will have a large water buffalo on site for the Soldiers and Airmen to utilize for potable water. Vendor would need to provide water.

Q: Paragraph 5.3.1.1.6 references transportation. For planning purposes, what is the distance from the role player parking area to the staging area? What is the distance from the staging area to the exercise site? Please provide a map of the operational area.

A: Distance is about ½ mile. Will provide map in post award discussions.

Q: Paragraph 5.3.1.1.8 references an EMS and county coroner role player. Is this person to be a SME?

A: Yes

Q: Will the contractor be able to prep mannequins and set up the staging area on April 15, one day prior to exercise start?

A: Yes

Q: Paragraph 5.4.1.6. references possible 24 hour shifts. Is there expected to be a need for these shifts?

If so, will role players be needed or just ICS/NIMS personnel?

A: There will only be 12 hour operations for this exercise.

Q: Page 42 references hours for the SVCS reset team. Please clarify the dates and times the team can start to set up and then breakdown. The contractor understands that the training dates will be 16-18 April.

Please clarify and confirm.

A: Team can start at 1200 on the 15th of APR as well as first thing the morning of the 19th for breakdown.

A: Badges for easy identification by OC/T’s.

A: This answer will be clarified after award and discussions with the S&E team OIC.

Q: Paragraph 5.3.1.2.4 references props being used by role players. What types of props will be needed? Who will be providing these props?

A: Props such as personal items (cell phones, wallets, keys, etc.) Those will be provided by the vendor.

Q: Paragraph 5.3.1.1.6 references 24 concrete slabs. Please confirm that the SVCS reset team is to provide these slabs.

A: Confirmed they need to be provided.

A: Correct. The Incident Commander NIMS/ICS at FITG, the Area Commander NIMS/ICS at Camp Smith Training Site, Cortland Manor, New York.

Q: Are Ambulances required to be provided by the contractor for the exercise? Is so, now many, what types, what days and hours?

A: We utilize a separate contractor for Ambulance/ALS services

A: NJ SCVS facility owner has stated we cannot break existing concrete. So we will need no less than 25 slabs for the exercise.

Q: Is a Hard site available for Role Player staging? Or must the contractor provide tent, tables and chairs? –
