About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the W7NR USPFO Activity in NY for the Army Corps of Engineers. The amendment number is 0001, effective June 30, 2026, modifying solicitation W912PQ26QA028 dated June 29, 2026. The contracting officer is Richard Powell, and the document was signed on June 30, 2026. The amendment does not extend the hour and date specified for receipt of offers, and offerors must acknowledge receipt of the amendment prior to the submission deadline using one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting separate written or electronic communication referencing the solicitation and amendment numbers.

The primary change involves amending the solicitation to answer questions and fix an error on period of performance. Additionally, the amendment adds FAR Clause 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services), Alternate II (Deviation 2025-O0003, March 2025), with its full text incorporated by reference. This clause provides audit and access rights to the Comptroller General and Inspector General and specifies flowdown requirements to subcontracts, including mandatory inclusion of 26 enumerated FAR clauses addressing ethics, whistleblower protections, prohibitions on certain technologies and equipment, labor standards, employment verification, equal opportunity, and other statutory and executive order compliance requirements. The previous version of FAR Clause 52.212-5 Alternate II has been deleted and replaced with the updated March 2025 version.
