About this file
This is a Performance Work Statement (PWS) for waste management and recycling support services required by the New York Army National Guard to support the 27th Infantry Brigade Combat Team (IBCT) Annual Training at Fort Drum, NY from July 17, 2026 through August 24, 2026. The contractor must deliver four empty dumpsters (two designated for cardboard recycling and two for regular trash) no later than July 17, 2026, and maintain waste management capacity by exchanging full dumpsters for empty ones on scheduled dates (July 31 and August 8, 10, 12, 14, 16, 18, 21, 24) with the final removal of all dumpsters occurring on August 24, 2026. All services are to be performed at NY MATES Facility, 4900 Tank Trail Road, Fort Drum, NY 13602.
The contractor is required to provide all necessary labor, transportation, equipment, and materials for dumpster delivery and removal. A critical performance requirement mandates that the contractor confirm delivery logistics via direct phone call or text message (not email) with the designated Points of Contact—MSG Raymond Persons (315-200-8211) or Maj Maurice Catel (518-859-5933)—exactly one business day prior to each scheduled delivery. The Government reserves the right to adjust the service schedule with one day's notice and may reduce the number of dumpsters required up to one business day before delivery, with no financial liability to the Government for reduced quantities. Performance standards require 100% compliance with all delivery dates, waste removal exchanges, and coordination procedures, with failure to comply potentially resulting in refused delivery at the contractor's expense. Solicitation number W912PQ-26-Q-A028 requires quotes due July 6, 2026 at 0800 AM via email to dolan.p.brammer2.civ@army.mil, with award made to the lowest price meeting all requirements. Wage Determination 2015-5775 Rev. 30 (dated 05/13/2026) is applicable, and the successful offeror must maintain an active SAM.gov registration.

PWS | Waste Management Support Performance Work Statement (PWS) Waste Management Support — 27th IBCT FY26 Annual Training
1.0 General Information
1.1 Background
This Performance Work Statement (PWS) outlines the waste management and recycling support services required for the 27th Infantry Brigade Combat Team (IBCT) during their Fiscal Year 2026 (FY26) Annual Training at Fort Drum, NY. Proper waste management is critical to maintaining a clean, safe, and efficient operational environment for personnel participating in the annual training exercise.
1.2 Scope
The Contractor shall provide all necessary labor, transportation, equipment, and materials to ensure uninterrupted waste and recycling disposal capabilities for the duration of the training exercise. The scope includes the initial delivery of dumpsters, the ongoing exchange of full dumpsters for empty ones, and the final removal of all provided equipment at the end of the exercise.
1.3 Period of Performance
The period of performance for this requirement is from 17 July 2026 to 24 August 2026.
1.4 Place of Performance
All services shall be performed and deliveries made to NY MATES, Fort Drum, NY 13602.
2.0 Performance Objectives
2.1 Initial Capacity Establishment
The Contractor shall establish initial waste containment capacity at the training site by delivering four (4) empty dumpsters. Two (2) dumpsters shall be designated specifically for cardboard recycling, and two (2) dumpsters shall be designated for regular trash. This delivery must occur no later than (NLT) 17 July 2026.
2.2 Continuous Waste Management
The Contractor shall maintain sufficient waste capacity by removing full dumpsters and replacing them with empty ones on the required schedule. The baseline service dates for FY26 are scheduled for July 31, and August 8, 10, 12, 14, 16, 18, 21, 24
2.3 Final Site Clearance
The Contractor shall ensure the site is fully cleared of all contracted waste receptacles by executing a final removal of all full dumpsters on 24 August 2026.
3.0 Service Delivery & Special Constraints
3.1 Service Schedule Flexibility
The Government requires agile waste management support. The Contractor shall accommodate adjustments to the designated service schedule provided they receive at least one (1) day’s notice from the Government.
3.2 Mandatory Delivery Coordination
To ensure secure and coordinated site access, the Contractor must actively confirm delivery logistics with the designated Point of Contact (POC) exactly one (1) business day prior to each scheduled delivery.
Constraint: This confirmation must be made via a direct phone call or text message to the provided POC phone numbers. Electronic mail (email) is strictly prohibited as a primary method for this 1-day pre-delivery notification. Failure to comply with this check-in process may result in a refused delivery at the Contractor’s own expense.
3.3 Order Quantity Adjustments
The Government reserves the right to scale down the number of dumpsters required for any scheduled delivery, up to one (1) business day prior to the scheduled delivery date. The Government will communicate these reductions during the mandatory 1-day confirmation call/text. The Contractor shall ensure invoicing reflects only the actual quantities delivered and accepted, and the Government shall bear no financial liability for the reduced portion of the order.
