QUESTIONS & ANSWERS
Questions and Answers
1. Is a bid bond/bid guarantee required?
Answer- No, this is a service contract, not construction.
2. Clause 52.204-7 and 52.212-3 (Dev) are incorporated by reference. We have our representations and certifications updated in sam.gov. Page 34 of the solicitation says: “A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3( b ) for those representations and certifications that the quoter shall complete electronically)”. FAR 52.212-3(b) concerns changes to the annual representations and certifications.
a. Which, if any clauses must be completed and attached with our bid if our reps and certs are current in sam.gov?
Answer- All clauses/provisions are defined in the solicitation, any in 52.212-5 are selected via x . Recommend comparing sam reps and certs to solicitation.
3. What is the method or CAS number in regards to the sample analysis of Guanidine Nitrate?
Answer
- CAS # for Guanidine Nitrate is : 506-93-4
- UN/NA # is 1467. This is the number transporters would have to use to haul amounts of it over 1,000 lbs.
- DOT Hazard Label is: Oxidizer. This is a Hazmat chemical. These types of chemicals can act as an accelerant to fire but take time to react.
- Uses: Used to make explosives, disinfectants, etc.
- Handling: Material is known to usually be in a white powder form but can be colorless as well, avoid inhalation, ingestion or contact (skin, eyes) vapors, dusts or substance may cause severe injury, burns or death.
- Fire Hazards: May explode from friction, heat or combustion. May react explosively with fuels.
- Note: Friction could happen with the demo of concrete-Thinking it might be worth testing for this substance prior to demo activities as a precaution. I believe Doug is planning on it so this is a good thing.
Accredited Labs may be able to test for it if deemed necessary.

4. Will the Government please provide a list of site visit attendees/companies?
Answer – See attached.
5. Does the government have any previous data that pertains to asbestos containing materials that may be present within the bunkers? If no information on asbestos is available prior to the bid due date, how would asbestos containing materials be mandated to be handled, if present?
Answer – See drawings showing previously identified hazardous materials. Most standard bunkers are not expected to contain asbestos and are depicted in Alternate 5. Bunkers containing asbestos (windows, piping) will be avoided.
6. For purposes of this bid, how should the contractor assume to manage the generated building debris, as non-hazardous or hazardous?
Answer – building debris should be assumed non-hazardous. We are just testing to make sure there isn’t any residual contamination that was not captured in historical remediation activities across the site before disposal.
7. The RFP states that all concrete and miscellaneous debris shall be removed from the site, will the debris require landfill disposal, or can it be sent off-site for recycling?
Answer – Miscellaneous debris refers to construction debris or any non-natural debris inside of the bunkers (such as concertina wire, pickets, etc…). It can be sent off-site for recycling.
8. Is any information available on the construction of the bunkers, i.e. wall and ceiling thickness?
Answer – Drawings are attached showing bunker dimensions, but no information on construction is available.
9. Does the Government have a list of disposal facilities, approved to accept waste from this site?
Answer - No
10. Who will be responsible for further waste characterization, if required, by the disposal facility?
Answer – Contractor is responsible for waste characterization as the disposal facility.
11. Will any type of sampling be required for imported backfill materials?
Answer – No sampling required for imported backfill materials. Imported backfill material is not expected, due to the amount of dirt and chipped green waste being generated from the top of each bunker.
12. The fire hydrant water source that is available to the contractor, is this on the Governments property or out in the public roadway? If it is on Government property, will the contractor be required to paid for water usage?
Answer – Fire hydrant is on government property and available to the contractor. Contractor will not be required to pay for water usage.
13. What, if any, temporary facilities will the contractor be required to supply the Government during site activities?
Answer – Contractor will not be required to supply the government with any temporary facilities.
14. How is the contractor to manage trees and brush removed from within and around the bunker building prior to demolition? Can this generated green waste just be left and stockpiled at each bunker location? If remaining on-site, will chipping of material be required to reduce the green waste footprint?
Answer - Green waste can be left on site. Require chipping and grading/spreading.
15. It is understood that if a bat or bats are within the slated bunker, the bunker will not be demolished. Will this determination be made prior to sampling or prior to demolition?
Answer - The determination will be made as the sampling is being conducted. Sampling should still be conducted regardless of bat activity.
16. For the hazardous materials testing referenced on page 24 of the RFQ, what will be the concentration that will qualify the sample as contaminated for each respective analyte?
Answer - Any known presence of hazardous material will qualify the sample as contaminated. Demolition of contaminated bunkers will be avoided.
17. Has the government considered doing a Bat Study at the site to determine the presence of threatened and endangered species?
Answer - Bat studies show that no endangered bat species live in this county. Regardless, we are going to be taking the safe route, if a bat is spotted inside of a bunker then we will not be demolishing it.
18. Does the Government have available documentation on record associated with the demolition of the bunkers that was done by NYSOGS back in the early 2000s?
Answer - Yes. See attached project drawings.
19. To promote competition amongst the SDVOSB offerors, would ARNG consider re-assigning the NAICS 562910 size standard from a $25,000,000 size standard to the 1,000-employee exception since the assigned NAICS still corresponds with the solicitation’s primary requirements? If not, would SDVOSBs meeting the 1,000-employee size standard exception to the 562910 NAICS code still be eligible to submit an offer?
Answer – The Government NAICS’s selection is 562910 size standard $25,000,000.
20. Is there an asbestos survey available for the bunkers. If not how will suspect asbestos containing material be handled?
Answer - Asbestos containing material was previously abated under another contract. This particular contract requirement will focus on the standard bunkers that do not have any asbestos abatement requirements.
(See drawings, Alternate #5)
21. Can roof ballast be used for backfill? If not, is it to be disposed of with concrete?
Answer - Roof ballast or dirt from the top of the bunker is acceptable backfill material. It can remain on site, graded to form a flat surface.
22. How are trees and vegetation to be handled? Placed aside near bunker?
Chipped and left on site? Disposed of off site?
Answer - Chipped and left on site.
23. Are there construction drawings or as build available for a typical bunker?
Answer - We only have bid drawings (attached) which show a typical bunker on Alternate #5. They do not show construction details.
SITE VISIT NOTES
Notes from Site Visit at Youngstown, NY on 15 AUG 2024.
- Site visited started at 10 a.m.
WELCOME to the Youngstown Training Site. The purpose of this walk through is to view a number of bunkers that are part of this project requirement which involves both Testing Services and Demolition services.
Introductions; Meghan Sheridan (Contract Specialist) and Melissa Santoro (Contract Officer). The primary POC (Project Manager) for this project is CPT Doug Peters, however he was unable to be here today, but SSG Wesley Merkley, who has been briefed on the requirement and expectations, is here for the walk through and can explain the scope of work and answer questions.
Before SSG Merkley explains the scope of the project I want to review some of the information from the RFQ;
This is an IDIQ (*Indefinite Delivery/ Indefinite Quantity) o There is no funding on the IDIQ, funding is issued per Task Order.
o Minimum Task order $ value is 2,500.00 and the Maximum $ value is $3 Million.
o Maximum value of all task orders awarded under this IDIQ will be limited to $7 million, which includes the entire five-year ordering period.
o We intend to only award to One (1) offer.
o Pricing that is included in the quote will be for evaluation purposes and pricing will be incorporated into the IDIQ.
As this is a Service contract and Not a construction contract, there is no bonding, payroll, or Davis
Bacon Act.
o Service contracts must comply with the Service Contract Act Wage Determination in the
RFQ.
And you o Must Provide a certificate of Insurance.
This is a Service Disabled Veteran Owned Small Business set aside.
Quotes are to be electronically sent / emailed to the Contracting POCs)
– Note, Must sign page 1 of all solicitation amendments and submit with quote.
As a REMINDER - CRITEREA to be submitted;
- Pricing sheet (in the RFQ)
- Capability Statement
- Required licenses for operating heavy equipment BASIS of AWARD – Evaluation- Price and Other factors Other factors-Each factor will be evaluated as Acceptable or Unacceptable:

(must be a Service Disabled Small Business); Companies Core competency; When the proposal expires.
2- Provide Special Qualifications: required licenses for operating heavy equipment. Provide evidence of license/certifications. License/Certification documentation shall show individual/Company identification/and date certified.
The agency will first evaluate price, and then evaluate the apparent lowest-price proposal for acceptability under the two factors listed above. All two factors above shall be considered acceptable for award to be made. If the lowest price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. Award will be made without discussions. Offeror/Quote must meet all the responsibility criteria at FAR 9.104.
Questions and Answers or RFIs are to be sent via email, to BOTH Contracting POCs, Myself and
Melissa NLT than 10:00AM EST 19 AUGUST.
I will now Turn it over to SSG Wesley Merkley to provide a summary of the Performance work statement (PWS) / explain the requirements of each area observed during the site visit walk through.
SSG Wesley Merkley explained;
o PWS section 5 –number of testing samples and where to pull samples;
o Each bunker to be Haz Mat Tested in order to determine if bunker can be demolished.
o If bats are present the bunker(s) will not be demolished.
