a. $1,185,142.40 for a base plus 3 year contract.

3. How many Full time equivalents, including the contract manager work on this contract?

a. The Government is not providing FTE information; the contractor shall quote according to the RFQ/PWS and determine how to successfully complete the requirements.

4. I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract?

a. The incumbent is Career Training and Concepts, Inc W912PQ-16-F-0160 this requirement is generally the same but there have been changes to the PWS.

5. Is there a current incumbent contractor?

a. Career Training and Concepts, Inc W912PQ-16-F-0160

6. If there is a current incumbent contract, can the Government please provide the contract number, period of performance and contract value?

a. Career Training and Concepts, Inc W912PQ-16-F-0160, $1,185,142.40 for a base plus 3 year contract.

7. How many FTE are required for performance in each of the four different geographic territories?

a. FTE’s will be determined by the contractor when quoting, the government will not define FTE’s and the contractor shall quote based on accomplishing the PWS and requirements of the solicitation.

8. PWS 1.4.12, Travel and PWS 3.0-3.5 GFE/GFP QUESTION: Are contractors provided with

GOVs or are they using their personal vehicles for travel?

a. They are not provided Government vehicles; it is not up to the government to define if personal vehicles are utilized.

9. PWS 5.1.6 RRBN Training Does the Government have training products / standard curriculum for the RRBN training that can be updated or does the contractor have to create all the training?

a. There is limited training products that the government pays to have access to for these positions. However, the contractor will be responsible for creating the majority of training aids and topics of interest directed to the audience they will be addressing.

10. Technical Exhibit 3 The Government provides a list of tasks with annual estimated quantity but no details on how long to perform and if it is the contract total annually. This detail is needed in order for it to be usable for staffing estimates and pricing.

a. As stated on TE3, each tasking is per annum.

11. Is this the quantity for each item in the TE for the entire contract annually or for each of the territories?

a. As stated on each line, the quantities for each item in TE3 is for each assigned territory.

Where it doesn’t reference assigned territory the quantity is per contract employee.

12. Technical Exhibit 3 Can the Government provide the number of personnel (FTE) required for each territory separately or provide the amount of time it takes to execute each item requirement for each territory separately in order to determine the staffing and number of FTE it takes to perform all the task items in each territory?

a. The Government is not providing FTE information; the contractor shall quote according to the RFQ/PWS and determine how to successfully complete the requirement.

Proposal and Business Proposal. Do offerors submit 2 separate Proposal Volumes?

a. Technical volume has 10 pages max, and the business has 10 pages max, please ensure all pricing is in the business volume with the 1449 and CLIN information.

14. What specifically goes into the Business Volume, e.g. the CLINs and signed SF1449?

15. Is the Business Volume page limited like the Technical Volume which is a maximum of 10 pages?

16. If the CLINs are in the Business Volume do offerors put the $25,000 in the Training and Travel

CLIN for each period of performance?

a. Yes, but if they are left out the Government will ensure they are included in price evaluations

17. Page 59 lists the EL positions as GS Equivalent grade being GS-7. This is not consistent with their current pay level, which is based on the PWS tasks. We read the statement listed above that section titled “THIS STATEMENT IS FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION”. However, since the evaluation type is LPTA, bidders will likely use that GSE for salary basis. Can the GSE either be removed or list the correct GSE?

a. Page 59 is based on market research, the government team did review and this will be bumped up to a GS09, BUT it is not a wage determination, it is what the government would pay for this position at an entry level for a government employee it is not a determination of the commercial marketplace.

18. Pages 19, 21, 22, 24 and 25 state, “Service Contract Act Wage determination # 2015-4144”. The duties of the current positions are not consistent with Wage Determinations as they are professional positions. May we request the PWS remove the SCA designation?

a. Any Contractor submitting quotes can request SCA exemption if meets criteria. If submitting professional positions that should be explained in the business volume.

19. Page 82 lists the SCA for Albany. If the government decides to continue with these as SCA positions, the positions are dispersed throughout the state, which requires a WD for each work location, not just in Albany. May we request the PWS be revised accordingly?

a. Wage determinations are based on locality, it is the contractors responsibility to research which wage determination based on the location of employees. There could be several wage determination in a territory so it would be based on the employees location of employment (or office).

20. Is there an incumbent contractor? If so, who is the incumbent contractor and what is the contract n umber?

21. Is the work being performed by the incumbent contractor the same as the work required by the Performance Work Statement (PWS)? If not, how does the work differ from the Performance Work Statement (PWS)?

a. The requirement is generally the same but there have been changes to the PWS. The changes are mainly updates based on regulation, changes to systems and how Education Liaison Services are to be performed.

22. Page 4, para 1.4.4 Place of Performance Paragraph 1.4.4 indicates that “there are 2053 high schools in New York State and 473 colleges and universities” and that the “contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS” and “the employees are expected to be familiar with all high school and post-secondary educational institutions in their territory”.Is the contractor required to have personnel at each high school and colleges and universities”? How many contractor personnel are being used to support the current contract?

23. Page 4, para 1.4.4 Place of Performance Paragraph 1.4.4 indicates that “there are 2053 high schools in New York State and 473 colleges and universities” and that the “contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS”. 24. What are the procedures on traveling to high schools, colleges, and universities that are using a hybrid method or full on-line classes during 2020-2021?

a. Procedures will be determined as we await the re-opening plans for educational entities.

Currently, online and digital interaction has been prevalent.

25. Page 4, para 1.4.4 Place of Performance Paragraph 1.4.4 indicates that “daily travel may be required to perform duties.” Question: Will the contractor be reimbursed for daily travel and receive per diem for travel that exceeds 50 miles in accordance with the Federal Travel Regulation (FTR)?

a. Yes all travel will be compliant with the JTR.

26. Since this travel cannot be estimated, the cost of travel cannot be adequately estimated.

Question: Can the Government provide a Travel “Plug” for CLIN 0002, 1002, 2002, and 3002.

a. Yes the government is assessing $25,000.00 for all travel CLINS, the business proposal shall include affirmation that JTR will be utilized throughout the contract period of performance.

27. Page 12, para 5.1.2 Question: Does the digital list of state education COIs and Community

Partners (CP) currently exist? If so, will the awardee be provided this list?

a. The government does have some limited historical lists that can be provided at contract award. However, the contractor will be responsible for researching and making the connections to these entities.

28. Page 3, Section 1.1: Is there a preferred platform for the online portal? What system is currently being used?

a. There is currently no preferred platform. The current contractor created their own online portal that the government has access to.

29. Page 12, Section 5.1.4: Who is responsible for after-action reports?

a. Each contract employee should be creating an after-action report for each public interaction/presentation that has potential for Return on Investment (ROI).

30. Is there a time breakdown of how often contractor employees are expected on-site at an installation/DoD facility vs. telework vs. school visits?

a. There is no breakdown.

31. Is there an incumbent for this position? If so, what was the award amount?

32. Are you looking for several Liaisons for the different regions?

a. FTE’s will be determined by the contractor, the government will not define FTE’s and the contractor shall quote based on accomplishing the PWS and requirements of the solicitation.

33. Is this a single award or multiple award contract?

a. Single award

34. Can you share a historical usage history regarding this contract?

a. Currently, contract W912PQ-16-F-0160, $1,185,142.40 for a base plus 3 year contract.

These services have been used by the NYARNG since October 1, 2005.
