QUESTIONS AND ANSWERS
1. Question: Within Section B of the solicitation where pricing information is required per
CLIN, is there a plugin number to be utilized for CLIN 0001 or 0002 or is the offeror instructed to bid a price for both the social media advancement (CLIN 0001) as well as the administrative fees (CLIN 0002) associated with the processing of invoices per solicitation requirements?
Answer: 1) The offeror is bidding a price ONLY for "the administrative fees (CLIN 0002) associated with the processing of invoices per solicitation requirements", and NOT for any actual advertising or social media services.
2. Question It is our understanding that the offeror will pay invoices for advertising costs to
Facebook, Instagram, etc. and then invoice for those services on our per job billing?
Answer: 2) Their understanding is correct - they will process and pay invoices from the social media platforms (Facebook, Instagram, etc) and then invoice RRBN at the end of each month through WAWF.
3. Question. For your incumbent/former contract, what percentage admin fee were they adding?
Answer 3) We can't give them the incumbent's administrative fee - that's what the company is bidding on -whoever can provide us the lowest administrative fee.
4. Question. How much do you anticipate spending on advertising per year?
Answer 4) Clin 0001 will be set at Not to Exceed (NTE) of $72,000~ Vendors will not bid CLIN 0001 only CLIN 0002.
5. Question. For Item No 0001, what work is that for? I know that 0002 is for the admin fee we add for each invoice we process.
Answer 5) The company will ONLY be processing and paying invoices on our behalf and then billing us for the exact cost plus their administrative fee. They will not be administering any advertising or social media services.
6. Question. So should your $600 a month advertising spend be included in my quote or just my man hours?
Answer 6: It's $6,000/mo monthly spend - not $600. Whatever they are bidding on, should only include their man hours in their quote for CLIN 0002.
7. Question. In our experience managing social media accounts (to include billing), ads are normally associated with an administrators credit card. Considering the SOW states the Contractor will not not have access to the ads, how will the contractor be notified of charges that need to be paid?
Answer 7: The vendor's payment information will be on file with each social media platform and will be auto-billed at the end of each month, or when ad spend crosses the platform's billing threshold. In the case of Facebook and Instagram, the business will be added as a partner on our Facebook Business account with access set only to payment information.
8. Question. RFP does not detail what is required in the proposal (technical approach, past performance, etc). Please clarify what is required in the contractor's proposal. Will a capability statement and pricing matrix suffice?
Answer 8: The contractors proposal must include their ability to provide the services requested in the SOW.
Payment of an estimated 5-8 invoices per month through Facebook, Instagram, and Snapchat. The bid is for the administration of these payments and are not related to the Ad spend which is controlled by the NYARNG Marketing section.
9. Question. How will the contractor be expected to validate the accuracy of billing without having administrator access to social media accounts (i.e. ability to view the data analytics for each ad (e.g., demographic criteria, duration period, # of impressions, # of engagements, # of views, etc)?
Answer 9: The vendor will not have and does not need access to any ad information in order for their payment information to be on file with any of the social media platforms mentioned in the contract.
10 How would the client like payment verification of the invoices we receive from Facebook and others, on their behalf?
Answer 10) An email with a screenshot showing amount paid will suffice.
10. We plan to add the client's accounts to our credit card accounts with the social media vendors of their choice. Is this acceptable as a way for us to pay their bills?
Answer 11) Yes
12. I noted 6 CLINs. Are they for six, separate vendor payment services?
Answer: 12) Payments will be made to Facebook, Instagram, and Snapchat monthly. There are 6 CLINS, three for year one and three for year two. Billing only on CLIN 0001 for cost paid on behalf of the government and Administrative Fee on CLIN 0002 and Contract Manpower Reporting is CLIN 0003 if the vendor will be charging a fee for this requirement.
13. If the answer above is "yes", will the contracting shop and/or client want to see our labor hours by CLIN?
Answer 13) The labor hours should be estimated considering 5-8 invoices will Need to be paid monthly. This is what each vendors bid will be based on. The ad spend is not included in the bidding process. The hours should will be reported at the time of requesting payment through WAWF and for Contract Manpower Reporting (CMR).
14. Does the client require invoice dispute resolution services?
Answer 14) This is an assumed service and should also be included. Any payment made with a credit card should include these services.
15. For line item# 0001 can you explain further the value the vendor is to calculate? And the unit of 1 per job, what is "job" based on, e.g. per order, request, year?
Answer 15) The company will ONLY be processing and paying invoices on our behalf and then billing us for the exact cost plus their administrative fee. Vendors don’t need to bid CLIN 0001 but the funding will be on contract for the government to reimburse the vendor for payments made on our behalf. They will not be administering any advertising or social media services. 1 Job is for the whole year and alls for multiple invoices on a monthly basis.
16. For line item# 0002 are the admin fees are related to services in which the vendor renders? if not, please explain.
Answer 16) The vendors are bidding on who can provide the lowest administrative fee in reference to processing $6,000/mo of advertising spend on CLIN 0001. They will not be administering any advertising or social media services themselves.
Question 17) Is this a new requirement? if not, can you provide the incumbent information?
Answer 17) No, the Contract Number is W912PQ-18-P- 0108, Centrella, Michael Dominic, Make Things Happen.
Question 18) Just for clarification is the Statement of Work and the PWS the same thing? Based on the SOW there doesn’t seem to be sufficient information to be able to provide a quote because there is no reference to the amount of labor hours involved in managing the billing reconciliation and there is also no information surrounding the monthly amount of advertising funds that the agency would have to carry in advance of reimbursement. This information is necessary to determine cash flow capacity, etc.
Answer 18) The agency will have to carry approximately $6,000 in monthly spend before reimbursement. The vendor is billing us based on how many man-hours it will take to do the requested processing/carrying tasks - so we don't provide how many man-hours that will take. Each month they will invoice through WAWF $6,000 + their administrative fee for processing/carrying the monthly balance.
The vendor should not include the $6,000mo or $72,000/yr in their bid. The bid should consist only of the administrative fee the company will charge in reference to carrying the balance and processing payment.
The vendor will not be conducting any social media or advertising services on the Guard's behalf.
Question 19) In our experience managing social media accounts (to include billing), ads are normally associated with an administrators credit card. Considering the SOW states the Contractor will not have access to the ads, how will the contractor be notified of charges that need to be paid?
Answer 19)
The vendor's payment information will be on file with each social media platform and will be auto-billed at the end of each month, or when ad spend crosses the platform's billing threshold. In the case of Facebook and Instagram, the business will be added as a partner on our Facebook Business account with access set only to payment information.
Question 20 ) RFP does not detail what is required in the proposal (technical approach, past performance, etc).
Please clarify what is required in the contractor's proposal. Will a capability statement and pricing matrix suffice?
Answer 20)
The contractors proposal must include their ability to provide the services requested in the SOW. Payment of an estimated 5-8 invoices per month through Facebook, Instagram, and Snapchat. The bid is for the administration of these payments and are not related to the Ad spend which is controlled by the NYARNG Marketing section.
Question 21) How will the contractor be expected to validate the accuracy of billing without having administrator access to social media accounts (i.e. ability to view the data analytics for each ad (e.g., demographic criteria, duration period, # of impressions, # of engagements, # of views, etc))?
Answer 21):
The vendor will not have and does not need access to any ad information in order for their payment information to be on file with any of the social media platforms mentioned in the contract.
