Section SF 1449 - CONTINUATION SHEET

STATEMENT OF WORK

Statement of Work (SOW) For

Social Media Advancement FY21 (Base Year) plus one option year.

Introduction:

The NY Army National Guard Recruiting and Retention Battalion’s mission is to sustain our current strength level in our Units throughout the state. In order to make this happen it is imperative that we utilize multiple avenues of advertising. This contract will allow the NY Army National Guard to utilize digital media channels to generate leads.

Background:

The NY Army National Guard Recruiting BN needs to maximize our advertising footprint to attract qualified applicants to our organization. The ability for the NY Army National Guard to put paid advertisements on Facebook and other platforms brings brand awareness and potentially qualified leads to the NYARNG recruiters throughout NY.

Objectives:

The NY Army National Guard will leverage social media advertising on platforms like Facebook, Instagram, and Snapchat to maximize our Recruiting and Retention efforts.

By helping us manage and pay invoices from these digital advertising platforms the vendor will help Recruiting and Retention to continue generating highly qualified leads for our Recruiters.

Requirements:

The included technical scope of work outlines exactly what and how the vendor needs to do in order to be in compliance with the contract. As stated in bullets 1 and 2 of the "Technical Scope of Work", they're required to pay invoices to various social media platforms on our behalf to make sure that we can continue advertising.

The vendor does not create, manage, run, or have access to the ads in any way.

So the "## of ads, on ## social media platforms per day" isn't applicable.

The vendor is ONLY managing, and paying for invoices that come from the marketing department running ads and generated qualified leads.

This contract is a base year plus 1 year option.

Assumptions:

Key personnel will be available during normal business hours to have maximum synchronization.

Payments will only be made after services have been rendered.

Verifications of payment to Facebook and other platforms will be required.

Technical Scope of Work:

Payments to digital advertising vendors including Facebook, Instagram, and Snapchat on behalf of the NYARNG marketing team. These will be made at least monthly or when the amount of an invoice reaches $600.00 (that specific number is the billing threshold for Facebook and Instagram).

The amount of payments will vary based on the monthly advertising spend, based on current spending levels, we estimate 5-8 invoices per month that will be auto paid from the Contractor.

Monthly payments and invoices will vary based on the amount of advertising being conducted.

Monthly Invoices will be submitted to WAWF for the contractor to receive payment.

Contractor Manpower Reporting:

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NYARNG via a secure data collection site.

The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 20XX.

Contractors may direct questions to the help desk at http://www.ecmra.mil
