Questions and Answers

Q. What is the business size standard for this RFP? I ask this question because a company like NRC is a fortune 500 company.

A. $7.5M

Q. What is considered clean for a separator? Do they need to be pressure washed, squeegeed, wiped down or just hosed down with water? The OWS of concern that this question really directs to is unit S-6 because of the oily content.

A: Unit S-6 will be pressure washed, squeegeed, wiped down, and prepared for evaluation needed for final conditions report. The Performance Work Statement (PWS) states, "All units shall be emptied, cleaned following current industry approved methodologies identified in the work plan."

Q. Will ANG provide the water to recharge all the OWS units?

A: Hose bibs are available on buildings on the base. Additionally, a hydrant is accessible for contractor use. If not already installed on the water source (hose bib or hydrant) to be used, a backflow prevention device that is approved by the COR must be connected by the contractor.

Q. Can we decant the water from the OWS units into temporary storage, clean the OWS units and then put the decanted water back into the OWS units?

A: This practice will be approved by the COR on a unit-by-unit basis. The unit must be functioning properly, and "decanted water" must be free of sheen and free of odor (as determined by the COR).

Q. Can the water be pumped down to sewer on blding 618 unit S-4 to reduce waste disposal cost? The level pumped down will stop before the sludge bottom.

A. Yes.

Q. Can we come back and measure all the OWS units for sludge levels and actual liquid volume levels before the bid due date? We had all the tools that day to stick and measure the OWS units but because of VP Pence’s visit this was probably not possible. This will give us a better idea on cost for disposal to the ANG.

A. No.

Q. When was the last time that the units at the Nat. Guard Base were serviced?

A. Approximately 2010.

Q. How long before this service was the previous service done?

A. Approximately 8 years.

Q. Was the solids content in excess of 3% at that time?

A. Unknown
