QUESTIONS AND ANSWERS 21 NOV 2
The Travel CLINs instruct that “no quote will be provided”; does the government wish this to be left blank, or have a zero dollars entry?
Answer: no quote is required for the travel CLIN(s). Travel will be funded as a lump sum up front and decremented as approved travel occurs.
Do all assigned staff have space available (desk, workstations, etc.) or are these areas “shared”?
All staff members have desk and cubicles.
Are assigned staff required to wear a uniform (e.g. scrubs)? NO, current Contractor has a dress code policy in place
Are the current records management programs electronically based, or paper based? What is the direction that the records keeping system is envisioned to move to (i.e. EHR??) If currently using an EHR system, what is in use for records management applicable to this solicitation?
Both, NY Medical Command stores Solider Treatment Records (STR) and we also have an electronic copy on the Army's Medical Electronic Data Care History and Readiness Tracking (MEDCHART) and Health Readiness Record (HRR).
On average, how many cases are active to any Case Manager at a given time? On average 300 cases/Case Manager
What is meant by the performance standard provided (“Recipient to draw faulty conclusions”)?
5.3.9 refers to reports and documents to be complete, which will avoid faulty conclusions.
The government was asked to define the specifics (labor roles, categories, duties, description, etc.) for the 7 FTE’s associated with contract #W912PQ-16-C-0015. In the answer, the government stated job descriptions and qualifications requirements are included in the current RFP W912PQ-17-R-0009. These roles, descriptions, and qualifications are NOT defined or described in the current RFP/PWS available, nor are they discussed in any detail in the Amendments released to date. Will the government define this work in detail pertinent to expected workload support, requirements, qualifications, etc.?
In order to give the government time to answer submitted questions and to give the contractors adequate to incorporate the responses into our proposal will the government consider an extension of the due date to 30 Nov.
Answer: due date was extended to 27 NOV 2017 by previous amendment Would the government consider procuring this service as a best value evaluation method, to avoid the pitfalls of LPTA and the potential for non-performance?
Answer: No Please clarify the definition of PM, CM and APM Answer: Project Manager, Contract Manage and Alternate Project Manager.
Both the Volume 1 and Volume 2 request the management approach. Please clarify where the management approach should be described, in Volume 1 or Volume 2?
Answer: Volume 1 Management/Staffing Approach: At a minimum, the plan and approach shall address the following areas:
(1) How the contractor will communicate with the government personnel;
(2) How the contractor will resolve disputes.
(3) Identify the Alternate Program manager;
(4) Identify the contractor’s hierarchy of all personnel providing services under the Proposed contract.
Volume II Technical Proposal: The proposed Management Plan and Staffing Plan will not be evaluated but will merely be used by the Government to have a sound understanding of the offeror’s overall technical and management approach to ensure the offeror has proposed adequate qualified personnel in appropriate labor categories to satisfy all PWS requirements
Please confirm the number of cases, is it 10,500 as outlined in the RFP or Technical Exhibit 3 estimates?
Answer: Technical Exhibit 3 states “This information is provided for historical background only. It is not a guarantee of workload quantities” 10,500 is the maximum number of soldiers who require hardcopy record maintenance.
Technical Exhibit 3 is currently missing statement #4. Is this a typo or is there more information that the Government can provide? Please clarify.
Answer: this is a typographical error. There is no Statement 4.
What the historical usage of materials is as defined in Section 3.2 Answer: not applicable as the Government provides the equipment and expendable supplies.
Please clarify the requirement for DFARS 215.305 and the rationale for including the DFARS reference. DFARS 215.305 is only required if FAR 15.304 is included, and currently the Government has not included FAR 15.304 Answer: Reference FAR 15.101-2(b)(1) If the contracting officer elects to consider past performance as an evaluation factor, it shall be evaluated in accordance with 15.305.
How does the tradeoff evaluation proposed “Management/Tech and Past Performance when combined is equal to price” when Management/Technical and Past Performance are each evaluated as Acceptable or Unacceptable, and the Management Capability is not evaluated at all?
Answer: This statement is an error. The LPTA method does not permit trade-off among cost or price and non-cost factors. In order for price/cost to be evaluated, the proposal must be rated fully acceptable for the non-cost factors.
How is Factor 1 evaluated as Acceptable or Unacceptable when the only sub factor of Factor 1 is Sub factor 1a: Management Capability and that is not evaluated at all?
Answer: Evaluation will occur at the factor level. Sub-factors are not evaluated.
If Sub factor 1a is not evaluated then why is it being submitted with the proposal and not required after contract award?
Answer: The proposed Management Plan and Staffing Plan will not be evaluated but will merely be used by the Government to have a sound understanding of the offeror’s overall technical and management approach to ensure the offeror has proposed adequate qualified personnel in appropriate labor categories to satisfy all PWS requirements.
If Sub-factor 1a is not evaluated then why are there minimum plan/approach required?
Answer: See answer above.
Have there been any approved conformance requests on the existing contract or previous contract? If so, what are the labor categories, occupation descriptions and the wage rates (previous rates and conformance rates)?
Answer: No
Does the facility (primary duty location) routinely shut down operations during the months of December or January? If so, what are the dates?
ANSWER: NO
Does the facility (primary duty location) routinely shut down operations for holiday periods of 2 or more days consecutively within a work week? If so what are those holidays and dates?
Answer: Refer to Section 1.4.3 for recognized federal holidays.
Other than the 10 holidays that are listed, does the NYARNG observe any local or state holidays for which the facility would be closed to contractors?
Answer: No
Will the Past Performance of subcontractors be considered and evaluated with the Prime contractor’s paste performance?
Answer: Refer to Factor 2, Section M (Past Performance). Past performance will be evaluated, however the comparative assessment in FAR 15.305(s)(2) does not apply.
Will the Past Performance of teaming partners be considered and evaluated with the Prime contractor’s paste performance?
Answer: Refer to Factor 2, Section M (Past Performance) and answer to previous question.
Is the current contractor(s) eligible to bid on this opportunity?
Answer: Unknown to the Government, it would depend if the current contractor meets the size standards under NAICS 541611
Section states “…identifies the replacement strategy, backup policy, retention policy and any other information pertinent to the execution of this contract.” “Retention Policy” is standard terminology used for this type of contract; however, there is no description of what should be included as part of a “Replacement Strategy” and “Backup Policy.” Will the Government please clarify what is expected for these two items? Or, does the Government expect all three items to be covered in an overall Retention Policy section?
Answer: Volume 1, Management Approach/Staffing Plan: Address each as part of the Retention Plocy.
