Q&A Please note 18MAY2017 will be the final day to submit questions.

Quotes are due via email to Melissa.santoro2.civ@mail.mil by 10:00 AM 25 May 2017

1. Besides completed signed SF-1449 and Continuation Sheet containing proposed price, what other documents should we submit? What do I need to submit with quote? Do we need to submit candidates' resumes? What will be the evaluation criteria for making the decision?

· See 52.212-2

a. Price

b. Past Performance Note – Technical will be reviewed for compliance with requirements in the PWS. Submit one resume with quote- see PWS for technical requirements.

2. Has your Contracting Office Obtained a Wage Determination from the Department of Labor IAW CFR 29 Part 4 Paragraph 4.4 for this Request for Proposal?

a. No, Wage Determination WD 15-4187 (Rev.-4) applies and is incorporated.

3. If so, can you provide the Occupation Code from the Wage Determination agreed upon by the Department of Labor?

a. No, Wage Determination WD 15-4187 (Rev.-4) applies and is incorporated.

4. If not, the RFQ identified the position as a Program Coordinator. If that is the right Classification for this position can you identify the level (e.g. PC IIA, PC IA, etc.)?

a. If you disagree add to your submission package, but all offers are evaluated base on Wage Determination WD 15-4187 (Rev.-4). A wage determination is the minimum wage/benefits for the position.

5. WD provided, but no OC/Title - FAR 22.1008-1(e)(1) states for the KO to "determine the classes of service employees to be utilized in performance of the contract using the Wage and Hour Division's SCA Directory of Occupations". If this is deemed by the KO to be an SCA/WD position, please provide the applicable OC/labor category and Statement of equivalent rates for Federal hires (FAR22.1006). Previously, Program Coordinator positions were classified as professional exempt labor categories by Selfridge when PWS were developed for the NGB PASS. Labor categories either are governed by a WD or are exempt and this isn't changeable. In addition to fire desk tasks, the tasks also include developing training curriculum and providing training, which are more exempt type tasks.

a. The WD is included in the solicitation and 52.222-42 is included. Exceptions can be submitted with the quote for review.

6. Is there an incumbent employee currently performing these duties? Is there an incumbent(s) (ROFR applicable) or is this a new requirement?

a. Yes, see 52.222-17

7. Is there an incumbent vendor? If so, please provide name, contract number and amount.

a. W912JB-11-D-4001-D260, MacDonald-Bedford LLC.

8. Is this for only one position or multiple positions? The solicitation isn't clear as some places it refers to positions, others as position.

a. One Position

9. Solicitation 1.4.4. Place and Performance of Services - please clarify the sentence "at all times maintain an adequate work force for the uninterrupted performance of all tasks........". Staff are hired for the position and are authorized vacation/sick leave. There wouldn't be qualified staff on standby to fill in when a contract employee takes leave. Is the normal vacation/leave time not included for this statement?

a. Normal vacation/sick days are included in this statement. Contractor would schedule these with the COR. However extended gaps in coverage (i.e. employee turnover, leave of absence, military deployment) are not considered an adequate work force for uninterrupted performance.

10. Solicitation 1.4.13 Contractor Travel - "The contractor shall travel to various locations during the performance of this contract to present at meetings that train unit......." Please clarify this sentence - is the intent for the contractor to "be present" or to "present (as in "speak/train") at meetings?

a. As the RFMSS subject matter expert, the contractor employee would "speak\train" present to the unit members on how to properly utilize the RFMSS system. This often includes travelling (usually quarterly) to different armories and readiness centers as part of working groups to deconflict and schedule unit training activities in RFMSS with unit Readiness NCOs and trainers. Occasionally the contractor employee may accompany Training Center personnel to observe best practices at other Army National Guard Training Centers.
