QUESTIONS AND ANSWERS
NYARNG Solicitation Number W912PQ17Q0003
QUESTIONS
1. In an effort to control the cost of mobile vehicles and building rentals, will space be available (with a small foot print) for x-rays, exams and administrative duties at the locations, with treatment done in hydraulic chairs in mobile vehicles, only?
ANS: Most of the dental events take place at Camp Smith or FT Drum NYARNG Mates. At Camp Smith there is only room for administrative staff, all treatment, exams, x-rays and pano’s are done in vehicle’s/trailers located in a designated location outside the building where the event is being held. Only events at Ft. Drum is there available indoor space.
1. Are zero-gravity chairs acceptable for the dental exams (extremely comfortable and widely used in RHRP exams)? ANS :No
1. Will NYARNG case manage dental prosthetic needs; endodontic retreats, difficult oral surgery best done under sedation or more surgically sterile evirons? ANS: If treatment cannot be completed at an event, due to the nature of the treatment needed, a voucher will be issued by MEDCOM and will be followed up by and tracked by the NYARNG Dental Case Manager.
1. Please list items contractors might be expected to case manage. Are these mainly post-event dental emergency items? ANS. Any issues that arise as result of a procedure completed at the Dental event.
1. Do you have historical data for previous contractor case management costs? ANS. No
1. Is the 17 Jan 2017 response date correct? The pre-solicitation had response date as 10 Jan 2017. ANS: Yes, Time is 12:00pm noon. Vendors are advised to monitor FBO for any change up to and until 17 Jan 2017
1. Regarding 52.222-17 NONDISPLACEMENT OF QUALIFIED WORKERS (MAY 2014): Does this require the incumbent be to give a list of their NY licensed dentists and assistants to a new contractor? ANS: No, This clause will be removed from the solicitation via amendment.
1. Dentists rarely like to do a hygienist’s FMDs as their time is much more valuable doing non-hygiene dentistry. Will you allow for an RDH to do FMD’s? ANS: PWS does not mention hygienists. No, is this not allowed.
1. The PWS states, “The Contractor must provide documentation that it is authorized by the New York Secretary of State and New York State Education Department as an entity registered and licensed to provide dental services within New York State.” Please note the current professional licensure laws as stated in the AR 40-68 apply to the clinicians working on the patients rather than the Contractor “entity.” I understand I will need to register my company with the New York Secretary of State, but as a Federal contractor, the New York State Education Department licensures apply to my clinicians, not my company.
ANS: The State of New York has a strict compliance for this requirement.
A corporate entity can only provide dental services to the public ( or in the present case NYARNG personnel) through a Professional Services Corp. ( NY or foreign). A professional services corps providing dental services must be registered with the NY State Education Dept. Office of Professions.
Therefore, this requirement DOES apply and will remain a part of the solicitation.
