PERFORMANCE WORK STATEMENT
Statement of Work (SOW) For
Social Media Advancement
FY22
Introduction:
The NY Army National Guard Recruiting and Retention Battalion’s mission is to sustain our current strength level in our Units throughout the state. In order to make this happen it is imperative that we utilize multiple avenues of advertising. This contract will allow the NY Army National Guard to utilize digital media channels to generate leads.
Background:
The NY Army National Guard Recruiting BN needs to maximize our advertising footprint to attract qualified applicants to our organization. The ability for the NY Army National Guard to put paid advertisements on Facebook and other platforms brings brand awareness and potentially qualified leads to the NYARNG recruiters throughout NY.
Objectives:
The NY Army National Guard will leverage social media advertising on platforms like Facebook, Instagram, and Snapchat to maximize our Recruiting and Retention efforts.
By helping us manage and pay invoices from these digital advertising platforms, along with assisting us in improving our existing social media strategy, the vendor will help Recruiting and Retention to continue generating highly qualified leads for our Recruiters.
Requirements:
The included technical scope of work outlines exactly what and how the vendor needs to do in order to be in compliance with the contract. As stated in bullets 1 and 2 of the "Technical Scope of Work", they're required to pay invoices to various social media platforms on our behalf to make sure that we can continue advertising.
The vendor does not create or run the ads – they DO have read-only access for the analytics and strategy requirements. So the "## of ads, on ## social media platforms per day" isn't applicable.
The vendor is ONLY reporting on analytics and paying for invoices that come from the marketing department running ads and generated qualified leads.
This contract is a base year plus 1 option years.
Assumptions:
Key personnel will be available during normal business hours to have maximum synchronization.
Payments will only be made after services have been rendered.
Verifications of payment to Facebook and other platforms will be required.
Technical Scope of Work:
Payments to digital advertising vendors including Facebook, Instagram, and Snapchat on behalf of the NYARNG marketing team. These will be made at least monthly or when the amount of an invoice reaches $600.00 (that specific number is the billing threshold for Facebook and Instagram).
The amount of payments will vary based on the monthly advertising spend;
based on current spending levels, we estimate 5-8 invoices per month that will be auto paid from the Contractor.
Within the first 3 days of each new month, the vendor will provide an analytics report of the previous month. It will include FOR EACH platform ads were run on:
the number of ads, total budget spent, number of leads generated, cost-per-click (CPC), impressions, reach, and frequency.
Within 5 days of the analytics report being received, the vendor will have a conference call to discuss the most effective ads, why they were effective, and recommendations on how to tailor ad messaging and allocate ad spend for the next month.
Monthly payments and invoices will vary based on the amount of advertising being conducted.
Monthly Invoices will be submitted to WAWF for the contractor to receive payment.
