Fire: Chapter 34 Existing Facilities

34-1 GENERAL.

Minimum Requirements. 34-1.1 Facilities, as they exist, must meet the requirements of NFPA 101, for existing occupancies. Facilities that do not meet the requirements of NFPA 101 for existing occupancies must conform to one of the following:

a. Upgrade the deficiency to meet the existing occupancy requirements, or

b. Establish management protocols to provide a level of life safety equivalent to that required by NFPA 101 for existing occupancies, until an upgrade project can be completed. Management protocols must be in writing and approved by the AHJ.

Note: For the Air Force, the Component management protocol approval process is in Air Force Instruction 32-10141 Planning and Programming Fire Safety Deficiency Correction Projects.

AF IMT 813, SEP 99, CONTINUATION SHEET

4. Purpose and Need for Action (continued)

• What do you intend to accomplish? Renovation of Building 1025 to extend electronics laboratory spaces and support increase in contracting personnel

• Why is the action necessary/desired? Reorganization, directed by USAF, has increased our mission requirments. As such we must expand our electronics labratory.

• What is currently being done to meet the need? We just obtain the space (8 May 2018) during the Facility Board. Large equipment will be purchased, due to the long lead times and end-of-year requirements.

• What will happen if you cannot do this project/action? The unit will be unable to accomplish the new higher headquarters assigned mission without a facility directly impacting development and fielding of capabilities to the warfighter.

• Were other alternatives considered? Yes, multiple locations were considered but no other location provides the required synergy and benefits found with Building 1025.

• Why were they eliminated from further consideration? We occupy 3/4th of the facility now, placing the equipment/personnel in another facility is counter productive and would require transporting sensitive electronic property back-and-forth on a daily basis.

5. Description of Proposed Action (continued)

• Please provide as much of the following information about your project as you can:

o Will this project be contracted out or accomplished using in-house resources? Plan is to have USACE create Design/Build Package immediately.

o Timing and progression – Immediately, with the goal to occupy by the end of FY19.

o Construction and site preparation requirements – include approximate area of ground to be disturbed. 98% of the work is renovating the inside the facility. We will install fencing (approximately 10-15 feet from facility) to support security requirements o Does the project require a laydown yard and/or storage area? If so, please provide location (via image), size, and any ground work required (running utilities, grading/leveling, etc.). Laydown yard to be inside the old DRMO compound and will not disturb any other base functions. Exact location is being worked.

o Detailed operational activities – Anticipated activities may include, removal of existing/old offices and related materials, creating separate rooms that have certain anti-static and humidity requirements, also includes labatory bench spaces, workstations and replacement of the existing ceiling, new anti-static carpet and flooring, new doors and wall coverings, and upgrade/ replacement and installation of all mechanical and electrical systems.

o Equipment and material lists – Heating, Ventilzation and Air Conditioning equipment, electrical panels and conduit to be installed. Material lists will be determined, but anticipate, industry standard demolition and contruction powered and non-powered equipment/tools and materials, to include lumber, steel, concret, cinder blocks and plastics.

o Project location – include map(s)/diagram(s) – See Siting Approval (08 May 2018) for Building 1025 on Kirtland AFB, NM.

Hello Ms. Martha and Ms. Katrina

Talking with Lt Col Lamb (377LRS/CC), I understood they will still need to use it at its current location, however their long term plan is to relocate the scale. The only thing we will do, during the renovation, is relocate the scale “Read-Out” equipment located inside the building to an area designed by the 377 LRS.

Hope this helps v/r mo

Kirtland AFB Checklist of Environmental

Requirements for Proposed Project

Asbestos/Lead Based Paint POCs: Mr. Sumner Wells @ 853-8027 or Ms. Danielle Crouch @ 846-4403

AQ

Asbestos: Due to the age of the building, asbestos-containing material (ACM) may be present. NO RENOVATION/DEMOLITION SHALL

BEGIN PRIOR TO CE APPROVAL OF AF FORM 332 AND ASBESTOS SAMPLING, AS REQUIRED. If suspected ACM is encountered and will be disturbed, then asbestos abatement of the area to be renovated must be completed prior to starting the proposed work on the building. NOTE: NESHAP Notification to the Albuquerque Environmental Health Department Air Quality Division (AEHD AQD) in accordance with 20.11.20.22 NMAC is required for ACM disturbance. Additional guidance and forms can be found at the City of

Albuquerque’s website: https://www.cabq.gov/airquality/stay-healthy/asbestos NOTE: All asbestos waste leaving the installation must be accompanied by a signed manifest. Civil Engineering is the only authorized manifest signatory. Prior to hauling asbestos waste, contact your CE project manager or Asbestos/Lead Based Paint POCs for direction.

AQ

Lead Based Paint: Due to the age of the building, LBP may be present; files are available for review. Contact Air Quality Program personnel to coordinate access to files. If suspected LBP is encountered and will be disturbed, LBP sampling should be performed by the contractor with abatement as necessary prior to commencing the proposed work on the building. Coordination/Consultation with Asbestos/Lead Based Paint POCs required.

Air Quality Program – POC: Ms. Andria Cuevas @ 846-2522 or via e-mail: kirtlandairquality@us.af.mil

AQ

Ground Disturbance:

• For adequate program review on any projects expected to disturb 0.5 acres or greater: provide an aerial or 1-24K topographic map delineating a CONSERVATIVE area of disturbance to include ingress/egress, turnabouts, equipment movement, laydown yard(s), portable latrine locations, and basic BMPs (e.g.: silt fencing, etc.). Please note area of disturbance on map.

• If the total ground disturbance is greater than or equal to ¾ acre, then a Fugitive Dust Permit will be required. Fugitive Dust Permits must be submitted to the Air Quality Program for review, and 377 ABW/CC signature, five (5) weeks prior to the anticipated start date of soil disturbance. NOTE: AEHD AQD requires all Fugitive Dust Permits be submitted to their office 10 business days prior to anticipated start date of soil disturbance and will require a site inspection prior to issuing the permit.

• If the total ground disturbance as defined by 20.11.20.7.E NMAC “Construction activity” is less than ¾ of an acre, then a fugitive dust permit is not required; however, the contractor must provide the Air Quality POC a map where all construction activity will occur.

The map must illustrate how the work area will be restricted below the permitting threshold. Contractors must still comply with the following general provisions from 20.11.20.12 NMAC:

o Each person shall use reasonably available control measures or any other effective control measure during active operations or on inactive disturbed surface areas, as necessary to prevent the release of fugitive dust, whether or not the person is required by

20.11.20 NMAC to obtain a fugitive dust control permit.

o It shall be a violation of 20.11.20 NMAC to allow fugitive dust, track out, or transported material from any active operation, open storage pile, stockpile, paved or unpaved roadway, disturbed surface area, or inactive disturbed surface area to cross or be carried beyond the property line, right-of-way, easement or any other area under control of the person generating the fugitive dust.

NOTE: If any ground disturbance other than what is identified in the initial project is to occur, then you MUST re-coordinate with the Air Quality POC prior to commencing work.

AQ

Boilers: Natural gas boilers/hot water heaters of size greater than five (5) million BTU (MMBTU) require Stationary Source Air Permitting.

If planning to install a boiler fueled by anything other than natural gas, contact Air Quality Program personnel immediately to determine if a permit is needed. If an air permit is required, the permit must be issued prior to purchase of the boiler(s) and can take up to seven (7) months to accomplish. The Air Quality Program is required to track boilers of all sizes/fuel types to comply with the basewide air permit (Title V Operating Permit). Coordination/Consultation with Air Quality Program POC required.

AQ

Refrigerant: Ensure all equipment containing refrigerant and all HVAC technicians comply with the requirements in 40 CFR Part 82.

If you hire an outside contractor, other than Chenega, you must: 1) maintain all invoices and work orders for work on refrigeration equipment for a minimum of 3 years; and 2) maintain an inventory of refrigeration equipment to include: make, model, serial number, refrigerant type, and total refrigerant charge in pounds.

AQ

Generators: All generators are required to have a 20.11.41 NMAC construction permit from the AEHD AQD. The permit must be in place prior to “commencing construction”, which means prior to purchasing the unit (20.11.41.7.C NMAC). AFCEC approval of generator sizing and design is required prior to permitting. It may take as long as 7 months from the initiation of the permit application preparation process to receive a permit from the AEHD AQD. The project is expected to pay for the cost of preparing the permit application and the associated AEHD AQD permit fees. The organization must plan to pay annual emission fees assessed by the AEHD AQD. Contact Air Quality Program personnel to discuss the timeline for the project. Coordination/Consultation with Air Quality Program POC required.

AQ

Building Renovation/Demolition: If the building to be renovated/demolished is more than 75,000 cubic feet of space then a Fugitive Dust Permit will be required prior to renovation/demolition (refer to AQ3 – first bulleted item). An asbestos notification form must be submitted for all building renovation/demolition activities, even if no regulated ACM is present in the building or structure (refer to AQ1).

AQ

Air Quality Permitting for New Sources: An air quality permit from the AEHD AQD may be required for the proposed equipment prior to construction. Coordination with the Air Quality POC is required to ensure the appropriate measures are taken in the event the source must obtain an air quality permit. It may take as long as 7 months from the initiation of the permit application preparation process to receive a permit from AEHD AQD. The project is expected to pay for the cost of preparing the permit application and the associated AEHD air quality permit fees. The organization must also plan to pay emission fees for the permitted source on an annual basis.

AQ

Permitting and/or Reporting Requirements Exist for Activity: Activities require Open Burn/Open Detonation permitting through AEHD AQD OR there is requirement to report munition items expended during event. Prior Coordination with the Air Quality POC is required.
