About this file

This is a Questions and Answers document for federal contract solicitation W912PM26RA008, issued on March 2, 2026. The document addresses inquiries from potential offerors regarding a janitorial services contract at Philpott Lake parks.

The solicitation requires contractors to provide janitorial services at four parks: Goose Point Park, Salthouse Park, Horseshoe Point Park, and Philpott Park. Key service requirements include operation of two trucks capable of transporting supplies and trash, and compliance with background check requirements per the Performance Work Statement section 7.0 Antiterrorism/Operations Security. The incumbent janitorial contract ended February 28, 2026, with the new contract anticipated to begin April 1, 2026. All consumable supplies, including trash liners and restroom paper products, are contractor-furnished, though janitorial closets are available in high-use parks for storage. The Government will provide utilities and storage areas. Contractors must adhere to Department of Labor wage rates and have no preference for retaining incumbent staff due to the January 2025 revocation of Executive Order 14055. Invoicing will occur monthly per CLIN with coordinated payment. The contract specifies minimum labor requirements regardless of visitor volume or special events, with dumpster service managed by a separate contractor. All requirements beyond the Performance Work Statement are the contractor's responsibility.

Question # Question Response

1 What type of trucks are required? In accordance with the PWS paragraph 1.16 "two trucks capable of transporting supplies and trash"

Is the current contractor still using CINTAS for supplies?

It is our understanding that the current contractor is using CINTAS. However, our contract is with the prime contractor and not with their subcontractors and/or suppliers.

3 What would you recommend to fulfill the contact for staff? All requirements to fulfill the contract are listed within the Performance Work Statement.

4 Are background checks required for everyone? Yes in accordance with the Performance Work Statement section 7.0 Antiterrorism/Operations Security (ATOPSEC).

5 Will the staff be the same from previous years? Not necessarily, as this will be up to the awardee

6 Where are the dumpsters located? Goose Point Park, Salthouse Park, Horseshoe Point Park, and Philpott Park

7 What are the current contractors making now? The Government requires Contractors adhere to Department of Labor Wage Rates.

Beyond the PWS description of facilities, does the Government have any historical data on average daily/weekly visitor counts, trash volumes (e.g., dumpster pulls), or special events that materially affect labor requirements during peak months? If available, can this data be provided as informational only?

Contractor is not responsible for anything beyond the PWS (such as special event clean up). Dumpsters are the responsibility of a separate contractor. The contract specifies the minimum labor requirements regardless of the amount of visitation .

Is there a current incumbent performing these services, and if so, does the Government anticipate any transition period or coordinated turnover activities beyond the contract start date stated in the PWS?

Are there any Government expectations regarding retention of incumbent staff?

Yes, there is a janitorial contract that just ended 28 February 2026. The new contract is anticipated to beign 1 April 2026. Executive Order 14055, which required federal contractors to offer "right of first refusal" of employment to predecessor employees, was revoked via Executive Order 14148 on January 20, 2025. Therefore, there is no preference for incumbent staff.

The PWS notes that the Government will provide utilities and storage areas. Can the Government confirm whether any consumable supplies (e.g., trash liners, restroom paper products, soap) will be furnished, or should offerors assume all consumables are contractor furnished? Additionally, are there any limitations on storage capacity for contractor equipment and supplies at Philpott Lake?

All consumables are contractor furnished. There are janitorial closets located in the high use parks.

DFARS 252.232 7007 (Limitation of Government’s Obligation) is included. For planning and cash flow purposes, can the Government clarify the anticipated funding/allotment schedule (e.g., quarterly vs.

annual) and expected invoicing frequency (monthly at CLIN level vs.

other)?

Monthly invoiced per CLIN with coordination of payment.
