About this file

This is a Questions and Responses document for the Removal of Topsail Beach Pier solicitation (W912PM26QA023) issued by the Department of the Army Corps of Engineers Engineering District Wilmington. The document contains six substantive Q&A entries addressing contractor inquiries submitted prior to the March 13, 2026, 2:00 PM ET question deadline. Key responses clarify that ASCII data from underwater multibeam images has been posted to SAM.GOV; equipment laydown area requests should be directed to Town Manager Christina Prince Burke (910-328-5841); horizontal pilings buried in sand within the designated removal area must be removed per USACE guidance; a post-multibeam survey is required to verify all piling removals rather than landfill proof of disposal; and the NAICS code for this project is fixed at 238910 and cannot be adjusted to 237990 as requested by one offeror.

The solicitation is a lowest-priced, technically-acceptable award with specific submission requirements including SAM registration verification, minimum two prior relevant contracts completed within five years, a technical proposal explaining SOW execution, and valid North Carolina Marine or Building contractors licensing. All quotes are due by 2:00 PM ET on the deadline date, and submissions must be sent via email to Diana D. Curl and Rosalind M. Shoemaker at USACE.Army.mil. The work involves removal of pier pilings from Topsail Beach, North Carolina, with multibeam survey verification of complete removal within designated areas.

If the pilings are buried in the sand what is the USACOE guidance? If the Horizontal pilings are within the designated removal area (BOX) in the SOW and can be removed than the USACE requests them to be removed
5Is a proof of disposal at landfill required? From the SOW**After Contractor has removed all Pilings, the contractor shall provide a post Multibeam Survey to verify removals within Designated removal area (Figure 1)**
6We are interested in the project and wanted to inquire if the NAICS code could be adjusted to 237990 for this project? The NAICS Code chosen for this project is 238910. This is the NAICS Code that we are using.
