About this file

This is a Questions and Answers document for a federal custodial services solicitation (W912PM26QA0020) issued on April 2, 2026, for a Lock and Dam #1 facility.

The incumbent contractor is Green's Commercial Cleaning, which held the previous contract (W912PM21P0057) awarded May 3, 2021, for a total value of $91,386.92 covering one base year and four option years. The new contract will commence June 1, 2026, and covers custodial and janitorial services for approximately 3 acres of grounds, including two restrooms (450 square feet total), two open-air shelters with picnic tables, and associated facilities. Services will be performed only from March 1 through October 31 annually, with the November 1 through February 28/29 period designated as non-performance time when the Government handles minimal winter maintenance. The contractor must make three weekly visits during operating hours (6:00 AM to 2:00 PM, extending to 4:00 PM Fridays) and may depart upon task completion with notification to onsite Government personnel. Responsibilities include trash removal from 13 fifty-gallon trash cans, facility function testing (toilets, sinks, lights, fountains, hand dryers), and washing picnic shelters. The Government provides on-site water and electricity at no cost; the contractor bears all trash disposal costs to the county facility (no tipping fees). Equipment must comply with safety manual EM 385-1-1 and be UL listed. All repairs beyond function testing are performed by Government personnel.

Question # Question Response 1 Who is the incumbent contractor? Green's Commercial Cleaning

2 What is the previous contract price and period of performance?

The previous contract was awarded 3 May 2021 for a total contract value of $91,386.92. The Award was for one base year and four option years.

3 What is the previous contract number? W912PM21P0057

4 How many restrooms are included, and what is their total square footage?

Two restrooms, 450 sq ft.

Could you please confirm the total square footage of all buildings covered under this contract?

Buildings and grounds are around 3 acres that would include janitorial/custodial work. There are two open air shelters with picnic tables in addition to the rest rooms.

6 How many trash bins does the site have? 13 trash cans (55 gallons) each.

Could the Government please clarify if any tasks, inspections, or administrative activities (such as vandalism reporting or facility checks) will be required during the 'off-season' period of November 1st through February 28th. Should the contractor account for any emergency call-out services during these months, or is the contractor entirely relieved of all responsibilities during this period?

This will be a period of non-performance of any contract requirements at the site. Services will only be provided from 1 March through 31 October during the year. In the winter the utilization of the park is minimal, and custodial services are handled by the Government.

There would be no emergency callouts during this period for the base year or option years.

The period of 1 NOV to Feb 28/29 is a period of non-performance for the contract annually.

The Statement of Work lists performance hours between 6:00 AM and 2:00 PM (and until 4:00 PM on Fridays). If the contractor completes all required cleaning and trash removal tasks before the end of these windows, is the team permitted to leave the site early, or is a continuous presence required until the end of the shift?

The custodial staff may leave the area once the work is completed. To ensure safety and accountability, the custodian will need to notify the onsite employee when they arrive and when they leave for the day. This way, for the safety of the employee, someone onsite knows they are working if an emergency happens. This can be handled by a phone call or text message with the onsite Government employee.

Section I.A. of the scope of work mentions 'minor repair/maintenance services.' Could the Government please define the scope of these repairs? Is it just limited to testing to ensure hand dryer i is functioning properly and fountains are functioning properly?

Currently the hand dryers are non-functioning, and the water fountain is turned off. A simple function test is all that is needed of all GOV facilities (toilet flush, sink faucets, lights, etc.) If any items are not working, simply report them to the onsite Government employee and repairs will be scheduled and completed by Government personnel.

In the scope of work, section II.B.2.h states that trash must be disposed of 'offsite.' Does the Government provide a dumpster at the Lock and Dam #1 facility for the contractor's use, or is the contractor responsible for all landfill tipping fees and hauling the trash to a private facility?

The contractor will be responsible for removal and disposal of all trash. The county provides collection facilities and will accept trash from the park that is generated within the county.

The contractor will just need to inform them that the trash is from Lock #1 to the county trash facility. The collection facility is not open on Wednesdays. There are no tipping fees required for the disposal of trash from Lock #1.

CLIN 0001 for Custodial Services specifies a quantity of 66 'Each' (visits). Based on a 3x weekly schedule, this implies a shortened performance period for the Base Year. Could the Government provide the estimated 'Notice to Proceed' or start date for this contract.

The anticipated start date is 1 June 2026.
