About this file
This file contains contractor-submitted questions and answers for the BEJ Compound Roof Solicitation (W912PM26QA019). The document addresses five key inquiries regarding the metal roof replacement project.
The government confirmed that detailed roof plans and as-built drawings are not available with the solicitation, though contractors should account for approximate roof panel quantities. An asbestos inspection is currently in progress, with results to be provided upon completion. Wind uplift design standards are governed by the 2018 North Carolina State Building Code and ASCE 7-16, with Exposure Category 'B' applicable to the fastening system. Regarding existing gable panels, reuse is permitted if determined to be in acceptable, damage-free condition; contractors choosing reuse must apply Kynar Aquatec paint coating in Classic Green (or COR-approved equivalent) per manufacturer guidelines, with full responsibility for surface preparation and application to ensure uniform finish and durability. The contractor must provide a complete, watertight installation including all flashings, related closures, and accessories; closure strips at eaves are encouraged to prevent wind-driven rain and pest infiltration and would satisfy this requirement.

BEJ Compound Roof Solicitation
W912PM26QA019
Contractor-submitted questions
1. Q - The SOW indicates that the roof panel quantities are approximate. Could you please confirm if detailed roof plans or as-built drawings (including dimensions, slopes, and penetrations layout) are available?
A – The project does not have detailed roof plans or as-built drawings to provide with this solicitation
2. Q - Is there an existing asbestos or hazardous materials survey available for these buildings, particularly related to roofing and insulation components?
A – An asbestos inspection is in progress and a report will be provided as soon as it is available
3. Q - Can you confirm the required wind uplift criteria or design standard (e.g., ASCE exposure category) to be used for fastening of the new metal roof system?
A - The primary wind uplift criteria and design standards are governed by the 2018 North Carolina State Building Code and ASCE 7-16. The Exposure Category is ‘B’
4. Q - If the original gable panels are in good shape, may these be reused?
A – Yes, the gable panels may be reused. Please see below for contractor requirements if the gable panel is ultimately reused. The Scope of Work has been updated to include this as well.
Note 1: The contractor will have the option of reusing the existing gable trim, provided it is determined to be in acceptable, damage-free condition. If the contractor chooses to reuse the trim, they will be responsible for field-applying Kynar Aquatec paint coating in Classic Green (or COR-approved equivalent) per manufacturer guidelines. The contractor is responsible for proper surface preparation and application to ensure uniform finish and long-term durability across all surfaces.
5. Q - Should foam enclosure strips added to the eaves to prevent wind-driven rain and bugs from entering?
A – The contractor will be required to ensure a ‘complete, watertight installation’.
Closure strips would help meet that requirement. The full requirement from the Scope of Work is below:
‘The Contractor shall provide all flashings, related closures, and accessories necessary for a complete, watertight installation.’
