About this file

This is a Questions and Responses document for federal solicitation W912PM26QA0019, issued on 19 May 2026, concerning roofing services for the BEJ Maintenance Compound. The document addresses contractor inquiries regarding the scope and technical requirements of a new metal roof installation project.

Key clarifications provided include: (1) this is a new requirement with no incumbent or recompete component; (2) detailed roof plans and as-built drawings are not available, with roof panel quantities remaining approximate; (3) an asbestos report completed 11 May 2026 found no asbestos in building insulation; (4) the project must comply with the 2018 North Carolina State Building Code and ASCE 7-16 standards with Exposure Category B for wind uplift criteria and fastening design; (5) original gable panels in good condition may be reused per an updated Statement of Work; and (6) contractors must provide a complete, watertight installation including all necessary flashings, closures, and accessories, with foam enclosure strips recommended to prevent wind-driven rain and pest infiltration. This document serves as clarification material for bidders and does not itself specify pricing terms, response dates, or award information.

Question # Question Response

1 Is there any incumbent/recompete or this is a brand-new project? This is a new requirement.

The SOW indicates that the roof panel quantities are approximate. Could you please confirm if detailed roof plans or as-built drawings (including dimensions, slopes, and penetrations layout) are available?

The project does not have detailed roof plans or as-built drawings to provide with this solicitation.

Is there an existing asbestos or hazardous materials survey available for these buildings, particularly related to roofing and insulation components?

An asbestos report was completed on 11 May 2026 for the building insulation with none detected.

Can you confirm the required wind uplift criteria or design standard (e.g., ASCE exposure category) to be used for fastening of the new metal roof system?

The primary wind uplift criteria and design standards are governed by the 2018 North Carolina State Building Code and ASCE 7-16. The Exposure Category is ‘B’.

5 If the original gable panels are in good shape. May these be reused?

Yes, the gable panels may be reused. The Statement of Work has been updated to clarify.

Should foam enclosure strips added to the eaves to prevent wind-driven rain and bugs from entering?

The contractor will be required to ensure a ‘complete, watertight installation’. Closure strips would help meet that requirement. "The Contractor shall provide all flashings, related closures, and accessories necessary for a complete, watertight installation."
