About this file

This document is a Questions and Responses file for a federal contract (W912PM26QA006) involving security fence replacement at Cape Fear Lock & Dam #2. The project requires removing and replacing approximately 280 linear feet of 9-gauge chain link fence and 200 linear feet of removable 12-gauge wire fence panels around a government-restricted esplanade area. Key technical specifications include using SS40 3" corner posts, 2.5" line posts, and 1-5/8" top rail, with aluminized 9-gauge wire mesh recommended for durability.

The solicitation includes specific requirements such as CMMC Level 1 cybersecurity certification, e-verification of personnel, visible contractor identification on-site, and no requirement for OSHA credentials. The government considers this a real property construction project, with a site visit already conducted on 17 December 2025. Contractors must be prepared to handle challenging site conditions, including concrete construction debris backfill and the need to fabricate two removable panels for a slope. The permanent fence must be designed to withstand flood water debris, with heavier posts and specific material specifications.

Question # Question Response 1 Does this solicitation have any bonding requirements? Please review block 12 in regards to bonds.

The SOW states the contractor shall not replace the existing walk-through gate at Lock 2 esplanade. Please confirm whether any other pedestrian walk-through gates are required for this project that may not have been explicitly detailed.

Currently there are two gated entrances to the esplanade, one single-gate walk-through entrance and one double-gate drive-through entrance that has not been used in decades. Only the double-drive through gated entrance will be replaced.

Aside from the specifications in the SOW, are there any other unique or special site requirements you anticipate needing from us?

The sides of the esplanade walls are backfilled with concrete construction debris that may be difficult to set posts in. Additionally, two removable panels will need to be fabricated for a slope.

We would like to confirm whether this solicitation includes any DFARS cybersecurity requirements and, if so, whether CMMC Level 1 or CMMC Level 2 compliance is required for this procurement.

Per the solicitation the CMMC required is Level 1. This requires a self certification.

5 What is the estimated length of fencing that needs to be replaced?

There is approximately 280’ with a minimum 9-gauge wire chain link fence and approximately 200’ removable minimum 12-gage wire fence panels.

There appears to be inner fencing inside the park area. Is that fencing also being replaced?

There is a secured esplanade area inside the old Lockmaster yard that controls the lock. The fence around the esplanade area shall be replaced.

With areas that are encroached by trees are there any requirements for removing the trees?

There are no trees to be removed.

8 Is the Government restricted areas part of this solicitation? The esplanade is a restricted area controlled and operated by the government.

Are there any un-fenced or existing sections that require new fencing or a change of fencing?

The existing esplanade security fence shall be removed and replaced as described in the Scope of Work

Are you able to provide a map or sketched drawing showing the precise boundaries along which all the replacement work will occur?

The Government is not able to provided a map of the precise boundaries.

Will any of the fence removal and replacement, occur on both the north and south sides of the riverbanks or is the project confined to the south side, (the side with the esplanade)?

We are replacing the security fence around the esplanade.

Is anyone from your office available to escort my team on a detail walk through/site visit to aid our bid estimation?

A site visit was conducted on 17 December 2025. No other side visits will be held.

16 I read SF 20 for the top rail (Listed as premium). This is not the case?

The top rail can be a lower grade than the posts. The posts need to be heavier to withstand flood water debris floating downstream.

Questions and Responses 12-Jan-26

W912PM26QA006, CFLD Security Fence

For permanent fencing all posts & rails to be SS40 3” Corner Posts & 2.5” Line posts Top Rail to be 1”5/8 SS40 Fence fabric TTB (twisted top and bottom) 2” mesh Aluminized 9-gauge wire mesh Aluminized is recommended for durability in corrosive environments All fittings to be commercial grade Barbed wire to be 15 ga class 3 Bottom Wire to be 7ga. The contractor can offset the fence from the top of the concrete;

the existing fence is on the very edge. It would be best to core-drill the top and epoxy-set the posts. Would the owner specify?

This is permissible as long as the fence is kept off the sloped cement and the cement is not damaged.

18 Can you clarify between the temporary and permanent fence?

The permanent fence needs to be heavier to withstand flood water debris floating downstream.

Would temp panels to be SS20, coped, and welded braces and corners in 10’ sections with 2” mesh 11-gauge galvanized wire be acceptable?

What about for posts for securing temp panels to be SS40 2.5” diameter set into 3” diameter sleeves for removal.

As long as the craftsmanship satisfies the scope of work to be able to withstand the abuse of being removed and reinstalled frequently.

The ten-day start time isn’t practical from an ordering standpoint. Can this be extended?

The 10 day start time will begin after the Contracting Office issues the notice to proceed. This will occur after all safety submittals have been accepted. Mobilizing to site to begin fence removal will be considered commencement of the work.

In regards to the Certification AT Level I awareness training: Is this certification required for all prime contractors and subcontractors that will be on the jobsite?

The security requirements apply to all contract personnel (Including employees of the primary contractor and all subcontractor employees) supporting the performance requirements of the contract.

Are all members of the subcontracting team required to have and submit OSHA credentials?

No.

For planning and pricing purposes, please clarify whether site access, badging, or security escorts will be required for contractor personnel, and whether such requirements will be government-provided or contractor-responsible?

No escorts are needed but all personnel on site must be e-verified prior to starting and Contractor employees are required to be visibly identifiable as a federal contractor while onsite. (i.e., uniform, badge, vest, etc.).

Could you please confirm whether the Government considers the scope of work for the removal and replacement of the security fencing at Cape Fear Lock & Dam #2 to be treated as a taxable installation service under North Carolina sales and use tax regulations, or whether it is to be considered a real property capital improvement for purposes of proposal pricing?

The Government considers this project to be construction of real property as defined in the Federal Acquisition Regulation.
