About this file

This document is a Solicitation Amendment for a Women-Owned Small Business (WOSB) contract for subsurface investigation and geotechnical laboratory testing. The U.S. Army Corps of Engineers Engineering District in Wilmington is seeking a contractor to perform vibracore sampling and related services for two navigation channel projects located in North Carolina: Hatteras Ferry-Rollinson Channel in Dare County and Big Foot Slough-Silver Lake Harbor in Hyde County. The solicitation is a 100% small business set-aside with NAICS code 541360 and a small business size standard of $28.5 million.

The project requires drilling a total of 71 vibracores, with specific technical requirements including minimum core recovery of 75%, penetration to -14 feet MLLW, and 20-foot vibracores in certain shoal areas. Quotes are due by 26 March 2025 at 3:00 PM Eastern Time, to be submitted electronically via email. The contract will be awarded to the lowest-priced, technically acceptable offer, with technical evaluation based on the offeror's previous experience in similar vibracore services and ability to meet the detailed technical specifications outlined in the statement of work. Offerors must provide documentation of at least two relevant contracts completed within the last five years.
