About this file
This document is a set of Questions and Answers (Q&A) related to Solicitation Number W912PM24Q0024 for the CFLD Security Fence Installation project. The solicitation is for the removal and replacement of a chain link security fence at the William O' Huske Lock and Dam in Bladen County, North Carolina. The work includes installing an 8-foot commercial grade galvanized chain link fence with barbed wire, as well as providing and installing 6-foot tall removable fence panels along the lock esplanade walls. The solicitation is a small business set-aside with a contract value between $25,000 and $100,000. The Q&A addresses questions on handling the installation where there is no suitable soil for in-ground post brackets, the width of the double gates, the precise length of the removable panels, and the design criteria for the 6-foot removable panels.

| 1 | We need to know how the USACE wants to handle the area where the removable panels are to be installed where there is no foundation to support the permanent in ground sleeve base for the removable posts. |
The area is rocky with no suitable soil for in ground post brackets and filled with large broken, damaged, and uneven pieces of concrete.
Please provide us with an acceptable solution.
| Will you pour a concrete slab in this area or do you want that included in our proposal.? | Please refer to AMDT 0002 Statement of Work. | ||
| 2 | For the permanent fixed 8 foot high fence-how wide do you want the double gate to be- 14, 16, 18 or 20 feet wide? | The gate needs to be two (2) 8ft wide gates. | |
| 3 | Under the requirement for the 6 foot high removable panels-we were provided with an approximate ending location on the esplande concrete walls-this measure was not clearly delineated. Are you able to provide a precise measure for the removable panel length at north and south end of the fixed 8 foot fence? | Please refer to AMDT 0002 Statement of Work. | |
| 4 | You technical requirements mention the need for more than one size post and post bracket needed for (Terminal, Gate, and Line). However the post bracket bolted to the wall will be 2-1/2 inch OD x 24 inch long- the post to connect the panels will be 2 inch OD X 8' LONG and the panels will be constructed using either 1-3/8 or 1-5/8 perimeter frame members. There are no terminal gate or line posts to be considered.. Please advised if you have a different design in mind. | The 8ft tall fence is the only fence we need to have the beefer fence post. The removal panel ends will be fine with a standard post size since it will be removed during high water and flooding events. | |
| 5 | Please advise of your design criteria for the 6 foot high removable panels-do you want a horizontal or vertical brace in each panel? | Would like a horizontal brace. |
