Questions & Answers for Falls and BEJ Standby Confined Space Rescue W912PM22Q0025
1. Question: Page 2 of the SOW states; " Phase 1: Falls Lake - Stoplog install and cylinder extraction.
The CSR Team will be needed for up to 1 week to extract the cylinders. The cylinders and stems must be disconnected from within the confined space. See Enclosure B for tower interior layout." I need to confirm that the CSR Team will NOT be extracting the cylinders but rather be standing by for rescue in the event that a construction worker is injured, trapped, or incapacitated.
Answer: NO, the CSR Team will NOT be participating in any portion of the work on the dam. They are only there to be on stand-by, for hopefully no emergencies.
2. Question: Please confirm that the CSR team will only standby for confined space rescue/safety and will NOT be replacing or reinstalling cylinders or ladders. The statements below were copied from the SOW and suggest the CSR team will be performing the installations.
Phase 2: Falls Lake - Gate replacement. The CSR Team will be needed for up to 3 weeks to replace the gates and install the cylinders. See Enclosure B for tower interior layout.
Phase 3: B. Everett Jordan - Cylinder installation. The CSR Team will be needed for up to 7 days to install a new cylinder and ladders. See Enclosure B for tower interior layout.
Answer: NO, the CSR Team will NOT be participating in any portion of the work on the dam. They are only there to be on stand-by, for hopefully no emergencies.
3. Question: I.A.W with page 3 of the SOW; is the contractor or any sub-contractors required to perform AT Level 1 Training for this location?
Answer: Yes, the AT-OPSEC form and the SOW specifies that the following training & verifications are required for this contract:
AT Level I Training Suspicious Activity Reporting Training (iWATCH, CorpsWatch, or See Something, Say
Something) OPSEC Level I Training E-verify
Certificates/Verification documents are required to be submitted as described in Section 8 of the SOW. (pay attention to submission timelines for each item)
4. Question: Does it suffice that all Rescue Personnel are highly experienced and credentialed Rope Rescue Technicians with professional Fire/Medical/Rescue experience, specifically with NFPA certification to include OSHA Permit Required Confined Space Entry experience involving low angle and high angle experience and training, HazMat, Water Rescue in Water Adjacent work areas and First Aid / EMT certifications but not be a member of the Society of Professional Rope Access Technicians (SPRAT) with their internal certification which caters to maintenance and construction
Questions & Answers for Falls and BEJ Standby Confined Space Rescue W912PM22Q0025 activities on-rope but not necessarily rescue operations? Please note we couldn’t find reference to the member driven society in section 34 of the USACE Safety Manual EM 385-1-1 as specified on page 2 in the SOW.
Answer: NO, they do NOT have to be a member of the Society of Professional Rope Access Technicians (SPRAT).
5. Question: Both Phase 1 and Phase 2 at Falls Lake have a 2 day mobilization and demobilization period. There are no mobilization and demobilization days listed for Phase 3 at Jordan Lakes. Is this a typo or is the mob/demob days counted within the 7 day period?
Answer: There is a mobilization day for Phase 2 at Falls Lake Dam and when Phase 2 is complete, everyone will be moving directly over to B. Everett Jordan Dam located in Moncure, NC and will begin working the next day (technically a day of mob/de-mob). Everyone should be able to stay in the same hotel if they get something in between Falls & Jordan. The demobilization day is for when they are done at Jordan Dam (Phase 3).
