Reservoir, Mecklenburg County, Virginia.

The following questions and responses are a result of the Pre-Bid Site Visit held on 10 August 2022:

Q1 – The Lead Remediation specs are written as if the work is being done in an occupied building instead of for an industrial type setting.

R1 – This question has been entered as Bidder Inquiries 9873016, 9873030, and 9873667. The response to the question and three Bidder Inquiry Comments will be entered as an Evaluation in the Bidder

Inquiry.

Q2 – Drawing G-001, Note 5 “two-way, two-lane traffic shall be maintained during periods of

Construction inactivity.” Will one lane closures be allowed for extended periods?

R2 – This question has been entered as Bidder Inquiry 9873595. The response to this question and the

Bidder Inquiry will be entered as an Evaluation in the Bidder Inquiry.

Q3 – In reviewing the steel superstructure from the catwalk on the underside of the bridge deck, it was noted that the clearance between the top flange of the girder and the underside of the deck is approximately 1-inch. Due to the narrow clearance the top of the top flange will not be accessible to clean and paint. Will the cleaning and painting of the top of the girder be required?

R3 - This question has been entered as Bidder Inquiry 9873637. The response to this question and the

Q4 – There were numerous questions about the scope of cleaning and painting of the steel girders and floor beam extensions, while reviewing the steel superstructure from the catwalk on the underside of the bridge.

R4 - This question has been entered as Bidder Inquiry 9873842. The response to this question and the

Q5 – Who has control of the state highway on the dam?

R5 – The dam and bridge are owned by the federal government and managed by USACE. USACE can control lane closures and closing of all traffic for maintenance and repairs. However, the top of the dam and spillway bridge carries VA State Highway 4. All activities regarding traffic will be coordinated with

VDOT.

Q6 – Traffic Control Note 1 on drawing G-001 requires that at least one lane of traffic remain open during construction. There was concern about limited width of the open lane and vehicles not being able to remain in the open lane.

R6 – The method of delineating the work zone and open travel lane will need to be presented in the traffic control plan. The traffic control plan may also present justification for closure of both lanes for the pavement resurfacing.

Q7 - In reviewing the areas for concrete pavement resurfacing, it was noted that there are embedded plates in the existing pavement.

R7 – The embedded plates are cover plates for electrical junction boxes. The cover plates and boxes will need to remain and be protected during resurfacing operations. Drawing S-103 will be amended to identify the monolith numbers that have cover plates to electrical junction boxes. Two additional reference drawings will also be added related to the electrical junction box cover plates.

Q8 – A Contractor representative pointed out that there is a discrepancy between specifications regarding the SSHO and CQC System Manager.

R8 – Specification section 01 35 26 is correct that the SSHO cannot be the Superintendent or CQC

System Manager. Specification section 01 45 00 will be amended. The Superintendent, SSHO and CQC

System Manager will need to be separate individuals.
