Eagle Island Mowing

Questions and Answers

1. What is maximum slope in degrees on this property?

- The slope of the earthen embankment dikes vary. The steepest slope is typically located at the base of the dike and can be 33.7 (1 vertical on 1.5 horizontal) to 45 (1 vertical on 1 horizontal) degrees, as measured rotating up from horizontal.

2. What is time frame to completion once mowing starts? / What is time frame if any to completion once mowing starts?

- The time frame to completion will be established by the Contractor’s Mowing Sequence Plan which requires an entire dike slope (from silt fence to 10 feet down the inside dike slope) to be completed prior to starting mowing of another section. The second, third, and fourth mowing events will take place between 1 April and 29 September, which averages a 2-month duration between mowing events.

3. Wet areas. How were they mowed in past. Weed trim by hand or ?

- The mowing of the wet areas has been limited in past and Contractor shall determine appropriate means and methods in which to mow these areas and will be detailed in the Contractor’s Mowing Sequence Plan.

4. Wet areas damaged. How were they repaired? Add dirt and rake out or ?

- No repairs to wet areas have been done to date. Any new areas damaged by the Contractor will be repaired to previous conditions and may require regrading and/or fill placement and seeding.

5. Is there a budget per year or a not to exceed for duration of contract?

-This will be a firm-fixed price contract. There is no estimated budget we can give out. When this contract is awarded the prices will be fixed to the contractor’s quoted price for each event.

6. What machines mowed this in the past

- Four-wheel drive tractor with pull-behind rotatory cutter.

7. Will ruts be repaired prior to first mowing?

- No, the ruts will not be repaired. Any new areas damaged by the Contractor will be repaired to previous conditions.

8. How do you want ruts repaired? Wait until it dries up and smooth out with a bucket? Reseed?

Landscape blanket? Water it after repair? Or simply wait until end of last mowing and then do repairs?

- The Contractor will determine means and methods to repair any damaged area caused during a mowing event to bring the area back to previous conditions.

9. If an area is too wet can you take off this acreage off invoice and mow next round or does it have to be mowed even if too wet and will create ruts when mowed?

- The SOW requires all areas to be mowed, including the wet and soft areas. The Contractor shall determine appropriate means in which to mow these areas and will be detailed in the Contractor’s Mowing Sequence Plan.

10. In the past what months have you had to mow just the cross dikes?

- Yes the cross dikes are mowed. Mowing of the cross dikes is required under the contract.

11. Does a site safety and a Quality Control have to be on site and if so are they allowed to work?

- The Site Safety and Health Officer (SSHO) which will be present on site during work activities. The SSHO can be allowed to work, as in operator/mower. The SSHO shall have the 30-hour OSHA General Industry Safety course. A Quality Control person is not required to be on site.

12. Can weekend work be performed if needed?

- The Contractor’s working hours shall be limited to Monday thru Friday, 0700 to 1900 hours. All federal holidays shall be observed by the Contractor. No site work shall be conducted outside these limits without specific approval by the COR.
