See RFP Overhead Door paragraph 3(b) for dimension of door. Purpose of ramp is for forklift/small vehicle access.

2. Please clarify if the roof panels are to be painted or left as a "Galvalume" finish.

Factory/manufacture applied paint finish

3. What is the 3psf collateral load for?

“Collateral Load” is the “dead” loading on the building caused by additional construction materials such as a false ceiling, sprinkler system, lighting, Heating/Air‐ conditioning duct, etc. This excludes the dead loads for the building itself.

4. Confirm that the roof, walls and trims will be Galvalume Plus.

Galvalume finish or approved equal

5. Will overhangs have soffit panel?

No

6. Will the 10 windows be field‐located around any necessary bracing for the building? If not what will the location be of these windows?

The window locations are approximate and will be adjusted by the specific building design. The bracing cannot pass in front of windows.

Only five (5) windows required; non‐opening

7. Reference Page 5 of 34, Scope of Work, Paragraph 3

(a) ‐ Is the existing building’s foundation system to be completely removed as well as the above grade pre‐engineered building components?

The existing building shall be removed. The contractor shall determine if the existing foundation is adequate for the new building requirements. No as‐builts are available.

8. If the existing foundation is to be removed, what is the makeup/design of the existing foundation?

The existing building shall be removed. The contractor shall determine if the existing foundation is adequate for the new building requirements. No as‐builts are available.

9. If it is the Government’s intent to reutilize the existing foundation, please provide the structural foundation drawings from the existing building.

The existing building shall be removed. The contractor shall determine if the existing foundation is adequate for the new building requirements. No as‐builts are available.

10. Can as‐built drawings of the existing building to be demolished be provided?

No as‐builts are available.

11. Reference Page 5 of 34, Scope of Work, Paragraph 3(b) ‐ This section refers to a “Butler Framing System” building and components. Will alternative Pre‐Engineered Metal Building System manufacturers be accepted by the Government as an “approved equal”?

Yes – Butler type building or approved equal

12. Are the roof panels to be screw‐down or standing seam metal panels?

Roofing system may be either through‐fastened or standing seam

13. Is the roof or walls of the building to be insulated? If so, please specify the R value or provide a thickness for roof and wall insulation. If the building is to be insulated, does the Government want metal liner panels installed to protect the exposed insulation along the walls?

Yes, temporary fence/barricades will be required. No, screening fabric not required for temporary fence.

17. If a new slab on grade foundation system design is required, please clarify if the successful Contractor is responsible for providing this design by a professional engineer licensed in the state of North Carolina?

Yes the foundation design shall be by a licensed PE not necessarily from North Carolina.

18. What will be the required review/approval period by the Government for submittals (i.e. 14 days, 30 days, etc.)?

14 days

19. Upon review of the required duration of 45 days, we agree that the building can be erected within 45 days after delivery of the building. Based on discussions with several Metal Building Manufacturers, the delivery time for a new building is approximately 8 weeks from receipt of approved shop drawings. With this lead time, it appears the 45 day duration required by the solicitation cannot be met if it includes the preparation, submission, and approval of shop drawings and the manufacturer’s delivery time.

The contract performance period will be changed from 45 days to 180 days.

20. Will the successful Contractor be required to utilize the USACE Quality Control System software?

No

21. Please provide the applicable Davis Bacon / Department of Labor Wage Decision for this solicitation.

The Appropriate DB decision of NC22 will be addressed and posted in an amendment to the solicitation.

22. Is the existing building that is to be demolished on foundations and / or a concrete slab? If so, will these need to be removed also?

The existing building shall be removed. The contractor shall determine if the existing foundation is adequate for the new building requirements. No as‐builts are available.

23. Since this project is technically a design / build, to what extent will plans and specifications be required?

Building shop drawings, electrical line diagram, and a foundation design, that either confirms adequacy of the existing foundation or a new foundation.

24. Are there any soil borings for this location for us to base our foundation design on? If not, what bearing capacity should we assume?

No Soil Borings are available. The Contractor shall assume the bearing capacity in his proposal.

PEMB personnel door kit is acceptable.

54. The solicitation indicates that a “sectional” door is required which will require tracks for the sections to pass through when raised. This will limit available clearance inside the building. An overhead “coiling” door would typically be specified for this application. Will an overhead coiling door be acceptable? See below sketch depicting the differences between door types.

Overhead coiling door is acceptable.

61. An amendment came out on July 12 on FBO for this project. On FBO it is listed as Amendment 2. On the actual SF30 form it is listed as Amendment 0001 and dated July 6. Amendment 0002 came out on July 11.

Please clarify the number of amendments and their effective dates for this project. I have: Amd 0001 July 6, Amd 0002 July 11, Amd 0003 July 12.

Due to a glitch in the interface that we, as government personnel, must use to access fbo.gov, the first amendment never uploaded to the site when the announcement was placed on July 6. Therefore it was necessary to repost it on July 12 with the attachment. The problem with that is the fact that it will not let you title the attachment on the site as you wish. Pay attention to the numbered, attached SF30’s themselves, which are 0001 and 0002. As of July 12 at COB there were a total of only 2 amendments.

62. In amendment 0002 it was basically stated that the intent was for the existing foundations and slab to remain and for the new structure to be placed on these once the old building is removed. It was also stated that it was the contractors responsibility to determine if the existing foundation is adequate for the new building requirements. It was stated that there are no as-builts for the existing foundations. There is no way for us to determine prior to bid time if the existing foundations are adequate and puts all the bidders in a quandary as to how to bid the job. It would put everyone on a fair playing field if the bid schedule would reflect a base bid assuming using existing and then an add option if new foundations and slab are required

It is the government’s position that the existing foundations and slab are structurally sound. The contractor is responsible for determining that they are adequate to support their structure as per the Scope of Work.
