About this file

This is a Sources Sought document for market research purposes issued by the U.S. Army Corps of Engineers (USACE), Los Angeles District, for the F-47 Bed-down Program at Nellis Air Force Base, Nevada (Solicitation Number W912PL26S0004). The Government is identifying prime contractors interested in competing for a Prequalified Sources List (PQSL) to support future construction solicitations. The anticipated three-phase program will occur during Fiscal Years 2026-2033, with contract values ranging from $10 million to $500 million. Phase I includes airfield apron and roadway construction, utility upgrades, aircraft parking and maintenance facilities, a maintenance hangar, squadron operations facility, flight simulator facility, and avionics laboratory. Phase II encompasses a fuel cell facility, low-observable corrosion control facility and wash rack, consolidated maintenance facility, maintenance training facility, fuel station, and weapons storage facility. Phase III involves constructing a 240-personnel dormitory. Anticipated contract types are Design-Build (DB) and Design-Bid-Build (DBB), with funding through Military Construction (MILCON) and Facility Sustainment and Modernization (FSRM) programs.

Interested prime contractors must complete an attached market research survey and may submit a statement of capabilities. Selection for the PQSL will be based on bonding capacity, specialized experience, and past performance. A Project Labor Agreement (PLA) may apply based on preliminary evaluation of criteria for large-scale construction projects exceeding $35 million within Clark County, Nevada. All construction contracts require compliance with EM 385-1-1 Safety and Occupational Health Requirements. The Government plans to host an Industry Day in the vicinity of Nellis AFB with details to be provided later. This announcement is for market research and planning purposes only and does not constitute a solicitation or commitment to establish a PQSL or award a contract. No reimbursement will be provided for response costs, and firms failing to provide all requested information may not be considered.
