About this file

This is a Sources Sought announcement for the F-47 Bed-down Program, a multi-phase military construction project at Nellis Air Force Base, Nevada, issued by the U.S. Army Corps of Engineers Los Angeles District (Solicitation Number W912PL26S0004). The Government is conducting market research to identify prime contractors interested in competing for a Prequalified Sources List (PQSL) under DFARS 236.272. The project is structured in three phases spanning fiscal years 2026–2033, with estimated contract values between $50 million and $500 million. Phase I encompasses airfield apron construction, grading, drainage, jet blast deflector installation, water storage and pump stations, communication nodes, roadway construction, utility upgrades, aircraft parking and maintenance facilities, flight simulator facilities, and avionics laboratories. Phase II includes a fuel cell facility, low-observable corrosion control facility and wash rack, consolidated and training maintenance facilities, fuel station, and weapons storage facility. Phase III covers R-11 fuel stand expansion, satellite dining facility, DFAC storage facility, and 240-personnel dormitory. The Government anticipates using Design-Build and Design-Bid-Build contract types, with funding through Military Construction (MILCON) and Facility Sustainment and Modernization (FSRM) appropriations.

Interested prime contractors must complete an attached market research survey and may submit a statement of capabilities. Selection for the PQSL will be based on bonding capacity, specialized experience, and past performance. The Government is evaluating whether a Project Labor Agreement (PLA) may apply under Executive Order 14063, as the project may exceed $35 million within Clark County, Nevada. All construction work must comply with EM 385-1-1 Safety and Occupational Health Requirements. The announcement emphasizes that this is market research only and does not constitute a solicitation or commitment to establish a PQSL or award a contract. An Industry Day is planned for the vicinity of Nellis Air Force Base, with additional details to follow.
