Lower Norco Bluffs Toe Protection, Riverside County, CA

The project consists of an earth fill placed against the existing bluffs, approximately 7,330 feet in length, revetted with riprap slope protection and a launchable stone toe blanket. The project will tie into existing high ground at the upstream and downstream project extents. The embankment fill will raise the grade between 12 and 25 feet above existing grade to provide protection up to a 100-year flow event water surface elevation (WSE).

Total Period of Performance is 1095 Calendar Days. Completion of Bid Item’s 0001 through 0050, 0052 through 0055 and 1001 through 1002 shall be within the first 730 Calendar Days. Completion of Bid Item 0051 Landscape Establishment will be 365 Calendar Days and be completed prior to the end of the Total Period of Performance period.

The Estimate cost range for this procurement is $25,000,000 - $100,000,000

This procurement is a 100% total Small Business Set Aside. The NAICS Code is 237990 "Other Heavy and Civil Engineering Construction. The size Standard is $39,500,000.00.

VIRTUAL BID OPENING PROCEDURES AND INSTRUCTIONS FOR BIDDER’S PARTICIPATON

The electronic bids for this project are due on 16 June 2021 at 1:00 PM Local time.

In order to allow the bid opening officer sufficient time to download the bids after bids are due, the virtual bid opening will be held at 3:00 PM local time on 16 June 2021.

At the bid opening teleconference, bids and the Independent Government Estimate will be read aloud, just as in a traditional bid opening.

Following the bid opening a copy of the bid abstract and any bid can be made available for public inspection by interested persons by emailing a copy of the abstract and requested bids to those who participated in the virtual bid opening. In addition, in accordance with established practices, the Abstract of Bids will be available at beta.sam.gov for all interested parties.

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 1095** calendar Days from the notice to proceed. The time stated for completion shall include final cleanup of the premises.

*The Contracting Officer shall specify either a number of days after the date the contractor receives the notice to proceed, or a calendar date.

** Total Period of Performance is 1095 Calendar Days. Completion of Bid Item’s 0001 through 0050, 0052 through 0055 and 1001 through 1002 will be within the first 730 Calendar Days. Completion of Bid Item 0051 Landscape Establishment will be 365 Calendar Days and be completed prior to the end of the Total Period of Performance period.

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $2,405 for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

52.211-13 TIME EXTENSIONS (SEP 2000)

Time extensions for contract changes will depend upon the extent, if any, by which the changes cause delay in the completion of the various elements of construction. The change order granting the time extension may provide that the contract completion date will be extended only for those specific elements related to the changed work and that the remaining contract completion dates for all other portions of the work will not be altered. The change order also may provide an equitable readjustment of liquidated damages under the new completion schedule.

52.236-2 DIFFERING SITE CONDITIONS (APR 1984)

(a) The Contractor shall promptly, and before the conditions are disturbed, give a written notice to the Contracting Officer of

(1) subsurface or latent physical conditions at the site which differ materially from those indicated in this contract, or

(2) unknown physical conditions at the site, of an unusual nature, which differ materially from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract.
