CONSTRUCT ANALYTICAL LAB, AFRL, BUILDING 8523, EDWARDS AFB, CA
The basic scope entails but is not limited to the following: Construct new 7,144 square foot analytical modular lab within AFRL building 8523 (floor plan to come with solicitation). Work shall include interior fit out of plumbing, HVAC, electrical, fire suppression/fire notification, 9 exhaust hoods, installation of walls and ceilings, and associated infrastructure and connections. Construct exterior propane fuel tank and fuel lines as well. This project is design-bid-build.
This acquisition is a 100% Small Business Concern Set-Aside,refer to Contract Clause No. FAR 52.219-6 in Section 00 21 13 of the solicitation. Bids are solicited only from small business concerns. Bids received from concerns that are not small business concerns shall be considered non-responsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.
The magnitude of construction is between $5,000,000.00 and $10,000,000.00.
Bidders are advised that this project may be delayed, canceled or revised at any time during the solicitation, evaluation, selection and/or final award process.

All existing building materials that are not unpainted metal, glass, plastic or wood are presumed to contain ACM. Below is information based on sampling that has been done thus far.
Asbestos has been identified in the black floor tile mastic – 1 of 4 samples is asbestos.
Walls samples (9) are all negative. Floor tile and linoleum samples are negative (with limited sampling). Drop ceiling tiles are negative. Roof has a newer roof that is un-sampled and any old roof beneath may need sampling/inspection. Again – floor tile mastic (black) has asbestos identified in one sample.
It is a metal sided building. Tested/inspected in 2019, no suspect asbestos observed or identified.

*The proponent/contractors shall accomplish a survey and an abatement plan, if needed. Prior to any renovation, any loose, peeling, or flaking lead-based paint must be removed. All painted/coated surfaces are considered to contain lead until proven otherwise. Paint will be removed if paint is chipping/flaking or where intact with the surface, paint will be encapsulated. Lead remediation will/may occur in areas affected by renovation; all applicable federal, state and local rules and regulations, to include Edwards AFB lead/asbestos specifications, shall apply. For any contractor lead/asbestos inspection; Inspections and associated report(s) shall be in accordance with applicable federal, state and local rules, regulations and guidance.
Local rules include but is not limited to the EAFB Asbestos Operating Plan (AOP) which provides details on inspections and reports. EAFB does have some asbestos / lead sample records. Prior to any inspection(s), the contractor shall obtain these records and consult with EAFB Asbestos Office personnel regarding site conditions and EAFB requirements. Below is information based on sampling that has been done thus far.
5 samples (1 from a floor and 4 from vessels/equipment), 2 from equipment have lead at 0.120% by weight, the others are below the reportable limit (BRL).
Depending on what will be disturbed, additional sampling may be required. 2019 exterior wall samples are mostly BRL, with one of three samples detecting low lead in exterior wall coating at 0.014% by weight.

Solvent related plumes are located 50 feet north of the building. The nearest monitoring well is located approximately 400 feet to the south along with two other wells farther south. The contractor must exercise caution not to damage these and other groundwater monitoring wells in the area. Contaminated groundwater not anticipated to be encountered based on planned depth of excavation. (See ERP Map) The site is projected to be remediated and/or closed out on (date), prior to commencement of construction activities.
The nature of the site contamination does not preclude the type of construction activity proposed.

Fugitive dust emissions will be generated by construction/renovation activities. However, fugitive dust emissions are not likely to exceed the NAAQS or CAAQS. Standard practices for construction, including dust suppression; ensuring any internal combustion engines subject to NESHAP that will be used are permitted by Eastern Kern Air Pollution Control District (EKAPCD); all debris will be covered during transport; and compliance with all applicable EKAPCD rules and regulations will reduce impacts to air quality.

Air Force Flight Test Center Form 5852 ensures compliance with required hazardous materials handling protocols, and should remove significant impacts caused by industrial wastewater to the WWTPs.
