Single Award Task Order Contract (SATOC), National Reconnaissance Office (NRO), Office of Space Launch, Vandenberg AFB, California

This solicitation will be provided to potential sources who are requested to retain it for continued and repetitive use. A specific Request for Proposal will be issued for each new task order and will reference this current solicitation. This solicitation is for use in the Los Angels District, specifically at Vandenberg AFB, CA.

The contract is written for a duration of thirty-six (36) months or a maximum not-to-exceed contract value of $25,000,000.00, whichever occurs first.

This work is primarily for, but not limited to, Specialty trade construction. To include Mechanical, HVAC, Siding and Louvers, Roofing, Electrical, H/C Water Distribution as well as related construction activities of existing facilities. The SEED project has an estimated cost range of $1,000,000.00 - $5,000,000.00.

This is an 8(a) competitive procurement. Competition is limited to 8(a) firms with a bona fide place of business in the SBA Los Angels District Office Service area.

This project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.

• Acknowledgment that the offeror is registered in the System for Award Management (SAM) database, as required by FAR Clause No. 52.204-7, System for Award Management and DFARS 252.204-7004, Alternate A, System for Award Management.

Tab A- shall contain a complete Standard Form 1442, “Solicitation, Offer and Award” including the Certification Section 00 01 05. The SF 1442 and the Certification shall be completed by the offeror and duly executed with an original signature by an official authorized to bind the company in accordance with the instructions at FAR 4.102.

Tab B – Acknowledgement of any and all amendments to the solicitation in accordance with the instructions of Standard Form 30 Amendment.

Tab D – Bonding Capacity – Demonstrate bonding capacity for providing services for this project.

This information shall be in the format of a letter of current bonding capacity from a bonding company.

Offerors submitting a proposal shall demonstrate capability to bond a single project in an amount equal or greater than $4,000,000.00, and a total of $8,000,000.00 since there is a possibility of multiple task orders being issued at the same time. If the offeror cannot demonstrate sufficient bonding capacity, further consideration of the proposal will be terminated and the offer will be rejected.

Tab E – Price Proposal – Section 00 10 00, Solicitation, Contract Line Item Number (CLIN) Schedule. The complete Solicitation, Contract Line Item Number (CLIN) Schedule with the Offeror’s proposed contract line item prices inserted in the appropriate spaces. Prices must be proposed for all contract line items and prices sub-line items, if any. Unit prices are to be extended to the actual “dollar and cents” amounts (i.e., to two decimal places). Do not round off to the nearest dollar. Check your pricing submissions very carefully for mathematical and clerical errors prior to submission.

Tab G – (1) Submit a signed statement on the Offeror’s letterhead regarding the status of organizational conflict of interest disclosure; Organization Conflicts of Interest (OCI) Disclosure: The contractor shall provide a disclosure statement with its proposal which concisely describes all the relevant facts concerning past or present organization conflicts of interest relating to work on this project. In the same statement, and if applicable, the contractor shall provide information to assure the Government that the conflicts of interest have been mitigated and/or neutralized to the maximum extent possible. If a conflict of interest is discovered after award of this contract, the Contracting Officer will make a decisions whether to terminate the contract.

much of the time however there will be temporary switching and load transfers required of MCC B necessary to support the Electrical project. This project will need to accommodate perturbations at no added contract cost. Offerors are directed toward FAR Clause 52.236-8 – “Other Contracts) (Apr 1984)”

The launch window of L-47 is between December 13th, 2017 and February 1st, 2018 with the launch of L-47 potentially occurring at any point between those dates. Demolition and construction activities cannot begin until 2 weeks after the launch of L-47. All materials and equipment for this project must be onsite to support the installation schedule before demolition may proceed. The required contract completion date is September 1st, 2018, with an added interim required beneficial occupancy date of May 1st, 2018 for all High Bay (interior and exterior) and East End work. Work in the West End (including mezzanine mechanical) must completed by September 1st, 2018. High bay floor space and access will be restricted from May 1st to August 1st, 2018.

The expected sequence of work is to complete all work associated with removal and replacement of the Chillers and all work associated with Air Handler 28 before Air Handler 29 will be taken offline (keeping some airflow in the East End at all times between Air Handler 28 and 29), and the High Bay Ductwork modifications. It is expected multiple crews will work parallel areas at the same time to compress schedule if required.

The contract completion date for this work will be September 1st, 2018 in order to accommodate NRO mission requirements. Notice to proceed will be issued no later than October 16th, 2017 in order to accommodate submittal approval, ordering of long lead items and the staging of equipment. Demolition and construction activities will be constrained to the requirements stated in the paragraphs above.

Evaluation Criteria:

Offeror shall address how they will have reasonable amount of flexibility in their schedule to adapt to changing customer mission requirements for each task order awarded throughout the life of the SATOC.

Offeror shall provide a schedule showing all activities and work elements of the seed project, and the critical path to completing this project by 1 July 2018. Offeror shall also address in their narrative and in their schedule how they will schedule and stage work around the launch of L47 with an understanding that work cannot begin until this event has occurred. Narrative will also explain the offerors understanding of the Vandenberg Air Force Base, entrance and exit procedures and vehicles inspection procedures and how this can impact a construction schedule.

VOLUME II, FACTOR 4 – Key Personnel / Key Subcontractors

Submission Requirements:

This factor does not have a page count limit. (Limit 2 pages per Corporate Resume/Resume)

Offeror will submit a Prime Contractor Corporate Resume, and corporate resume for any proposed Key Subcontractors that will be instrumental in performance of the contract. (i.e. Mechanical, Electrical, Plumbing, Roofing)
