Instructions for items other than those that are self-explanatory, are as follows:

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

1.0 Scope
The scope of this project is to provide all labor, materials and equipment to remove, replace and add HVAC Equipment and other items in Building 3000 as shown on Attachments A, B, and C; the more stringent or both requirements shall govern.
1.1 Purpose
The purpose of this project is to remove and replace aging/end of life HVAC equipment.
1.2 History and Background
1.2.1 History
Building 3000 was originally constructed in the early 1980s in support of the Shuttle Program. Much of the equipment is original to the building. The function of the building has changed since it was built and much of the equipment and piping does not adequately support the current use or is at end of useful life. Also, several areas require redundant cooling to support current Program requirements.
1.2.2 Background
An investigation of the state of the existing equipment and piping in Building 3000 was conducted. The findings indicated equipment that had exceeded its useful life, was energy inefficient, would not meet new AQMD requirements and was not properly sized for the current usage of the building.
A design package, including drawings and specifications, was prepared in 2014 (Attachments B and C) and will be used to accomplish the work.
1.3 Authorization
This project has been approved by the Office of Space Launch (OSL) Chief of Facilities and Infrastructure for execution in FY15.

2.0 Project Requirements
2.1 Specific Requirements
Dimensions and quantities given are approximate. The Contractor shall take his own measurements and is solely responsible for determining the quantities of materials required to accomplish the work.
PLSSS maintains a current list of areas tested for asbestos – See Attachment D. This list is not comprehensive. The Contractor shall account for the testing of any material which is suspected of containing asbestos even if not identified on the current testing list. Asbestos containing materials shall be abated in accordance with VAFB regulations and requirements. Asbestos containing materials shall be disposed of off VAFB as required by local, state and federal regulation. Costs for testing and abating this material are to be incorporated into the bid proposal.
Lead containing paint is also present in the building. PLSSS maintains a current list of tested areas - See Attachment E. This list is not comprehensive. The Contractor shall be account for the testing of any paint which is suspected of containing lead prior to disturbing it, even if not identified on the current testing list. Lead containing paint shall be treated in accordance with VAFB regulations and requirements. Costs for testing and abating this material are to be incorporated into the bid proposal.
Equipment placed inside specific rooms in Building 3000 have security requirements. Equipment shall not be provided with Wi-Fi or Bluetooth technology.
Equipment shall not be provided that include these technologies. If equipment cannot be obtained without these technologies, then the manufacturer shall disable these technologies prior to shipment. The Contractor shall obtained written confirmation from the manufacturer that these technologies are not included or have been disabled. The Contractor shall submit this confirmation to the Government for review by the Government’s security team.
Products of specific manufacturers listed in this document and any attachments are the basis of this design. Equal products of other manufacturers may be submitted to the Government for review. The proposed equal products shall be submitted to the Government along with the Contractor’s proposal. The Government shall make the final determination of the equivalency of any Contractor proposed alternate products or manufacturers prior to contract or task order award.
2.1.1 Building 3000
Execute the work shown on Attachments B and C.
2.1.2 Existing DDC System
The existing DDC system is by Automated Logic Corporation (ALC). The Contractor is required to provide all devices and programming necessary to incorporate and seamlessly integrate the new equipment into the existing system.
2.1.3 Existing Fire Alarm and Mass Notification System (FAMNS)
The existing Fire Alarm and Mass Notification System (FAMNS) is Notifier by Honeywell. The Contractor is required to provide all devices and programming necessary to incorporate and seamlessly integrate the new equipment into the existing system.
2.2 Implementation
These project requirements do not represent 100% of the information required to complete this project. The most current available facility configuration documentation is maintained by PLSSS. The contractor shall review any existing drawings and conduct a comprehensive site visit to determine existing conditions.
The site visit shall be coordinated with the Facility Manager. The contractor shall apply good engineering practices to prepare detailed shop drawings, related calculations and specifications suitable to perform the modifications required to meet the requirements. All shop drawings, related calculations and specifications shall be provided to the NROV for review and approval.
2.3 Constraints
There will be a “sister” project replacement of Electrical Main Switch Board / Generator / ATS ongoing at the same time (winter/spring 2018) and in close proximity to this HVAC Replacement/Repair project. Both projects will require each contractor to perform an amount of integration to manage potential over lapping schedules and demands on the site. It is planned that Motor Control Center B will be available to the HVAC contractor much of the time however there will be temporary switching and load transfers required of Motor Control Center B necessary to support the Electrical project. Additionally, the existing 60 ton high bay crane can be made available to the contractor, with approved scheduling and lift plans not interfering with ongoing operations.
2.4 Security Escorts
The Government shall provide the required number of TS/SCI cleared escorts for all work inside SCIF boundaries of Building 3000. The Contractor shall supply Secret cleared escorts for all work outside of Building 3000 SCIF boundaries but inside the fence line. See attached Vandenberg Specific Requirements document. It is expected that all work for this task will be considered a construction area requiring Secret level cleared escorts.
3.0 Schedule & Period of Performance
3.1 Schedule & Work Sequence
Building 3000 is an operational facility. This work has been scheduled during a lull period of activity, however B3000 is still operationally active and requires coordinated and approved scheduling to support construction activities as well as day to day operations.
The launch window of L-47 is between December 13th, 2017 and February 1st, 2018 with the launch of L-47 potentially occurring at any point between those dates.
Demolition and construction activities cannot begin until 2 weeks after the launch of L-47. All materials and equipment for this project must be onsite to support the installation schedule before demolition may proceed. The required contract completion date is September 1st, 2018, with an added interim required beneficial occupancy date of May 1st, 2018 for all High Bay (interior and exterior) and East End work. Work in the West End (including mezzanine mechanical) must completed by September 1st, 2018. High bay floor space and access will be restricted from May 1st to August 1st, 2018.
The expected sequence of work is to complete all work associated with removal and replacement of the Chillers and all work associated with Air Handler 28 before Air Handler 29 will be taken offline (keeping some airflow in the East End at all times between Air Handler 28 and 29), and the High Bay Ductwork modifications. It is expected multiple crews will work parallel areas at the same time to compress schedule if required.
3.2 Period of Performance
The contract completion date for this work will be September 1st, 2018 in order to accommodate NRO mission requirements. Notice to proceed will be issued no later than October 16th, 2017 in order to accommodate submittal approval, ordering of long lead items and the staging of equipment. Demolition and construction activities will be constrained to the requirements stated in section 3.1.
4.0 Warranty Work
During the Contractor’s warranty period, the Contractor shall be responsible for coordinating responses to requests from the Government for all warranty service.
The Contractor shall be responsible for providing the appropriate cleared level of security escorts during warranty calls.
