SATOC - B3000 HVAC

CONTROL NUMBER
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: The responsible contracting agency is the U.S. Army Corps of Engineers (USACE), Los Angeles District Contracting, 915 Wilshire Blvd., Los Angeles, California, 90017.
2. Description of Action: This will be a Request for Proposal (RFP) in support of Building 3000, Vandenberg AFB, CA (VAFB). The requirements for the removal and replacement of the HVAC system will include the installation of a new Direct Digital Control (DDC) System utilizing Automatic Logic Corporation (ALC). If approved the DDC system will be awarded using SRM funding.
3. Description of supplies and Services: The ALC/DDC prescribed for this project (B3000 HVAC) is one of eight buildings converted to campus wide controller application of the NRO/VAFB central server operated ALC system. The HVAC removal and replacement will have to use this same service to maintain compatibility of communication with the other buildings already using this system. The ALC/DDC system singularly supports individual facilities and reports to a campus wide single server system architecture with integrated control and graphics across the entire campus. No other system like ALC is in existence in the NRO VAFB DDC campus control architecture. ALC was chosen years ago by NRO/VAFB as a solution for the structure of campus wide DDC architecture. This unique system supports NRO mission where other DDC systems cannot. ALC was selected for its open architecture for user configuration capability in addition to its access structure for building information and control. The DDC system by ALC is part of an integrated network established being used at National Reconnaissance Office (NRO) facilities at Vandenberg that currently have DDC system. This integrated network allows monitoring and controlling of critical and non-critical HVAC systems that support the NRO mission. The HVAC/DDC system supports operations critical to mission success of Department of Defense payload access to space. In addition, spare parts are maintained by the NRO sustainment contractor and a different system will significantly increase the level of critical spares required as well as the need for additional training and system familiarity by technicians and engineering staff. 4. Authority Cited: The statutory authority for this is 10 U.S.C. 2304 (C) (1) as implemented by FAR 6.302-1(C) and 11.105. Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason of Authority Cited: No other system integrates with the DDC systems to control the HVAC. ALC is already part of the integral network. No other system like ALC is in existence in the NRO VAFB DDC campus control architecture. ALC was chosen years ago by NRO/VAFB as a solution for the structure of campus wide DDC architecture. This unique system supports NRO mission where other DDC do not. ALC was selected for its open architecture for user configuration capability in addition to its access structure for building information and control.
6. Efforts to Obtain Competition: This J&A is going to be posted on fbo.gov. Purpose is to provide general public with government intent to brand name which provides opportunities for contractors to submit information on alternative proposal demonstrating that their product can also meet the requirement.
7. Actions to Increase Competition: None
8. Market Research: On 19 August 2016, the Los Angeles District, Corps of Engineers issues a sources sought notice on www.fbo.gov. Subject notice was opened for industry response with a no later than response date of 6 September 2016. The North American Industrial Classification System (NAICS) code used for this procurement was 238XXX – Specialty Trade Contracts. The purpose of this sources sought notice is to gain knowledge of interest, capabilities, and qualifications of potential firms.
Based on the sources sought notice, eight (8) of the forty-one (41) interested vendors met all requirements with no concern to their capability. Of the vendors who met the requirements, all are 8(a) firms. Based on the analysis, and historical data, there is enough 8(a) firms with NAICS code 238XXX (Specialty Trade Contracts) interested in this project. Therefore, this project was recommended for 8(a) set-aside.
9. Interested Sources: Our intent is to evaluate any proposal received to determine if their product may meet the requirement of a DDC System that supports individual facility and reports to a campus wide single server system architecture with integrated controls and graphics across the entire campus, a DOD and NRO/HQ requirement for energy management.
10. Other Facts: Spare parts are maintained by the NRO sustainment Contractor and a different system will significantly increase the level of critical spares required as well as the need for additional training and system familiarity by technicians and engineering staff.
11. Technical Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
12. Requirements Certification: I certify that the above described items for the DDC are necessary to meet the Government’s minimum needs for oject.
13. Fair and Reasonable Cost Determination:: I hereby determine that the anticipated cost or price to the Government for the procurement of DDC components will be fair and reasonable

Based on the foregoing justification, I hereby approve the sole source procurement of Automated Logic Control Direct Digital Center system components as Brand Name items specified in RFP Design package, provided the services described have otherwise been authorized for acquisition. No other supplies or services will satisfy the agency requirements in accordance with FAR 6.302-1 (C) and 11.105.
