Appendix B Data Quality Evaluation Reports

APPENDIX B

CH2M HILL Oaks Arm Sediment Investigation Data Quality Summary, Sulphur Bank Mercury Mine

B.1 Introduction The objective of this data quality summary (DQS) is to assess the data quality of analytical results for sediment samples collected from October 16, 2007, through October 25, 2007, for the Sulphur Bank Mercury Mine Oaks Arm sediment investigation (2007 investigation).

Sediment and water samples were collected and analyzed to fill data gaps identified after the September 2005 mine waste and pore water investigation (CH2M HILL, 2007).

This DQS presents the results of the quality assurance/quality control activities prescribed in the Quality Assurance Project Plan for Sulphur Bank Mercury Mine Superfund Site (QAPP) (CH2M HILL, 2005a). The QAPP presents specific policies, organization, functions, and quality assurance/quality control activities associated with the analytical data generation and assessment that were designed to achieve data quality objectives (DQO) for the Oaks Arm sediment investigation. The QAPP provides a comprehensive guidance for obtaining analytical data of known quality.

The U.S. Environmental Protection Agency (EPA) performed validation of the chemical data from Chemtech Consulting Group in Mountainside, New Jersey. ICF Consulting/ Laboratory Data Consultants (ICF) in Richmond Virginia, performed validation of the data from Brooks Rand, LLC in Seattle, Washington, and Columbia Analytical Services in Kelso, Washington. CH2M HILL performed a combination Tier 1B and Tier 3 review of the data from the EPA Region 9 Laboratory located in Richmond, California, as required by the QAPP. All validation flags and final results were entered into the project database by

CH2M HILL.

Physical analyses using American Society for Testing and Materials methods were performed on sediment samples by Vector Engineering in Grass Valley, California. These geotechnical data were not provided in electronic form and were not validated. No review of the physical data is provided in this DQS.

This DQS is a general data quality assessment designed to summarize data issues resulting from the CH2M HILL validation review of the EPA Region 9 Laboratory data. The following sections present the findings of CH2M HILL’s validation. Detailed results of EPA and ICF validations are presented in Attachment B1.

Because the maximum mercury concentrations in sediment from the September 2005 mine waste and pore water investigation (CH2M HILL, 2006) were significantly higher than the maximum mercury concentrations from the 2007 investigation (even for similar sampling locations, as discussed in Appendix B, Attachment B1 of the 2007 investigation report

RDD/081220007 (CLR3896.DOC) B-1

APPENDIX B 0BCH2M HILL OAKS ARM SEDIMENT INVESTIGATION DATA QUALITY SUMMARY, SULPHUR BANK MERCURY MINE

[CH2M HILL, 2008]), further review of this mercury data was performed. The review is included in Attachment B2.

B.2 Analytical Data Eighty native environmental sediment samples, 11 field duplicate (FD) sediment samples, and 2 native environmental surface water samples were collected for analysis by the EPA Region 9 Laboratory. The samples were divided into six sample delivery groups (SDG) by the laboratory. Eight methods were used to analyze the environmental samples. Samples were collected and shipped by overnight carrier or courier to the laboratory for analysis.

Selected samples were analyzed for one or more of the following analytes/methods:

• Total dissolved solids using Method EPA160.1

• Total suspended solids using Method EPA160.2

• Anions using Method E300

• Ammonia using Method E350.1

• Total Kjeldahl nitrogen using Method E351.2

• Total organic carbon (TOC) using Method E415.3 or E440.0

• Alkalinity using Method SM2320

Analytical performance was initially assessed on an SDG or analytical batch basis. The following tables summarize data validation reports by SDG and method. Several SDGs may be associated with the same laboratory quality control (QC) samples. The association of laboratory QC samples and normal environmental samples from the same analytical batches can be determined by the laboratory lot control number. Each data package was reviewed for the following:

• Chain-of-custody (CoC) documentation

• Holding-time compliance

• Required QC samples at the specified frequencies

• Method blanks

• Laboratory control samples

• Analytical spike data

• Matrix spike/matrix spike duplicate (MS/MSD) samples on a site/location basis

• Initial and continuing calibration information

• Other method-specific criteria defined by the QAPP

Field samples were also reviewed to ascertain field compliance and data quality issues. This included a review of equipment blanks and FDs.

Data flags were assigned in accordance with the QAPP, using the QC acceptance limits as defined therein. Data flags, and the reason for each flag were entered into an electronic database and are available to data users. A final validation flag was applied to data after evaluating all flags entered into the database and selecting the most conservative of the flags, as defined in the QAPP.

B-2 RDD/081220007 (CLR3896.DOC)

APPENDIX B 0BCH2M HILL OAKS ARM SEDIMENT INVESTIGATION DATA QUALITY SUMMARY, SULPHUR BANK MERCURY MINE

The data flags listed in the QAPP are defined as follows:

• J = Analyte was identified, but the quantitation is estimated.

• R = The data are unusable because of deficiencies in the ability to analyze the sample and meet QC criteria.

• U = Analyte was not detected.

• UJ = Analyte was analyzed for but not detected; the quantitation is estimated.

In addition, the following flags, which have no QC implications and are not listed in the QAPP, were used:

• Exclude = Data not used; more appropriate data exist for this analyte.

• None = A flag is not applied; this placeholder is for calculating QC criteria issues without flagging.

An assessment of data quality for the CH2M HILL-validated methods is summarized below.

The overall summaries of data validation findings are contained in Tables B-1 through B-10 (tables are located at the end of this appendix) and summarized in the method sections that follow. Both the method sections and the summary tables contain only the instances where QC criteria exceedances impact data qualification (resulting in a validation flag being added to the data).

The following list describes each table in this DQS.

• Table B-1: Overall Flagging Summary. This table presents the number of occurrences for each data validation reason by method.

• Table B-2: Results between the PQL and the MDL – Qualified Data. This table presents the results that are estimated, because the result is between the practical quantitation limit (PQL) and the method detection limit (MDL).

• Table B- 3: Holding Times – Qualified Data. This table presents data qualified for instances where the method holding time was exceeded.

• Table B-4: Matrix Spike Precision/Accuracy – Qualified Data. This table presents data that were qualified because MS/MSD criteria have been exceeded.

• Table B-5: Blank Contamination – Qualified Data. This table presents data qualified because of blank contamination.

• Table B-6: Field Duplicate Precision – Qualified Data. This table presents data qualified because the FD precision exceeded the sampling and analytical expectation defined in the QAPP. Analyte reproducibility may be subject to the site-specific variability of contaminants.

• Table B-7: Blank Spike - Qualified Data. This table presents data qualified because QAPP recovery criteria were exceeded.

APPENDIX B 0BCH2M HILL OAKS ARM SEDIMENT INVESTIGATION DATA QUALITY SUMMARY, SULPHUR BANK MERCURY MINE

• Table B-8: Site Completeness by Analyte - Qualified Data. This table presents the percent completeness by analyte, matrix, and method.

• Table B-9: Sample Summary by CoC – Data Summary. This table presents the sample identifications, sample dates and SDGs sorted by CoC number.

• Table B-10: Sample Chronology – Data Summary. This table presents the sample identifiers, methods, sampling dates, received dates, extraction dates and analysis dates, sorted by SDG number.

B.2.1 General Comments Low-level Detects Sample results for the MDL and the PQL have been flagged “J” and are presented in Table B-2. The qualified results represent values determined at levels where the true value of the measured chemical could not be quantified with a high degree of confidence. The data user should consider these qualified results as estimates when making project decisions. Data qualified for this reason are not discussed in this DQS.

Overall Assessment The number and severity of QC check or field procedure failures presented in the following sections is minimal. Out of approximately 123 normal and FD data points, no data points were rejected; 66 detected results (approximately 54 percent) and 6 non-detected results (approximately 4.9 percent) were qualified as estimated concentrations due to QC exceedances. No detected results were affected by laboratory or field blank contamination.

The majority of the data qualified as estimated concentrations was flagged for elevated sample temperatures upon receipt at the laboratory, and were not the result of EPA Region 9 Laboratory QC failures. These numbers and the overall completeness of 100 percent indicate that the completeness goals for the EPA Region 9 Laboratory data were met and that the quality of the analytical program and laboratory is sufficient to meet the project DQOs.

B.2.2 Method EPA300 (Anions) Holding Time The nitrate, nitrite, and ortho-phosphate holding times for samples SISW100701 and SISW100702 were exceeded by two days and the detected results were flagged “UJ.” These qualified results are shown in Table B-3.

Overall Method Assessment The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.

B-4 RDD/081220007 (CLR3896.DOC)

APPENDIX B 0BCH2M HILL OAKS ARM SEDIMENT INVESTIGATION DATA QUALITY SUMMARY, SULPHUR BANK MERCURY MINE

B.2.3 Method EPA351.2 (Total Kjeldahl nitrogen) Matrix Spike/Matrix Spike Duplicate One detected result associated with an MS recovery that exceeded the lower control limit and MS/MSD relative percent difference (RPD) exceedance was flagged “J-“ to indicate that this result is an estimated concentration and potentially biased low. The qualified results for the affected sample are presented in Table B-4.

Overall Method Assessment The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.

B.2.4 Method E440.0 (TOC) Temperature Fifty-eight samples were received at the laboratory at 8 degrees Celsius. All 58 results were flagged “J” as estimated concentrations. A summary of these qualified results is presented in Table B-5.

Field Duplicates The RPD criteria were exceeded in one FD pair. The native and FD results were flagged “J” and considered estimated concentrations. A summary of the affected samples is presented in Table B-6.

Blank Spikes Recovery of TOC from a laboratory blank spike sample was less than the lower control limit.

Twenty-three associated detected results were flagged “J” as estimated concentrations. A summary of the affected samples is presented in Table B-7.

Laboratory Duplicates Laboratory duplicate results for seven TOC samples exceeded the RPD control limit. Seven detected results were flagged “J” flagged as estimated concentrations. A summary of the qualified results for the affected samples is presented in Table B-4.

Overall Method Assessment The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.

B.2.5 Completeness Table B-8 provides a summary of the analytes, numbers of samples collected, and completeness calculations for the EPA Region 9 Laboratory data set. Completeness is the number of valid results (not flagged “R”) divided by the number of possible results from all normal and FD samples collected during the sampling event, independent of the reason for any rejected data. The EPA Region 9 Laboratory data set was 100 percent complete.

The final activity in the data quality evaluation is an assessment of whether the data meets the DQOs. The goal of this assessment is to demonstrate that a sufficient number of

RDD/081220007 (CLR3896.DOC) B-5

APPENDIX B 0BCH2M HILL OAKS ARM SEDIMENT INVESTIGATION DATA QUALITY SUMMARY, SULPHUR BANK MERCURY MINE representative samples were collected and the resulting analytical data can be used to support the decision-making process. Precision, accuracy, representativeness, completeness, and comparability are addressed in the QAPP. The following list summarizes the 2007 investigation data evaluation findings for the EPA Region 9 Laboratory data:

• The completeness objectives were met for all method/analyte combinations for the EPA Region 9 Laboratory data.

• Approximately 54 percent of the EPA Region 9 Laboratory data were qualified as estimated because of sample temperature exceedances during shipment, matrix effects, or laboratory QC exceedances.

• Approximately 4.9 percent of the EPA Region 9 Laboratory data were qualified because of holding-time exceedances.

• No EPA Region 9 Laboratory data were qualified because of blank contamination.

• The precision and accuracy of the EPA Region 9 Laboratory data, as measured by field and laboratory QC indicators, suggest that the QAPP goals have been met.

• The field crews and laboratories followed QAPP and project documents, thereby assuring representativeness and consistency with previous studies.

B.2.6 Quality Assurance Activities Evaluation of 100 percent of the EPA Region 9 Laboratory chemical data was performed by using the QAPP as a guide for data quality evaluation. No systematic protocol errors were identified by the QA procedures or during monitoring of the field and laboratory efforts.

B.3 Data Management Sulphur Bank Mercury Mine sampling activity logs and laboratory analytical data are maintained in a project database or in project files, where appropriate. Data were collected and stored in a manner consistent with the requirements outlined in the QAPP and the data management plan (CH2M HILL, 2005b). The data collected include but are not limited to the following:

• Field Data − Daily field progress reports − Field worksheets − Daily field notebooks − Sample collection logs − CoC forms

• Laboratory Data − Laboratory data packages grouped by SDG − Internal data evaluation reports for all data

Laboratory data were received in both hardcopy and in electronic, comma-delimited American Standard Code for Information Interchange (ASCII) format. The receipt of both data types was logged into the sample tracking program to determine completeness. All

data validation reports for the CH2M HILL-validated data are generated from the electronic database.

The data management system was designed to maintain the usability and integrity of the data through a series of procedures and QC checks that began at the field site and carried through to the generation of data for the user. These data included the chemical data and field operation information. The chemical data and the field data were entered in the relational database in accordance with the guidelines established in the QAPP and in the data management plan (CH2M HILL, 2005b).

The original hardcopy laboratory report and electronic data are stored in the project files and project local area network hard drive areas in the CH2M HILL office in Redding, California. The original field data forms are also stored in the CH2M HILL office in Redding, California. Laboratories are required to archive the analytical data as prescribed in the QAPP.
