APPENDIX A
CH2M HILL Data Quality Summary for Sulphur Bank Mercury Mine North Wetland Investigation, June 2005
A.1 Introduction The objective of this data quality summary (DQS) is to assess the quality of analytical results for sediment, soil, surface water, and tissue samples collected from June 27–30, 2005, for the Sulphur Bank Mercury Mine (SBMM) North Wetland investigation. Samples were collected and analyzed to establish a baseline of pre-remediation concentrations of constituents of concern in media within North Wetland.
This DQS summarizes the results of the quality assurance/quality control (QA/QC) activities prescribed in the Quality Assurance Project Plan for Sulphur Bank Mercury Mine Superfund Site (QAPP) (CH2M HILL, 2005). The QAPP presents specific policies, organization, functions and QA/QC activities associated with the analytical data generation and assessment that was designed to achieve data quality goals for this project. The QAPP provides comprehensive guidance for obtaining analytical data of known quality.
This report is intended as a general data quality assessment designed to summarize data issues.
A.2 Analytical Data The samples collected include 18 native environmental sediment samples and 2 sediment field duplicates (FD); 18 native environmental soil samples and 2 soil FDs; 18 native environmental surface water samples and 3 surface water FDs; and 11 native environmental tissue samples. The samples were divided into six sample delivery groups (SDG) by the laboratories. A total of 14 methods were used to analyze the environmental samples.
Analyses were performed by the U.S. Environmental Protection Agency (EPA) Region 9 Laboratory located in Richmond, California. Samples were collected and shipped by overnight courier to EPAR9 for analysis. Selected samples were analyzed for one or more of the following analytes and methods:

CH2M HILL DATA QUALITY SUMMARY FOR SULPHUR BANK MERCURY MINE
NORTH WETLAND INVESTIGATION, JUNE 2005
• Sulfide using Method E376.1
• Total organic carbon (TOC) using Method E415.1
• Alkalinity (carbonate, bicarbonate, hydroxide, and total)using Method SM2320
• Total metals using Method SW6010B
• Total mercury using Method SW7473
CH2M HILL performed a Tier 3 validation review. (The monomethyl mercury data for the North Wetland Investigation was validated by ICF Consulting/Laboratory Data Consultants (see Appendix B.) Analytical performance was initially assessed on an SDG or analytical batch basis. The tables included in this appendix summarize data validation reports by SDG and by analyses method. Several SDGs may be associated with the same laboratory QC samples. The association of laboratory QC samples and normal environ-mental samples from the same analytical batches can be determined by the laboratory lot control number. Each data package was reviewed for the following:
1. Chain-of-custody (CoC) documentation
2. Holding time compliance
3. Required QC samples at the specified frequencies
4. Method blanks
5. Laboratory control samples (LCS)
6. Analytical spike data
7. Matrix spike/matrix spike duplicate (MS/MSD) samples on a site/location basis
8. Initial and continuing calibration information
9. Other method-specific criteria defined in the QAPP
10. Field samples were also reviewed to ascertain field compliance and data quality issues, including equipment blanks and FDs
Data flags were assigned in accordance with the QAPP using the defined QC acceptance limits. Data flags and the reason for each flag are entered into an electronic database and made available to data users. A final flag was applied to the data after evaluating all flags entered into the database and selecting the most conservative of the validation flags, as defined by the QAPP.
The data flags are defined as follows:
• J = Analyte is present but the reported value may not be accurate or precise (estimated).
• R = Data are unusable because of deficiencies in the ability to analyze the sample and meet QC criteria.
• U = Analyte was not detected at the specified detection limit.
• UJ = Analyte was not detected and the specified detection limit may not be accurate or precise (estimated).
A-2 RDD\070950006 (CLR3540.DOC)
NORTH WETLAND INVESTIGATION, JUNE 2005
In addition, the following flags, which have no QC implications and are not listed in the QAPP, were used:
• Exclude = Data was not used in site assessment; more appropriate data exists for this analyte.
• None = A flag was not applied. This placeholder is for calculating QC criteria issues without flagging.
An assessment of data quality is summarized below for each analytical method. The overall summaries of the data validation findings are contained in tables (located at the end of this appendix) and summarized in the method sections that follow. Both the method sections and the summary tables contain only the instances where QC criteria exceedances affect data qualification, resulting in a validation flag being added to the data.
The following list provides a summary of the table’s contents:
• Table A-1, Overall Flagging Summary. Presents the number of occurrences for each data validation reason by method.
• Table A-2, Holding Times – Qualified Data. Presents data qualified for instances where the method holding time was exceeded.
• Table A-3, Results between the PQL and the MDL – Qualified Data. Presents results that are estimated because the results are between the practical quantitation limit (PQL) and the method detection limit (MDL).
• Table A-4, MDL Exceeds PQL – Qualified Data. Presents instances where the MDL was greater than the QAPP-specified PQL are presented.
• Table A-5, Calibration Criteria – Qualified Data. Presents data qualified because initial or continuing calibration criteria were exceeded.
• Table A-6, Blank Contamination – Qualified Data. Presents data qualified because of blank contamination.
• Table A-7, Field Duplicate Precision – Qualified Data. Presents data qualified because the FD precision exceeded the sampling and analytical expectation defined in the QAPP.
Analyte reproducibility might be subject to site-specific variability of contaminants.

A.3 General Comments A.3.1 Low-level Detects Sample results between the MDL and the PQL have been flagged “J” and are shown in Table A-3. These qualified results represent values determined at levels where the true value of the measured chemical could not be quantified with a high degree of confidence.
The laboratory method detection limit levels support the QAPP-specified PQLs. The data user may consider these qualified results as estimates when making project decisions. Data qualified for this reason are not presented below.
A.3.2 Overall Assessment The number and severity of QC check or field procedure failures was minimal considering the size of the dataset. All QAPP completeness goals were met. Out of approximately 2,400 normal and FD data points, two data points were rejected because of QC exceedances (approximately 0.08 percent); approximately 220 detected results (approximately
9.2 percent) and 12 non-detected results (approximately 0.5 percent) were qualified as estimated due to QC exceedances; and approximately 7 results were affected by laboratory or field blank contamination (approximately 0.29 percent). These numbers and the overall completeness of over 99 percent indicate that the completeness goals for the project were met and that the quality of the analytical program and laboratories was sufficient to meet the project quality objectives (DQO).
A.3.3 Method E160.2 (TSS) Holding Time The holding time for sample NW2CSW-0605 was exceeded by 1 day and the result was flagged “UJ.” This qualified result is shown in Table A-2.
Overall Method Assessment The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.
A-4 RDD\070950006 (CLR3540.DOC)
NORTH WETLAND INVESTIGATION, JUNE 2005
A.3.4 Method E200.7 (Total and Dissolved Metals) Matrix Spike/Matrix Spike Duplicate One detected water potassium result associated with an MS recovery that exceeded the upper control limit (UCL) was flagged “J” to indicate this result is an estimated concentration and potentially biased high. The result for the affected sample is presented in Table A-10.
Overall Method Assessment The effect of this QC exceedance on data usability is negligible. Overall, this analysis meets the DQOs of the project.
A.3.5 Method E200.8 (Total and Dissolved Metals) Blanks Aluminum and zinc were detected above the PQL in two equipment blanks. In the associated water samples, the detected concentrations were less than that of the blanks.
These results were flagged “U” and considered non-detected. A summary of the affected samples is presented in Table A-6.
Field Duplicates The dissolved barium and zinc results from one water FD pair exceeded the relative percent difference (RPD) criteria. The associated native and FD results were flagged “J” and considered estimated concentrations. A summary of the affected samples is presented in Table A-7.
Matrix Spike/Matrix Spike Duplicate One detected dissolved arsenic result associated with MS/MSD recoveries that exceeded the UCL was flagged “J” to indicate that this result is an estimated concentration and potentially biased high. The result for the affected sample is presented in Table A-10.
Overall Method Assessment The effect of these QC exceedances on data usability is negligible. Overall, this analysis meets the DQOs of the project.
A.3.6 Method E245.1 (Total and Dissolved Mercury) Discrepancy between Total and Dissolved Results The dissolved mercury result was greater than the total mercury result for water sample NW4CSW-0605. Both results were flagged “R” (rejected) for data use (2 of approximately 40;
approximately 5 percent). The result for the affected sample is presented in Table A-10.
Overall Method Assessment The discrepancy between the total and dissolved mercury results has a negligible effect on data completeness and site assessment. Overall, this analysis meets the DQOs of the project.
RDD\070950006 (CLR3540.DOC) A-5
NORTH WETLAND INVESTIGATION, JUNE 2005
A.3.7 Method E415.1 (TOC) Blanks TOC was detected above the PQL in a filter blank associated with four different water samples. In the associated samples, the detected concentrations were less than that of the blanks. These results were flagged “U” and considered non-detected. A summary of the affected samples is presented in Table A-6.
Overall Method Assessment The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.
A.3.8 Method SM2320 (Alkalinity) Holding Time The holding time for water sample NW2CSW-0605 was exceeded by one day and the results were flagged “UJ.” The result for the affected sample is presented in Table A-2.
Overall Method Assessment The effect of this QC exceedance is negligible on data usability. Overall, this analysis meets the DQOs of the project.
A.3.9 Method SW6010B (Total Metals) Matrix Spike/Matrix Spike Duplicate Matrix effects were demonstrated in four soil samples. Multiple analytes were recovered from MS and/or MSDs outside the control limits. Associated detected results were “J” flagged and non-detected results flagged “UJ” to indicate that these results are estimated concentrations and potentially biased. The affected samples are presented in Table A-10.
Overall Method Assessment The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.
A.3.10 Method SW7473 (Total Mercury) Calibration The mercury result for sample NW2CDE-0605 exceeded the linear calibration range and was flagged “J” as an estimated concentration. The affected sample is presented in Table A-5.
Matrix Spike / Matrix Spike Duplicate Matrix effects were demonstrated in three soil samples by MS and/or MSDs recoveries or RPDs outside the control limits. Associated detected results were flagged “J” to indicate that these results are estimated concentrations and potentially biased. The affected samples are presented in Table A-10.
Overall Method Assessment
A-6 RDD\070950006 (CLR3540.DOC)
NORTH WETLAND INVESTIGATION, JUNE 2005
The effect of these QC exceedances is negligible on data usability. Overall, this analysis meets the DQOs of the project.
A.3.11 Completeness Table A-11 provides a completeness summary that lists the analytes, the number of samples collected, and completeness calculations for this dataset. Completeness is the number of valid results (not flagged “R”) divided by the number of possible results from all normal and FD samples collected during the sampling event, independent of the reason for rejected data. One hundred percent completeness was attained for this dataset.
The final activity in the data quality evaluation is an assessment of whether the data meet the project DQOs. The goal of this assessment is to demonstrate that a sufficient number of representative samples were collected and the resulting analytical data can be used to support the decision-making process. The precision, accuracy, representativeness, completeness, and comparability (PARCC) are addressed in the QAPP. The following summary highlights the North Wetland data evaluation findings for the previously described events:
1. The completeness objectives were met for all method/analyte combinations.
2. Two data points were rejected for use because of a discrepancy between total and dissolved results.
3. Less than 1 percent of the data is qualified because of low-level blank contamination.
The frequency blank contamination is within reasonable method expectations.
4. The precision and accuracy of the data, as measured by field and laboratory QC indicators, suggest that the QAPP goals have been met.
5. The field crews and laboratories followed guidelines in the QAPP and project documents to assure representativeness and consistency with previous studies.
A.3.12 Quality Assurance Activities Evaluation of 100 percent of the chemical data was performed by using the QAPP as a guide for data quality evaluation. No systematic protocol errors were identified on the basis of the QA program or during the monitoring of the field and laboratory efforts.
A.4 Data Management SBMM sampling activity logs and laboratory analytical data are maintained in a project database and in project files, as appropriate. Data were collected and stored in a manner consistent with the requirements outlined in the QAPP. The data collected include but are not limited to the following:
• Field Data − Daily field progress reports − Field worksheets − Daily field notebooks
RDD\070950006 (CLR3540.DOC) A-7
NORTH WETLAND INVESTIGATION, JUNE 2005
A-8 RDD\070950006 (CLR3540.DOC)
− Sample collection logs − CoC forms
• Laboratory Data − Laboratory data packages grouped by SDG − Internal data evaluation reports for all data
Laboratory data were received in both hardcopy and in electronic, comma-delimited American Standard Code for Information Interchange (ASCII) format. The receipt of both data types was logged into the sample tracking program to determine completeness.
All data validation reports are generated from the electronic database. Final validation flags for global issues, such as matrix interference, are applied after the initial data validation.
These flags are also added to the electronic database and annotated as global flags.
The data management system was designed to maintain the usability and integrity of the data through a series of procedures and QC checks that began at the field site and carried through to generate user data. These data included both the chemical data and field opera-tions information. Chemical data and field information were recorded in a relational database in accordance with the guidelines established in the QAPP and in Environmental Data Management Procedures and Guidelines (CH2M HILL, 1992).
The original, hardcopy laboratory report and electronic data are stored in project files and project local area network server in the CH2M HILL office in Redding, California. The original field data forms are also stored in the CH2M HILL office in Redding, California.
Laboratories are required to archive the analytical data as outlined in the QAPP.
