1.3.1 Temporary Power and Lighting

The Contractor shall provide construction power facilities in accordance with the safety requirements of the National Electrical Code NFPA No. 70 and the U.S. Army Corps of Engineers Safety and Health Requirements Manual latest version of COE EM 385-1-1. The contractor shall utilize this latest version for all references throughout the contract. The latest version is dated September 2008 (yellow Book). The Contractor, or his delegated subcontractor, shall enforce all the safety requirements of electrical extensions for the work of all subcontractors. All work shall be accomplished by skilled electrical tradesmen in a workmanlike manner, as approved by the Contracting Officer. Prior to construction the Contractor shall submit a Temporary Electrical Layout Plan.

1.3.2 Construction Equipment

In addition to the requirements of COE EM 385-1-1, The U.S. Army Corps of Engineers Safety and Health Requirements Manual, all temporary wiring conductors installed for operation of construction tools and equipment shall be either Type TW or THW contained in metal raceways, or may be multiconductor cord. Temporary wiring shall be secured above the ground or floor in a workmanlike manner and shall not present an obstacle to persons or equipment. Open wiring may only be used outside of buildings, and then only in strict accordance with the provisions of the National Electrical Code.

1.3.3 Circuit Protection

In addition to the present requirements in COE EM 385-1-1 and the National Electrical Code, all 15 and 20-ampere receptacle outlets used for obtaining power during construction shall have ground fault circuit interrupters (GFCI) for personnel protection. Block and brick saws shall also be equipped with GFCI. The Contracting Officer may allow an exception to this requirement for circuits for concrete vibrators or circuits operating at other than 60 Hertz normal (in both cases an assured grounding program as described in the National Electrical Code, except utilizing the daily inspection frequency of the grounding means of such equipment, may be permitted). The assured grounding program will not be permitted as a substitute for usage of GFCI'S except as described above. All generator-powered 15- and 20-ampere, 60 Hertz receptacle outlets shall have GFCI'S, and shall be properly grounded. A testing means shall be provided which will impose a measured fault of 5 milliamperes, plus or minus 1 milliamperes, and result in tripping the GFCI unit.

1.4 UTILITIES

1.4.1 Cooperation with Utilities

Site reconnaissance and surveys to locate surface and overhead utilities including side drains, cable lines, and man-made structures were conducted in January and August 2009. There are overhead utility lines existed at Suey Crossing Bridge. These utilities are unlikely to impact the work.

Surface utilities include a PVC irrigation pipe which will be removed by others prior to construction and interior drainage pipes and boxes exist within the project limits and are shown on the contract drawings. No guarantee is made to the accuracy of the location shown on the drawings.

The Contractor shall determine for himself the exact location of all utilities. Should Contractor's operations result in damage to any utility

SECTION 01200 Page 4 the location of which has been brought to its attention, he shall assume full responsibility for such damage. There also exists the likelihood that other abandoned older and undocumented underground utility lines exist within the project area. Contractor shall contact Dig Alert (telephone number 800-227-2600) a minimum of two (2) working days before beginning any underground work.

The following phone numbers should put the Contractor in contact with the proper personnel should the contractor encounter unexpected under ground utilities:

City of Santa Maria Rodger Olds (805) 925-0951 X225 (primary contact) Shad Springer (805) 925-0951 X225

County of of Santa Barbara Flood Control District Jon Frye (805) 568-3444 (primary contact) Rick Tomasini (805) 681-5636 (seconday contact)

All under ground utilities located on along the levee landward side shall be protected in-place.

1.4.2 Existing 36" and 48" Dia. RCP's with Flap Gates

There are two reinforced concrete pipes (RCP) exist within project limits and are shown on the contract drawings. These pipes go through the levee and are buried under the levee at a design depth. They need to be modified to appropriate fit the soil cement levee. Pipe inlets are located on the landward side and will be protected in-place. Pipe outlets will require modifications to fit soil cement levee geometry. The contractor shall construct and modify outlet structures and extended pipe segments per contract drawings. The Contractor shall be required to record pre-construction conditions (still photographs or video taping) of the entire construction site prior to start of work. This should be done in the presence of the USACE COR/Project Engineer and copies of all photos/video be provided to COR prior to start of construction.

1.4.3 Existing 2-2'X5' RCB's with Flap Gates

There are existing two 2'X5' reinforced concrete boxes (RCB) within project limits and are shown on the contract drawings. These RCB's go through the levee and are about 2 feet below top of levee. RCB culvert inlets are located on the landward side and will be protected in-place. RCB culvert outlets will require modifications to fit soil cement levee geometry. The contractor shall construct and modify outlet structures and extended RCB segments respectively per contract drawings. Because of having 2-ft cover on each RCB, it is suggested that the contractor should contact the City of Santa Maria via the County of Santa Barbara-Flood Control District to obtain allowable loadings for the RCB's prior to operating heavy construction equipment directly on top of these RCB's. The Contractor shall be required to record pre-construction conditions (still photographs or video taping) of the entire construction site prior to start of work. This should be done in the presence of the USACE COR/Project Engineer and copies of all photos/video be provided to COR prior to start of construction. Should Contractor's

SECTION 01200 Page 5 operations result in damage to any of the RCB's, he shall assume full responsibility for such damage and shall repair to satisfactory of the Contracting Officer at no additional cost to the Government.

1.4.4 Existing Landfill Gas and Ground Water Monitoring Probes

The City of Santa Maria maintains numerous landfill gas and ground water monitoring probes. These monitoring probes are located on landward side, along the levee. Construction of soil cement levee will not impact these City installed devices. However, the contractor shall protect existing city installed devices. It is the contractor's responsibility to record pre-construction conditions (still photographs or video taping) of the entire construction site including these existing utilities prior to start of work.

This should be done in the presence of the USACE COR/Project Engineer and copies of all photos/video be provided to COR prior to start of construction.

Damage to these probes as the result of contractor construction activities shall be replaced at the contractor's expense.

1.4.5 Existing Suey Crossing Bridge

The City of Santa Barbara constructed the bridge in the year 2000 and it has maintained the bridge since. Construction of soil cement levee involves reinforcement of the bridge piers with 18" grouted riprap shown on the contract drawings to prevent scouring. The contractor shall take all necessary precautions and cares when working under the bridge to ensure no damage to the bridge including its piers. The contractor is required to notify the Contracting Officer, SBCFCD and the City of Santa Maria one week in advance prior to excavation for bridge pier reinforcement. The Contractor shall be required to record pre-construction conditions (still photographs or video taping) of the entire construction site inclduing this bridge prior to start of work. This should be done in the presence of the USACE COR/Project Engineer and copies of all photos/video be provided to COR prior to start of construction. It is the contractor's responsibility to repair and replace such damage caused by the contractor as result of construction activities to the satisfactory of the Contracting Officer at no additional cost to the project.
