About this file

This is a Statement of Work (SOW) for a Design-Bid-Build (DBB) construction project to repair and upgrade failed stormwater and sanitary sewer systems at Caserma Miotto military installation in Longare, Vicenza, Italy. The project addresses critical infrastructure failures that have caused flooding, soil erosion, and landslide damage, with the primary objectives of decoupling interconnected storm and sanitary sewer systems, upsizing undersized piping, and creating a new direct stormwater discharge connection to the Bisatto River via an underground controlled horizontal drilling (TOC) pipe to alleviate the undersized public mixed-use line. The project includes construction of a lamination tank beneath a Comune di Longare sports field (to be restored with synthetic turf), installation of lift stations where gravity flow is insufficient, implementation of naturalistic stormwater control features (retention ponds, weir walls, sedimentation tanks), and optional work items including asbestos removal, sports field reinstallation, landslide repairs, and sedimentation pond installation.

The SOW establishes comprehensive administrative, technical, and safety requirements including mandatory compliance with Italian and U.S. codes, third-party agency approvals (archaeological oversight, landscaping authorization, hydrogeologic permits, and Vi.Acqua/Vi.Abilita agency approvals), phased execution with external works (outside the base) scheduled for the initial 12 months, an overall contract performance period of approximately three years (1,010 days), and detailed quality control protocols requiring a dedicated Quality Control Manager, three-phase control inspections, and extensive submittal procedures. The contractor must manage soil excavation procedures under Italian regulations, coordinate with adjacent Comune di Longare contractors, provide archaeological support coordination, obtain public land occupation permits, submit banking guarantees, prepare Italian-language documentation including preliminary notifications and final certifications, and maintain continuous site security fencing. Key cost considerations include asbestos removal unit pricing per linear meter, waste management with a 60% landfill diversion goal, and contractor responsibility for all modifications or design deviations that require "Variante" approvals, with associated delays and costs borne by the contractor.

The advisory provisions of all codes, requirements, and standards are mandatory;

substitute words such as "must" or "required" for words such as "shall", "should", "may", or "recommended," wherever they appear. The results of these wording substitutions incorporate these code and standard statements as requirements. Reference to the "authority having jurisdiction" is interpreted to mean KO or COR. Comply with the required and advisory portions of the current edition of the standard at the time of contract solicitation. Provide work in compliance with the following design standards and codes, as a minimum. Government standards listed in this SOW take precedence over industry standards. The following list of codes and standards is not comprehensive and is augmented by other codes and standards referenced and cross-referenced in the SOW.

Refer to Parts 3 and 4 for specific requirements within other UFC's. Part 3 contains the project requirement, specific scope items, functional and performance requirements, background project information, and expected quality levels that exceed Part 4. Part 4 identifies design criteria, verification requirements, and performance and quality requirements of products.
