m. The following factors shall be used to evaluate quotes:

Factor I - Technical- Staffing Plan

Factor 2: Past Performance

Factor III - Price (SOLICITATION/CONTRACT/STANDARD FORM 1449)

B.EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of "acceptable" or "unacceptable" as defined below.

Acceptable: Quote meets the requirement of the solicitation

Unacceptable: Quote does not meet the requirement of the solicitation

1) Factor I - Technical Staffing Plan: The Government will evaluate this factor on an Acceptable /Unacceptable basis. In order to be determined acceptable in this evaluation factor, the Government will evaluate the quote to ensure Quoter provided:

A)A Staffing Plan that is in compliance with PWS paragraph 1.7.4 and meets the following requirements:

i) FRONT DESK: the quoter shall provide a resume showing evidence of the following qualifications:

- Education: Minimum High School Diploma.

- Language Proficiency: mandatory fluent Level 4 (IAW PWS Attachment 3) in English (reading, writing, and speaking). Fluency in Italian (reading, writing and speaking) is preferred but not required. The quoter shall attach any language certifications, work experiences or documents proving evidence of the language proficiency required.

iii) BILINGUAL SUPPORT ASSISTANT SERVICES: the quoter shall provide a resume showing evidence of the following qualifications:

- Language Proficiency: mandatory fluent Level 4 (IAW PWS Attachment 3) in both English and Italian (reading, writing, and speaking). The quoter shall attach any language certifications, work experiences or documents proving evidence of the language proficiency required.

iv) The Staffing Plan shall show evidence that the personnel hired to fulfill both primary and Alternate positions is in compliance with the Italian Labor Laws (paragraph 5.0.1 of the

PWS).

v) The Staffing Plan shall provide a written Absence Mitigation and Coverage Plan detailing its corporate strategy for ensuring uninterrupted service during employee absences (e.

g., scheduled vacation, sudden illness, or staff turnover).

vi) The plan shall demonstrate:

a. The quoter's strategy to provide bilingual, and OCONUS base-access-eligible back-up personnel residing in the Vicenza local commuting area.

b. How the back-up personnel will remain trained and current on ACS systems (CTS, calendar scheduling, lending closet inventory).

c. A maximum response time of two (2) hours for back-up personnel to deploy and assume duties at Caserma Ederle following a primary staff absence.

d. If utilizing cross-utilization of the primary part-time staff (Bilingual/Relocation) for front desk coverage, how the offeror will prevent hours from exceeding the 40-hour defined in PWS Section 1.7.3weekly cap

B) A Letter of Commitment stating that the proposed personnel will be available if the quoter is awarded the contract. Letters of Commitment will be signed by both the quoter and the proposed personnel. Letter of Commitment shall be valid for not less than one year from the date of contract award.

2. Factor II - Past Performance Evaluation: Past performance will be evaluated to determine if the quoter has performed favorably for previous contracts of a similar scope as the services required in this solicitation.

The Government will evaluate a quoter's past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The quoter's past performance record must be determined to be acceptable in order to be considered for award. Quoter(s) must demonstrate successful past performance of the quoter as evidenced by information gathered concerning at least one (1) but NO MORE than three (3) contracts and subcontracts completed or ongoing within three (3) years from the solicitation release date, which are similar to the performance-based requirements specified in Part 5 of the attached PWS. Quoter(s) must submit the information as per Attachment 2 (Past Performance Questionnaire) for each of the contracts provided. If there are subcontractors or partnerships, they will be evaluated in the same manner as the Prime. Past performance will be rated on an acceptable/unacceptable basis using the following ratings:

Rating Description

Acceptable Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter's performance record is unknown (see note below).

Unacceptable Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.

Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quote may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability /unacceptability, an unknown rating shall be considered acceptable.

The Government is not limited to Past Performance information submitted by Quoters in conducting Past Performance evaluations. The Government may consider past performance information from other sources such as: the offeror's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the quoter.

3. Factor III - Price (SOLICITATION/CONTRACT/STANDARD FORM 1449)

a. The Government will evaluate quotes in accordance with RFO FAR 12.203(a)(3) and RFO FAR 12.204(a) to ensure the price is fair and reasonable. Priced quotes should support the proposed Factors and will be evaluated for total price, completeness, and reasonableness. The Quoter whose price is determined to be incomplete or unreasonable will not be considered for award.

b. The price quote will be evaluated but not rated. The individual CLINs will be totaled to determine the quoter's total proposed price. The quote will be reviewed to determine the reasonableness of price and the quoter's understanding of the work and ability to perform the PWS requirement. Completeness: Pricing will be reviewed to determine if all price information requested by the solicitation has been submitted. Reasonableness: The total evaluated price will be evaluated for reasonableness, defined as the degree to which the proposed prices compare to the prices a reasonably prudent person would expect to incur for the same or similar service.

c. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a "buy-in" or unbalanced pricing between CLINs or ordering periods is not occurring.

e. The Base Period and all Option Periods shall be included in the price calculation. The Government will evaluate quotes for price reasonableness to ensure proposed prices are not unreasonably high. Price Realism. The Government may, in its discretion, conduct a price realism analysis for the limited purpose of assessing whether a quoted price reflects a lack of understanding of the solicitation requirements or poses performance risk. If conducted, a price realism analysis may consider whether prices are so low as to create doubt regarding the quoter's ability to successfully perform the required services at the proposed price. The Government may use the results of any price realism analysis in assessing technical understanding, performance risk, and whether the quote is acceptable

f. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the quoter's final option period price to the quoter's total price. To evaluate price for the ordering period(s) possible under FAR 52.217-8, the Government will calculate this price by dividing the proposed total of the last Option Period by two. The total evaluated price will be calculated as a sum of the Quoter's proposed prices for all CLINs, for the four option periods, and a six-month extension of services.
