About this file

This is a Questions and Answers document for Solicitation W912PF26QA056, a Camp Darby bus contract for the International School of Florence.

The document addresses two key inquiries regarding vehicle requirements and accessibility. Regarding vehicle type, the Government clarified that offerors may propose any vehicle capable of lawfully and safely transporting up to five students in compliance with solicitation and Performance Work Statement requirements, including Host Nation regulations. For vehicles with 8-9 total seats, offerors must provide proof of valid Municipal NCC Authorization and active registration in the National Electronic Register for Taxi/NCC (REN(T)) if applicable under Host Nation law. For vehicles with more than 9 seats, offerors must provide proof of registration in the National Electronic Register for Road Transport (REN) if applicable. Regarding wheelchair accessibility, the Government clarified that at the time of award, no current requirement exists for a dedicated wheelchair-accessible vehicle with embedded ramp or lift. The base contract requirement and price cover only the transportation needs identified in the solicitation at award time. Should the Government later identify a requirement for wheelchair-accessible transportation or other materially different special-needs capabilities not included in the awarded solution, such requirements may be addressed through contract modification or other appropriate contractual action.

ATTACHMENT #8 - QUESTIONS AND ANSWERS

SOLICITATION W912PF26QA056 “Camp Darby Bus Contract for International School of Florence"

SUBJECT: Requests for Information

Question: You foresee for the next 2 years that this transport service will be for 5 students, so should be enough an 8-9 seaters minivan, but in the requested documents you asking for the REN that is a document just for buses so for a vehicle with more than 9 seaters; so, we need to know what type of vehicle you need for this service because if you request REN, we need a bus

Response:

The Government does not require a specific vehicle type. Offerors may propose any vehicle that can lawfully and safely transport up to five (5) students and that complies with all solicitation and Performance Work Statement requirements, including applicable

Host Nation requirements. The required operating authorization and registration depend on the vehicle type proposed. For vehicles with 8-9 total seats, the offeror shall provide proof of a valid Municipal NCC Authorization and active registration in the National

Electronic Register for Taxi/NCC (REN(T)), if applicable under Host Nation law. For vehicles with more than 9 seats, the offeror shall provide proof of registration in the

National Electronic Register for Road Transport (REN), if applicable under Host Nation law. The solicitation is amended accordingly.

Question: In the Attachment 1 on point 5.2.6.2 you ask to assist students in boarding and disembarking to meet any handicap, so you foresee to have some students with handicap or on wheelchair during the duration of the contract?

Because if you foresee to have some students on wheelchair the vehicle must be equipped for this.

Response:

At the time of award, the Government has not identified a current requirement for a dedicated wheelchair-accessible vehicle with embedded ramp or lift for this route. The base contract requirement and price shall cover only the transportation requirements identified in the solicitation at time of award. If the Government later identifies a requirement for wheelchair-accessible transportation or other materially different special-needs transportation capability not included in the awarded solution, the

Government may address that requirement through contract modification or other appropriate contractual action. The solicitation is amended accordingly.
