Addendum to Evaluation - Commercial Product and Commercial Services
1. This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items using the Lowest Price Technically Acceptable (LPTA) source selection process. This is a source selection based on a selection of the technically acceptable offer with the lowest price.
Technical acceptability will be based on a contractor submitting a quote that complies with all of the requirements listed in the Solicitation and Performance Work Statement (PWS). An acceptable rating must be obtained for the technical factor and past performance factor. Any Unacceptable factor will result in the offeror being deemed technically unacceptable. Quoters are put on notice that:
a. The non-price factors will be evaluated on an "acceptable"/unacceptable" basis.
b. The non-price factors are evaluated for acceptability and NOT ranked.
c. There is no relative order of importance of factors. Award will be made to the lowest priced quote that meets or exceeds all the minimum mandatory criteria in the solicitation evaluation factors.
2. In order to be eligible for an award, an offer shall be rated "ACCEPTABLE" on all non-price factors.
3. Once the Contracting Officer with the assistance of the Technical Team has identified the quotes that are technically acceptable, the Contracting Officer will make the award decision ONLY on the basis of lowest price.
4. The U.S. Government intends to evaluate quotes and award a contract without discussions;
however, the U.S. Government reserves the right to hold discussions. It should be noted that there is no obligation on the part of the government to make an award to any quoter in response to this RFQ.
FACTORS TO BE EVALUATED
The evaluation factors for this solicitation are:
FACTOR I -- TECHNICAL FACTOR -- CERTIFCATIONS
This factor will be rated on "acceptable" or "unacceptable" basis using the following ratings:
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the request for quote.
Unacceptable Proposal does not clearly meet the minimum requirements of the request for quote.
Proposal which meets the minimum requirements of the request for quote is considered the following:
The quoter submits copy of the certifications below:
a) A copy of certificate of Chamber of Commerce (CCIAA)(Ordinario). The Quoter shall provide with the quote a certified copy NOT older than two (2) months at the time set forth for the receipt of the quote. The certificate of the Chamber of Commerce (Iscrizione alla Camera di Commercio, Industria, Artigianato e Agricoltura) shall show that the company is authorized to perform the service for this Government requirement.
b) The Quoter shall provide with the quote a copy of the concession, authorization or license for renting a bus with driver;
c) The Quoter shall provide with the quote a copy of the enrollment to Registro Elettronico Nazionale "REN" (Electronic National Registry) for passengers' transport on the road, as per Decreto del Ministero delle Infrastrutture e dei Trasporti 25 November 2011;
d) The Quoter shall provide with the quote a copy of the certificate of professional fitness for renting a bus with driver as per D.Lg. 395/2000
NOTE: In addition to the listed above certifications, the following additional documents are required:
If cooperative society, the Quoter shall provide with the quote a copy of enrollment to Albo delle Societa' Cooperative (Register of Cooperative Enterprises) to Ministero delle Imprese e del Made in Italy "MIMIT" (Ministry of Enterprises and Made in Italy) by the Chamber of Commerce;
If social cooperative society, the Quoter shall provide with the quote a copy of enrollment to Albo Regionale delle Cooperative Sociali (Regional Register of Social Cooperatives)
Proposal which does not meet the minimum requirement of the request for quote is considered the following:
The quoter does not submit all the above listed certifications, or only submits one/two of the above listed certifications.
FACTOR II -- TECHNICAL FACTOR - COMPANY EXPERIENCE
The quoter shall demonstrate recent and relevant experience in scope, complexity, and price. The Government will evaluate the information concerning one (1) relevant work provided by the quoter on Attachment titled "Company Experience Questionnaire" (in English).
The non-price factor will be rated on an acceptable/unacceptable basis using the following ratings:
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the request for quote.
Unacceptable Proposal does not clearly meet the minimum requirements of the request for quote.
Proposal which meets the minimum requirements of the request for quote is considered the following:
The Quoter shall demonstrate Relevant Experience in scope, complexity and price. The Government will evaluate the information concerning one (1) relevant work concerning the performance of renting a bus with driver for an entire school year provided by the quoter on the Attachment titled "Experience Questionnaire". Relevant means works of similar scope, size and complexity i.e. works concerning the renting of a bus with driver for an entire school year. The past contract must be completed within six (6) years from the date of this solicitation as identified on Page 1, Block 6 of SF 1449.
Proposal which does not meet the minimum requirement of the request for quote is considered the following:
The quoter fails to demonstrate relevant experience for one (1) relevant work concerning the performance of renting a bus with driver for an entire school year. The past contract was not completed within six (6) years from the date of this request for quote as identified on Page 1, Block 6 of SF 1449.
FACTOR III - PRICE
a. The price structure will consist of Quantity multiplied by Unit Price equaling Total line item price.
An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote found to be acceptable.
b. Quoters are required to price the base period and the option periods. Should the Government determine proposed prices are unrealistically low (an indication of "buy-in"), this will be considered a performance risk and may be deemed ineligible for contract award.
c. Total Evaluation Price. The total prices indicated at CLIN 0001 through 4001 will be evaluated for fair and reasonableness and for unbalanced pricing. Unrealistic, unbalanced or unreasonable pricing may cause a proposal to be determined unacceptable. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
d. For purposes of evaluating the total quoted price, the Contracting Officer will add the total line item costs for CLINs 0001 through 4001 in Euros, plus the total value of the option to extend services under FAR 52.217-8, to derive the total evaluated price. For the purposes of calculating the total price under FAR 52.217-8, the Contracting Officer will use one half of the sum of the total quoted prices for CLINs for the final contract year (either the base year or last option period as applicable).
