About this file

This is Amendment 0001 to Combined Synopsis/Solicitation W912PF26QA042, a Request for Quotation (RFQ) for the procurement of ABB brand-name medium voltage (MV) electrical switchgear and protection relays for substations at Caserma Ederle in Vicenza, Italy.

The amendment corrects the CLIN 0004 description, amends DFARS 252.211-7003 (Item Unique Identification), and extends the delivery date from September 30, 2026 to January 15, 2027. The solicitation involves seven contract line items (CLINs 0001-0007): one MV switchgear for substation ESS-K (1 unit), one for BLDG #55 CEP 24kV (1 unit), three for BLDG #55 CEP 11kV (3 units), thirteen for substations ESS-N (13 units), two electrical panels (ESS-S-7 and ESS-S-9, 1 unit each), and eight REF620 protection relays (8 units). The procurement is strictly brand-name requiring complete ABB manufacture, assembly, and branding; alternative configurations using substitute enclosures with ABB components are not acceptable. Quotations must be submitted in English by June 29, 2026 at 11:30 AM CET exclusively to specified email addresses. Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis on an "all or none" basis for all CLINs. Offerors must be SAM-registered with active UEI and NCAGE codes, submit Anti-Mafia self-certification (Italian offerors only), provide technical documentation demonstrating CE compliance, and include proposed delivery schedules by CLIN. Prices must exclude Italian VAT under Article 72 tax exemption, include shipping costs to Caserma Ederle Building #57 warehouse, and remain valid for 60 days. For items with unit acquisition costs at or above USD 5,000, MIL-STD-130 unique item identifier (UID) marking and reporting are required. The contract will be firm fixed price with payment terms of net 30 days via WAWF.

COMBINED SYNOPSIS/SOLICITATION

W912PF26QA042 AMENDMENT 0001

The purpose of Amendment 0001 is to:

1. Correct CLIN 0004 description.

2. Amend DFARS 252.211-7003 (Item Unique Identification and Valuation).

3. Change ADDENDUM TO 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services.

The required Delivery Date has changed from 30-Sep-2026 to No Later Than (NLT) 15-Jan-2027.

4. Answer Industry Questions.

AFTER AMENDMENT 0001 THE US GOVERNMENT SHALL NOT ACCEPT QUESTIONS ANY

LONGER.

Questions (Q) and (A) Answers:

(Q1) Could the Government please confirm whether the Italian Anti-Mafia self-certification requirement applies only to Italian offerors, or whether it would also apply to a U.S.-registered prime contractor using an Italy-based subcontractor/supplier?

(A1) Anti-Mafia self-certification applies only to Italian offerors.

(Q2) Could the Government please clarify the correct description for CLIN 0004? The RFQ schedule and Annex

1 appear to describe this item differently, and we would like to make sure the quotation is prepared against the correct technical requirement.

(A2) See amended description of CLIN 0004.

(Q3) For the ABB-brand requirement, will the Government require the offeror or subcontractor to submit proof of ABB authorization/distributor status, or will technical datasheets, CE documentation, and confirmation of genuine ABB supply be sufficient?

(A3) Proof of ABB authorization/distributor status is not required. The offeror shall comply with the technical requirements of the solicitation. Reference also Addendum to 52.212-1, Paragraph A, Volume I, Factor I, Technical.

(Q4) Could the Government please confirm that all prices should be submitted exclusive of Italian VAT/IVA, and that the Article 72 tax exemption process will apply to this procurement?

(A4) Confirmed. Please refer to RFQ, Clauses ‘252.229-7001’ Tax Relief’ and 252.229-7003 ‘Tax Exemptions

(Italy).’

(Q5) Could the Government please confirm whether UID marking and reporting will be required for each applicable CLIN item, and whether the manufacturer’s serial number/standard marking will be sufficient or if

MIL-STD-130 UID marking is specifically required?

(A5) Confirmed. UID marking and reporting for each applicable CLIN item and MIL-STD-130 UID marking are required in accordance with DFARS Clause 252.211-7003.

(Q6) Could the Government please confirm whether the contractor’s delivery responsibility ends at Caserma

Ederle, Building #57 warehouse, or whether any further movement to the Del Din substations will be required from the contractor?

(A6) The contractor’s delivery responsibility ends at Caserma Ederle, Building #57 warehouse.

(Q7) We would respectfully like to request one additional technical clarification regarding the scope of the ABB brand-name requirement. Please note that this question is separate from our earlier Question No. 3, which concerned the supporting documentation or proof of ABB authorization that may be required with the quotation.

During our technical review, a potential Italian manufacturer advised that it could manufacture the required medium-voltage switchgear and panels using its own certified structures and enclosures, while integrating genuine ABB components, including ABB VD4 vacuum circuit breakers and ABB REF-series protection relays.

Under this proposed configuration, the complete switchgear or panel would be manufactured and branded by the

Italian manufacturer, while the principal circuit breakers, protection relays, and other specified components would be original ABB products. Could the Government please confirm whether this configuration would satisfy the RFQ’s ABB brand-name requirement, provided that the completed equipment:

• fully complies with the required technical specifications, ratings, dimensions, drawings, and applicable

CE/IEC standards;

• incorporates genuine ABB circuit breakers, protection relays, and other specified ABB components;

• is fully compatible with the Government’s existing electrical infrastructure; and

• is supported by complete technical documentation and evidence confirming the origin of the ABB components?

Alternatively, does the RFQ require the complete assembled switchgear and panels themselves to be manufactured, supplied, and branded by ABB?

This clarification will help {Vendor} determine whether the proposed technical solution may be considered or whether only fully ABB-manufactured and ABB-branded assemblies are acceptable.

(A7) Alternative configurations shall not be accepted. The RFQ requires that the complete assembled switchgear and panels themselves be entirely manufactured, supplied, and branded by ABB. Consequently, only quotes providing assemblies that are fully manufactured, assembled, and branded by ABB shall be considered compliant with the technical requirements and therefore considered for award. Reference Addendum to 52.212-1, Paragraph A, Volume I, Factor I, Technical.

(Q8) We would like to bring an important industry lead-time matter to the Government’s attention concerning the required delivery date of 30 September 2026. Based on our discussions with qualified medium-voltage switchgear manufacturers, the equipment required under this RFQ is not standard material that can normally be supplied from available stock. The switchgear must be engineered and configured against the Government’s technical specifications, drawings, protection requirements, dimensions, wiring arrangements, and compatibility requirements.

The manufacturing process normally includes:

• detailed engineering review and technical approval

• procurement of ABB circuit breakers, protection relays, transformers, and other components

• fabrication and assembly of the switchgear

• wiring and integration of protection and control systems

• factory inspections and routine testing

• preparation of CE, technical, warranty, and operating documentation

• packaging and transportation

• final delivery to Vicenza

The market feedback obtained to date indicates a production period of approximately 21 to 22 weeks from receipt of the purchase order and final technical approval, excluding the customary two-week factory shutdown in August. The effective delivery period is therefore approximately 23 to 24 weeks.

By comparison, the current period between the quotation deadline of 29 June 2026 and the required delivery date of 30 September 2026 is only approximately 13 weeks. The actual performance period will be even shorter once the time required for evaluation, award, technical review, and final approval is taken into account.

Maintaining the current fixed delivery date may therefore significantly limit competition and could prevent qualified manufacturers from submitting technically compliant quotations. It may also create pressure to propose available stock, substitute configurations, or incomplete technical solutions that do not fully satisfy the

Government’s brand-name, compatibility, testing, and documentation requirements.

To preserve meaningful competition and support delivery of fully compliant and properly tested equipment, {Vendor} respectfully recommends that the solicitation delivery schedule be amended to one of the following commercially realistic bases:

Preferred basis:

Delivery within 24 weeks after receipt of the purchase order and Government approval of the final technical submittals.

Alternative basis:

Allow each offeror to state its earliest achievable delivery schedule after award and final technical approval, with the proposed schedule evaluated as part of technical acceptability.

This approach would allow the Government to obtain firm and accountable manufacturer commitments while maintaining the technical integrity, safety, compatibility, and quality objectives of the procurement.

{Vendor} and its proposed supply partners will continue to explore every reasonable opportunity to shorten the schedule, including phased delivery of individual components where commercially and technically practical.

However, establishing a realistic contractual delivery period at the solicitation stage would materially reduce performance risk and improve the likelihood of receiving complete and technically compliant quotations.

We respectfully submit this recommendation for the Government’s consideration and for incorporation into the

RFQ through an amendment.

(A8) Required delivery date has been changed from 30 September 2026 to 15 January 2027. See amended solicitation.

(Q9) We are seeking clarification regarding the applicability of DFARS 252.211-7003 (Item Unique

Identification and Valuation) within the subject solicitation.

We note a potential inconsistency in the solicitation language:

• Pages 16–17 indicate that UID requirements appear to be exempt for CLINs 0001 through 0007.

• Page 30 references DFARS 252.211-7003 stating that UID requirements apply “where applicable,” in accordance with the clause.

To ensure full compliance, we respectfully request confirmation on the following:

1. Whether CLINs 0001–0007 are fully exempt from UID requirements under DFARS 252.211-7003, or whether

UID-related costs should be included in our quotation.

(A9) Please see amended DFARS 252.211-7003 clause.
