About this file

This is a Questions and Answers document for federal solicitation W912PF26QA031 addressing requests for information regarding inspections and grounding tests for electrical distribution systems at USAG Italy DMC.

Key contractual and operational requirements include: the prime contractor must possess all required certifications (subcontractors cannot substitute); a maximum of 3-4 technicians can operate on-site simultaneously; contractors must use their own vehicles equipped with 6 kg fire extinguishers within the PASA area. The contract timeframe runs from July 15, 2026, to December 31, 2026, though the actual start date is contingent on PASS (Personnel Access Security System) approval, which requires submission of documentation within 7 days of contract award and can take up to three months to process. Current and valid SAM registration is mandatory at time of offer submission and award; NCAGE code alone is insufficient. Regarding scope, LPS (Lightning Protection System) inspection is not required—the PWS notation "LPS present" merely indicates system existence, not inspection requirements. The base has three main electrical Points of Delivery connected to the ENEL grid with low-voltage distribution at 400V (3P+N) and 230V (PH+N). For buildings listed in the PWS, specific technical parameters such as installed power for substations 5019 and 5112 are provided in sections 5.3-5.3.7; however, the number of electrical panels and residual current devices are not available as this information is not essential for bid formulation. Previous inspection reports, which contain sensitive information, will only be shared after contract award upon request.

ATTACHMENT #7 - QUESTIONS AND ANSWERS

SOLICITATION W912PF26QA031 “Perform inspections and grounding tests for electrical distribution systems at USAG ITALY DMC”

SUBJECT: Requests for Information

Question:

Can you please confirm whether a U.S. prime with a certified Italian subcontractor with all relevant certifications would be considered for this contract.

Response:

No, the prime contractor shall possess the required certifications.

With reference to the tender documentation, we kindly request clarification regarding the inclusion of the inspection of LPS installed at the ASA/LTA Facilities within the scope of the contract. In particular, we would appreciate confirmation as to whether the above-mentioned service is considered included in the requested scope and, if so, under which terms and conditions it should be provided. We underline that the inspection of an LPS is not included within a grounding system inspection as per DPR 462/01. In case, we would need the following technical details about the LPS's in order to provide the correct pricing:

- construction of the air terminal: cage, or rods, number of rods etc.

- average net surface of the protected buildings.

Response:

Regarding your inquiry, the PWS simply states “LPS present” to inform the contractor that the building is equipped with an LPS system. However, the service does not require any inspection of the LPS system. As indicated in your email, an inspection is required in accordance with Presidential Decree 462/01.

How many teams of technicians can work simultaneously (a team consists of 2–3 technicians)?

A maximum of 3 to 4 technicians can operate on-site at the same time.

Are we free to conduct the inspections within the specified timeframe (from July 15, 2026, to December 31, 2026), or will you provide us with a schedule that we must follow.

Response:

Following the contract award, the contractor must submit the required documentation within 7 days in order to initiate the PASS request procedure (The process can take up to three months). Once the PASS has been issued and the work schedule has been confirmed by the COR. operations may commence.

May we have a copy of or access to the reports from previous inspections to compare the results and verify the quality trends of the materials being inspected.

Response:

The previous inspection reports contain sensitive information and can therefore only be shared after the contract award.

Question:

If we have obtained the NCAGE code, we can already submit our bid.

Response:

The NCAGE code is not sufficient. You need to have a current and valid SAM registration. See page 32 of the solicitation. In addition, as per FAR 52.204-7 “System for Award Management Registration (Deviation), cited by reference, specifies that an offeror is required to be registered in SAM when submitting and offer or a quotation and at time of award.

Question:

To carry out the inspections, we can use our own vehicles (which will be announced in advance) Response:

Confirmed, you will be required to use your own vehicles to perform the inspections.

Please note that, within the PASA area, every vehicle must be equipped with a 6 kg fire extinguisher on board.

Question:

In the Performance Work Statement (PWS) document (in attachment), pages 20–26 list the plants/buildings by area; however, in order to correctly apply the ISPESL reference tariff used by Inspection Bodies, some additional technical parameters are required, particularly regarding installed power.

Specifically, we would appreciate clarification on the following points:

- With reference to substations/cabins 5019 and 5112 in the Building List – Depot Area, could you please provide the installed power ratings?

- With reference to the other plants/buildings listed (for example Offices + Workshop – 500 m², Warehouse – 200 m², etc.), only the surface areas in square meters are indicated in the document.

For quotation purposes, we would instead require the main electrical/system parameters, such as:

- installed power.

- number of electrical panels.

- number of residual current devices (RCDs/differential breakers).

- any additional technical data useful for defining the scope of inspection activities.

In PWS, from Section 5.3 to Section 5.3.7 you can find information related to the substations/cabins

5019 and 5112 and to the other plants/buildings. The other requested additional information (number of electrical panels and number of residual current devices are not in our possession. This is due to the high number of buildings and the fact that this information are not essential to make an offer.

When referring to the Electrical Substation, the voltage is 15 kV; for each cabin, the transformer rating is listed. The low-voltage network is 400 V 3P+N / 230 V PH+N.

The information related to the substations/cabins is provided in PWS, from Section 5.3 to Section 5.3.7.

With specific regard to substations/cabins 5019 and 5112, please note that these are the only electrical cabins that are not equipped with a transformer.

For this reason, transformer ratings for these two cabins are not reported in the PWS not as an omission, but because no transformer is physically present at these locations.

- Do I have to submit the financial offer by email? To which email address?

Response:

See Addendum to 52.212-1 “Instructions to Offerors – Commercial Products and Commercial Services” in the solicitation.

Question:

Are we free to perform the inspections within the specified period (from July 15, 2026, to December 31, 2026), or will you provide us with a timetable to adhere to?

Response:

Following the contract award, the contractor must submit the required documentation within 7 days in order to initiate the PASS request procedure (the process can take up to three months). Once the PASS has been issued and the work schedule has been confirmed by the COR, operations may commence. Therefore, the start date will be affected by the PASS issuance lead time.

Question:

If we are awarded the contract, will we have access to copies of previous inspection reports to compare the results and verify the quality of the inspected materials?

Response:

Yes, I confirm that in the event of contract award, the previous inspection reports will be provided to you upon request.

Question:

If we have already obtained the NCAGE code, we can submit our offer now.

The NCAGE code is not sufficient. You need to have a current and valid SAM registration. See page 32 of the solicitation. In addition, as per FAR 52.204-7 “System for Award Management Registration (Deviation), cited by reference, specifies that an offeror is required to be registered in SAM when submitting an offer or a quotation and at time of award.

We have requested the international trade/procurement code on SAM.gov but have not yet received a response. Could we proceed, possibly, with reservations pending a response if it does not arrive by the deadline?

Response:

As specified in the above response an offeror is required to be registered in SAM when submitting an offer or a quotation and at time of award.

Question:

I would kindly request clarification, so we can better formulate our offer. Regarding the document:

B08-OL_W912PF26QA031_Attachment1_PerformanceWorkStatement and specifically on pages 22 and 23, under points 5.3.3, 5.3.4, 5.3.5, and 5.3.6, are the buildings subject to inspection served by any substations already inspected, or do they have separate meters?

I have the same question for the buildings referred to in points 5.3.1, 5.3.2, and 5.3.7 (relating to the buildings remaining after removing Electrical Cabinets/Substations). If so, what power do they have?

Last question: for stations with LPS (atmospheric discharges) present in all buildings where they are present, what type of structure do they have:

1- a mesh 2- rods (and any additional rods for each building) 3- entertainment 4- reinforcing steel

The quantity for each type of atmospheric discharge is important because they have different amounts.

Response:

In response to your questions and as specified in paragraphs 5.3.1, 5.3.2, and 5.3.7, please note that the base has three main electrical Points of Delivery (POD) connected to the ENEL grid, each equipped with its respective meters. The low-voltage distribution network is 400 V (3P+N) and 230 V (PH+N).

Regarding the last question about the LPS, as indicated in the same paragraph 5.3.7, no LPS certification is required for the structures, but solely for the external panels.
