SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

QUESTIONS & ANSWERS

Q1: RFQ, Paragraph iii. It appears you are looking for local companies only, we do have a registered office with our local attorneys, but we have not performed any substantial work in Italy.

R1: RFQ Updated. See amended Addendum to 52.212-1, 3B, Volume II, Factor I Technical – Experience / Certifications, paragraph i. The RFQ has been updated to state that experience may be within Italy or DOD facilities within Europe.

Q2: Contractor shall be ISO 9001-2015: Could the government change this to give the contractor 6-9 months to get the site certified?

R2: This request is denied. In accordance with Addendum to 52.212-1, 3B, Volume II, Factor I Technical - Experience / Certifications, paragraph ii, the offeror shall be ISO 9001-2015 certified at the time of quote submission.

Q3: Solicitation page 146 of 171 (Volume II- Factor I: Technical- Experience/Certifications) mentions “Relevant in scope means that the contract must be for maintenance and repair of housing facilities services.” Offerors request the Government to modify “Maintenance of Repair of Housing Facility Services” to read “Maintenance and Repair of Residential/Commercial Areas or Communities.”

Maintenance and repair scope of works beings performed for residential/commercial areas (i.e. plumbing, heating, sanitary, electrical, and architectural(plaster/paint/flooring) are identical to the complexity of a housing facility and the requirements identified in this solicitation.

R3: Relevant in scope shall be for maintenance and repair of residential housing facilities services similar to those described in Part 5 of the PWS, in accordance with amended Addendum to 52.212-1, 3B, Volume II, Factor I Technical – Experience / Certifications, paragraph i.

Q4: Solicitation page 146 of 171 (Volume II- Factor I: Technical- Experience/Certifications) mentions “Relevant in scope means that the contract must be…within Italy.” We request the Government modify the contract relevancy criteria to include contracts performed in within the EU.

R4: See R1 above

Q5: As indicated in Section 52.212-1 for the evaluation of Factor 1 of subject Solicitation (pass/fail basis), the Offeror shall demonstrate his experience in providing daily maintenance and repair of housing facilities, within Italy, performed in the last three (3) years, with a yearly value of no less than € 800,000. In our opinion, those requirements are very stringent and could reduce the possibility of most of the companies involved in the Solicitation to be evaluated under Phase Two (Trade-Off) for Mission Capability (Factor III) and Price (Factor III).

For the above reason we kind ask if it is possible to modify the requirement from housing facilities to all kind of facilities (i.e., school, offices, etc.) or/and reduce the yearly value.

R5: See R1 and R3 above. The request to change the yearly value of no less than €800,000.00 is denied.”

Q6: For Volume II – Factor I: Technical – Experience, the requirement currently states in part, “Relevant in scope means that the contract must be for maintenance and repair of housing facilities services, within Italy, similar to the performance based requirements specified in Part 5 of the included PWS.” Will the Government consider revising the requirement to include projects performed outside of Italy?

R6: See R1 above.

Q7: With reference to the requirement in Volume II - Factor I: Technical-Experience/Certifications and in particular the requirement to “provide at least one (1), but NO MORE than three (3) examples of contracts performed by the company that are recent (within the last three (3) years from the solicitation release date) and relevant in scope and magnitude”, confirmation is requested that:

Q7a: In case of JV participation, the above requirement- providing examples of contracts relevant in scope and magnitude - may also be satisfied by only one of the JV member companies.

If the answer is affirmative, confirmation is also requested that the company participating in the JV that meets the requirement and to which the past performance refers can be indifferently one of the principals (also called “Mandanti”) or the authorized representative (also called “Mandataria”).

R7a: “Please note that the solicitation is requesting information for evaluation of experience and not past performance. Please see the Federal Acquisition Regulations for the difference in definition of experience and past performance.

For Joint Ventures, the requirement for recent and relevant experience can be met by any partner in the Joint Venture. Please see updated RFQ language at Addendum to 52.212-2, 3B Volume II, Factor I Technical I – Experience / Certifications, paragraph i.

Q7b: Experiences in office and/or hospital maintenance and repair contracts, relevant in scope and magnitude, are considered valid.

R7b: See R3 above.

Q7c: Experiences in contracts executed in Europe are considered valid.

R7c: See R1 above

Q7d: Only the submission of a self-declaration signed by the quoter be required at the bidding stage, in which the details of the contracts, as stated in i. - B. VOLUME II - FACTOR I: Technical - Experience/Certifications (p. 146 of the solicitation), are indicated.

Since there are no indications in the solicitation regarding the requirement of bank or insurance bond for the case of the award (performance bond), confirmation is requested that no commitment to the issuance of the performance bond or other bank/insurance guarantee is required at the bidding stage. Clarification is also requested as to whether a performance bond is required to be submitted in case of award. If the answer is affirmative, please also provide indications as to the type of performance bond required for the case of award, indicating the amount, duration, type (bank and/or insurance), terms and conditions, and if possible, also a template.

R7d: No commitment to the issuance of the performance bond or other bank/insurance guarantee is required at the RFQ submission stage nor are performance bonds required in case of award.

Q8: With reference to the wording "Reserved" found in the text of the solicitation, for example next to the list of some of the services in Part 5 of the solicitation, please clarify its meaning, specifically stating whether that services are present in the contract.

R8: The term “reserved” indicates that the section number is available for future use, should the need arise. At this time, there is no requirement for those services to be provided.

Q9: With reference to the method of submitting bids, confirmation is requested that the four volumes indicated are to be sent separately by e-mail only to the following addresses: francesca.candia.ln@army.mil and leslie.d.dobson2.civ@army.mil.

R9: Yes, confirmed. See amended addendum to 52.212-1, paragraph 2. “There is no requirement to submit the four volumes in separate emails. However, if the quoter chooses to submit the four volumes in separate emails then the emails should be delineated so it is clear there are multiple emails for the same quote. For example, an email with the subject line that states “Volume 1 of 4”.

Q10: Confirmation is requested that the documents to be submitted in the bidding process can be digitally signed (pdf. or p7m format).

R10: Yes, documents may be digitally signed.

Q11: Technical Exhibit B Prices; all column B references to the contract chapters and subchapters are not matching the descriptions in column D. It is unclear what KTR has to quote for every single CLIN. Please Clarify.

R11: The references to the paragraphs of the PWS have been corrected in Technical Exhibit B Prices.

Q12: Technical exhibit B Prices; In period of performance 01 July 2025/30 June 2026 there are no clear instructions and information needed to quote management and maintenance for Government properties still under construction at this day. Numbers of units forecasted to be given to the KTR, type of equipment installed in them, grounds total surface to be maintained, linear meters of guters and downspouts, and so on... Can we please have drawings, specs and everything necessary to make a proper assessment or some guidance about how to quote those items? Please, take into consideration also that KTR will need additional time to do this evaluation once received the documents.

R12: Technical Exhibit F has been added to provide the building specification for Villaggio. Solicitation closing date has been extended from 02 May 2023 to 22 May 2023 at 01:00 P.M. (C.E.T.).

Q13: 5.7.1 d. Liquidated Damages of 200.00 EU per day per BOM seems to be unreasonable compared to the estimative total value of a single BOM, excluding Other Than Normal tasks. Italian common market standards are between 0,1% and 1% of the total project value per day and not to exceed a 5/10% of the total project value.

Can this LD parameter be reconsidered and/or limited to a certain total percentage of the BOM total Value to reflect a more reasonable and fair approach to potential delays?

R13: The amount of liquidated damages has been amended in Paragraph 5.7.1d.

Q14: 5.7.13.26 Performance Time: performance times for painting listed in subchapters a, b,c seem to do not match up with the 7 days BOM total performance time. For example if one apartment has more than 1200 sm to be painted and one or more staircases KTR should be given 14 days to paint with ordinary maintenance and cleaning still to be done. Can you please clarify performance times requested?

R14: Timelines provided on 5.7.13.26 are only intended for external and common areas painting.

BOM painting is to be performed as per BOM performance timelines (7 calendar days).

Q15: 5.7 BOM it is unclear how to estimate the expendable materials for normal maintenance during a BOM. For instance, how many bathrooms are to be maintained on average for each house? Numbers of Toilet seats, toilet brushes, lightbulbs, AC filters and so on will significantly modify the estimation of a BOM fixed price.

This type of material in other similar contracts are normally compensated separately. If not possible to modify, can KTR have historical data about expendable materials in BOM?

R15: Appendix 3 of the PWS provides details on bedrooms, square meters and quantities; Appendix 4 provides historical data on all BOMs since 2018. Additionally, Technical Exhibit G “BOM Sample” is added with Amendment 2 to provide an extract of typical services performed in the most recent BOMs.

Average number of some consumable materials per house are as follows:

Bathrooms: 3 Toilet brushes: 3 Toilet seats: 2 Lightbulbs: 8 AC filters: 3 Shower heads: 2 Faucets: 1 Door panel: 1

Door handle: 1

Q16: 5.5.1.1 Heating Units Cleaning and maintenance schedule requires 1 maintenance per year for the Heating system and 2 for the AC, one of those during the Heating maintenance. In Exhibit B there is only one CLIN for this type of maintenance. How shall this two different tasks has to be quoted into one CLIN?

R16: A separate line item for each performance year of the contract (lines C025, C125, C225) for AC Maintenance and Cleaning has been added to the Prices Exhibit worksheet on Technical Exhibit B. Each performance year is identified as a period of 12 months from the date of IDIQ execution.

Q17: 5.7.12.4 Gutters and Downspouts in Government Leased apartments should be maintained by the Land Lord since they are to be considered part of the common areas. Please confirm apartments into condos are not to be considered for this task.

R17: Confirmed, Gutters and Downspouts are the responsibility of the Landlord for all Government Leased Quarters on this IDIQ contract.

Q18: 5.7.12.5 Roofing and accessories in Government Leased apartments should be maintained by the Land Lord since they are to be considered part of the common areas. Please confirm apartments into condos are not to be considered for this task.

R18: Confirmed, Gutters and Downspouts are the responsibility of the Landlord for all Government Leased Quarters on this IDIQ contract.

Q19: paragraph 3.9, 4.9 and 5.8.9 about telephone lines seem to be conflicting. It is unclear whether is KTR responsible for getting and paying telephone lines, including UDOIT and WO Desk or USG is. Please clarify which one is the correct one.

R19: Paragraph 3.9 has been amended to state, “the Government will provide one DSN Line for the use of the contractor on this contract. Government telephones shall be used only for official Government business. The Contractor shall be responsible for providing one line for the U-Do-It Center and one line for after duty emergencies. The phone number for the U-Do-It Center shall be provided within thirty (30) days from contract award.” Paragraph 5.9.9 Telephone had previously been inadvertently numbered as 5.8.9 and it has been amended as “Reserved”.

Q20: 5.7.14.3.20 Is this task to be performed on Villaggio only during OY2 and, therefore quoted into Grounds maintenance CLIN or is this to be done also during BY and OY1? In this case, under what CLIN is this going to be compensated?

R20: The annual inspection of Villaggio and Ederle Housing Area Perimeter Fence may be required during the second and the third performance year of the contract and shall be priced against CLIN 0011. Each performance year is identified as a period of 12 months from the date of IDIQ execution.

Q21: 5.4 ArMA: is KTR responsible for importing into this web based application also all BOMs activities or is this to be used only to handle WO requests from residents and LLs?

R21a: No, BOM activity is required to be tracked on ArMA. ArMA shall be used to log in, address and follow-up work orders received via e-mail, calls, web portal and walk-ins. MMIS will be used for uploading all information regarding the inspection/repair/work orders in accordance with PWS paragragph 5.4 Is this application able to interface with other softwares or is it possible to export/input excel files from it?

R21b: This application will not interface with other softwares. It is possible to export data in PDF or Excel, but not to input data on ArMA.

Q22: 5.8.13 Please clarify which criteria KTR should use to evaluate whether a damage is caused by the occupant or not.

R22: Contractor responsibility is to notify the COR when a Work Order request has been submitted where damage could have occurred. DPW-Housing will determine if damage was indeed caused by the occupants.

Q23: 5.10 Water Flushing and Sampling seems to not be present into Exhibit B to be priced. Please Clarify How KTR is to be compensated for this task.

R23: A separate line item for each performance year of the contract (lines C026, C126, C226) for Water Flushing and Sampling has been added to the Prices Exhibit worksheet on Technical Exhibit B. Each performance year is identified as a period of 12 months from the date of IDIQ execution.

These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

(c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default--Fixed-Price Supply and Service clause in this contract.
