The following have been added by full text:
QUESTIONS & ANSWERS
Q1: RFQ, Paragraph iii. It appears you are looking for local companies only, we do have a registered office with our local attorneys, but we have not performed any substantial work in
Italy.
R1: RFQ Updated. See amended Addendum to 52.212-1, 3B, Volume II, Factor I Technical – Experience /
Certifications, paragraph i. The RFQ has been updated to state that experience may be within
Italy or DOD facilities within Europe.
Q2: Contractor shall be ISO 9001-2015: Could the government change this to give the contractor 6-9 months to get the site certified?
R2: This request is denied. In accordance with Addendum to 52.212-1, 3B, Volume II, Factor I Technical -
Experience / Certifications, paragraph ii, the offeror shall be ISO 9001-2015 certified at the time of quote submission.
Q3: Solicitation page 146 of 171 (Volume II- Factor I: Technical- Experience/Certifications) mentions “Relevant in scope means that the contract must be for maintenance and repair of housing facilities services.” Offerors request the
Government to modify “Maintenance of Repair of Housing Facility Services” to read “Maintenance and Repair of
Residential/Commercial Areas or Communities.”
Maintenance and repair scope of works beings performed for residential/commercial areas (i.e. plumbing, heating, sanitary, electrical, and architectural(plaster/paint/flooring) are identical to the complexity of a housing facility and the requirements identified in this solicitation.
R3: Relevant in scope shall be for maintenance and repair of residential housing facilities services similar to those described in Part 5 of the PWS, in accordance with amended Addendum to 52.212-1, 3B, Volume II, Factor I
Technical – Experience / Certifications, paragraph i.
Q4: Solicitation page 146 of 171 (Volume II- Factor I: Technical- Experience/Certifications) mentions “Relevant in scope means that the contract must be…within Italy.” We request the Government modify the contract relevancy criteria to include contracts performed in within the EU.
R4: See R1 above
Q5: As indicated in Section 52.212-1 for the evaluation of Factor 1 of subject Solicitation (pass/fail basis), the
Offeror shall demonstrate his experience in providing daily maintenance and repair of housing facilities, within
Italy, performed in the last three (3) years, with a yearly value of no less than € 800,000. In our opinion, those requirements are very stringent and could reduce the possibility of most of the companies involved in the
Solicitation to be evaluated under Phase Two (Trade-Off) for Mission Capability (Factor III) and Price (Factor III).
For the above reason we kind ask if it is possible to modify the requirement from housing facilities to all kind of facilities (i.e., school, offices, etc.) or/and reduce the yearly value.
R5: See R1 and R3 above. The request to change the yearly value of no less than €800,000.00 is denied.”
Q6: For Volume II – Factor I: Technical – Experience, the requirement currently states in part, “Relevant in scope means that the contract must be for maintenance and repair of housing facilities services, within Italy, similar to the performance based requirements specified in Part 5 of the included PWS.” Will the Government consider revising the requirement to include projects performed outside of Italy?
R6: See R1 above.
Q7: With reference to the requirement in Volume II - Factor I: Technical-Experience/Certifications and in particular the requirement to “provide at least one (1), but NO MORE than three (3) examples of contracts performed by the company that are recent (within the last three (3) years from the solicitation release date) and relevant in scope and magnitude”, confirmation is requested that:
Q7a: In case of JV participation, the above requirement- providing examples of contracts relevant in scope and magnitude - may also be satisfied by only one of the JV member companies.
If the answer is affirmative, confirmation is also requested that the company participating in the JV that meets the requirement and to which the past performance refers can be indifferently one of the principals
(also called “Mandanti”) or the authorized representative (also called “Mandataria”).
R7a: “Please note that the solicitation is requesting information for evaluation of experience and not past performance. Please see the Federal Acquisition Regulations for the difference in definition of experience and past performance.
For Joint Ventures, the requirement for recent and relevant experience can be met by any partner in the
Joint Venture. Please see updated RFQ language at Addendum to 52.212-2, 3B Volume II, Factor I
Technical I – Experience / Certifications, paragraph i.
Q7b: Experiences in office and/or hospital maintenance and repair contracts, relevant in scope and magnitude, are considered valid.
R7b: See R3 above.
Q7c: Experiences in contracts executed in Europe are considered valid.
R7c: See R1 above
Q7d: Only the submission of a self-declaration signed by the quoter be required at the bidding stage, in which the details of the contracts, as stated in i. - B. VOLUME II - FACTOR I: Technical -
Experience/Certifications (p. 146 of the solicitation), are indicated.
Since there are no indications in the solicitation regarding the requirement of bank or insurance bond for the case of the award (performance bond), confirmation is requested that no commitment to the issuance of the performance bond or other bank/insurance guarantee is required at the bidding stage. Clarification is also requested as to whether a performance bond is required to be submitted in case of award. If the answer is affirmative, please also provide indications as to the type of performance bond required for the case of award, indicating the amount, duration, type (bank and/or insurance), terms and conditions, and if possible, also a template.
R7d: No commitment to the issuance of the performance bond or other bank/insurance guarantee is required at the RFQ submission stage nor are performance bonds required in case of award.
Q8: With reference to the wording "Reserved" found in the text of the solicitation, for example next to the list of some of the services in Part 5 of the solicitation, please clarify its meaning, specifically stating whether that services are present in the contract.
R8: The term “reserved” indicates that the section number is available for future use, should the need arise. At this time, there is no requirement for those services to be provided.
Q9: With reference to the method of submitting bids, confirmation is requested that the four volumes indicated are to be sent separately by e-mail only to the following addresses: francesca.candia.ln@army.mil and leslie.d.dobson2.civ@army.mil.
R9: Yes, confirmed. See amended addendum to 52.212-1, paragraph 2. “There is no requirement to submit the four volumes in separate emails. However, if the quoter chooses to submit the four volumes in separate emails then the emails should be delineated so it is clear there are multiple emails for the same quote. For example, an email with the subject line that states “Volume 1 of 4”.
Q10: Confirmation is requested that the documents to be submitted in the bidding process can be digitally signed
(pdf. or p7m format).
R10: Yes, documents may be digitally signed.

3. EVALUATION FACTORS.
A. Reserved
B. 1. FACTOR I: TECHNICAL - Experience/Certifications
The Government will evaluate this Factor on Acceptable/Unacceptable basis. In order to be determined acceptable in this evaluation factor, the Government will evaluate the quote to ensure the following minimum requirements are met:
iii. The Quoter/Joint Venture must demonstrate that it has experience in providing daily maintenance and repair of residential housing facilities, similar to the services specified in Part 5 of the included PWS. The
Quoter/Joint Venture, shall provide at least one (1), but NO MORE than three (3) examples of contracts performed by the company that are each recent (within the last three (3) years from the solicitation release date) and each individual contract shall fulfill the relevant scope and magnitude and cannot be combined to fulfill the relevant scope and magnitude. The three (3) examples cannot be combined to satisfy the Factor I requirements. Relevant in scope means that the contract must be for maintenance and repair of residential housing facilities services, within Italy and/or within the Department of Defense (DOD) facilities in Europe, similar to the performance based requirements specified in Part 5 of the included PWS. 2) BOM for a single property ensuring quality standards are met prior to final inspection in accordance with PWS 5.7 within 7 calendar days after receiving COR approval;
2) Procurement of the ancillary supplies and materials needed to execute the required BOMs within 7
3) BOM, in which tasks go above those listed in PWS 5.7, with completion of the BOM within 7
4) Ten BOMs, concurrently, within the Area of Responsibility (AOR), in accordance with PWS paragraph 5.7, within 7 calendar days after receiving COR approval.
ii. SUB-FACTOR 2: SERVICE CALLS PERFORMANCE AND TRACKING
1) The Government will evaluate the Quoter’s proposed approach to effectively and efficiently address the full breadth of contract requirements pertaining to the management and execution of service calls, per PWS paragraph 5.8, with consideration to responding up to, two emergency service calls, concurrently, within duty hours, while maintaining execution of required BOMs and routine service calls;
2) The Government will evaluate the Quoter’s proposed approach to effectively and efficiently address the full breadth of contract requirements pertaining to the management and execution of service calls, per PWS paragraph 5.8, with consideration to responding up to, two emergency service calls, concurrently, outside duty hours, while maintaining execution of required BOMs and routine service calls;

iii. SUB-FACTOR 3: STAFFING APPROACH
1. The Government will evaluate the completeness and effectiveness of the Quoter’s approach to delineate how the effort required by the solicitation will be assigned within the Quoter’s organization (prime Quoter) and among the anticipated major subcontractors (major subcontractor is defined as subcontractor performing equal to or above 10% of the total contract value as proposed by the quoter). The Quoter shall clearly identify and describe the work that the affiliate/subsidiary/parent company and/or major subcontractor will be performing under the TMC contract effort. For each prime Quoter/affiliate/subsidiary/parent company and/or major subcontractor, the Quoter shall identify the total percentage of the proposed price to be completed by the entity. The total percentage of work outlined in the submitted quote to be completed by the prime Quoter shall be incorporated into the terms of the resultant contact action in accordance with PWS paragraph 1.5.7.
2. The Government will evaluate the completeness, effectiveness of the Quoter’s approach to recruit and retain key personnel identified in the PWS paragraph 1.10 with required knowledge, skills, and experience to ensure successful accomplishment of the required tasks with no interruption in performance.
3. The Government will evaluate the completeness and feasibility of the Quoter’s approach to describe its staffing procedures to be used for adjusting staffing levels to accomplish both surges and reductions in BOM executions, and unscheduled service calls.
Evaluation will be based on a tradeoff approach.
3. FACTOR III: PRICE
a. The Government will evaluate quotes using price analysis described in FAR 13.106-3 to ensure the price is fair and reasonable. Priced quotes should support the proposed Factors and Sub-factors and will be evaluated for total price, completeness, and reasonableness. The Quoter whose price is determined to be incomplete or unreasonable will not be considered for award.
b. The price quote will be evaluated but not rated. The individual CLINs will be totaled to determine the quoter’s total proposed price. The quote will be reviewed to determine the reasonableness of price and the quoter’s understanding of the work and ability to perform the PWS requirement.
Completeness: Pricing will be reviewed to determine if all price information requested by the solicitation has been submitted.
Reasonableness: The total evaluated price will be evaluated for reasonableness, defined as the degree to which the proposed prices compare to the prices a reasonably prudent person would expect to incur for the same or similar service.
c. The Government will evaluate Technical Exhibit B – Prices to ensure valid pricing was submitted for required task identified in each worksheet tab.
d. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or ordering periods is not occurring.
e. The base period and all ordering years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.
f. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the quoter's final ordering period price to the quoter's total price. To evaluate price for the ordering period(s) possible under FAR 52.217-8, the Government will calculate this price by dividing the proposed total of Ordering Period 3 by two. The total evaluated price will be calculated as a sum of the Quoter’s proposed prices for all CLINs, for the three ordering periods, and a six-month extension of services.
g. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote. Quoters are required to price all the three ordering periods. Quoters shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of the ordering period on the base contract or at the end of a Task Order.
